- Leads a team of REs, RTOs, QS and document controller and provide direction for field engineering for system-wide MEICA works which include Odour Control & Air Jumper Facilities and Site-Wide Instrumentation Monitoring for DTSS2.
- Site supervision and commissioning of the system-wide MEICA works including coordination and interface with the DTSS2 contractors and PUB.
- Supports the Project Director, Deputy Project Director and Construction Manager in leading a team of technical professionals to deliver construction and programme management services.
- Ensures the Contractor provides consistent quality of works in accordance with approved drawings and contract specifications.
- Resolves construction and commissioning-related issues raised by Client/Contractors.
- Monitors and reports on Contractor’s work progress, schedule and cost performance and safety records.
- Responsible for the review and approval of Contractor submissions which include but not limited to reports, RFI, claims, specification, calculations and drawings.
- Ensures consistent and thorough submittal reviews of the Contractors’ submission have been done throughout the submittal approval process.
- Chairs meetings, lead discussions with Clients and Contractors and prepare meeting notes.
- Assesses and checks on RE’s and RTOs’ certification on the value of work completed, recommend progress payments to be made to Contractor, and monitors the Contractor’s cash flow projection.
- Resolves contractual issues (which include variations and EOT claims) with the Contractor and recommend to the Client for approval.
- Ensures that records of all works including but not limited to tests, inspections, and minutes of meetings are filed in the DTSS2 Project Information Management System.
- Maintains a high profile in HSES by active participation in HSES audits, inspections and reviews.
- Promotes a near-miss reporting culture and ensure lessons learnt from these near-misses are shared across the programme.
Requirements
- Minimum Degree in Mechanical/Electrical engineering or equivalent
- RE registration accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore is preferred
- About 10-15 years of relevant experience in Odour/Wastewater/Conveyance Systems and familiar with the associated MEICA works.
- Experience in managing and administering engineering work in multiple disciplines and multiple contract environment
- Broad working knowledge of all engineering disciplines.
- Conversant with PSSCOC, local building codes, M&E Codes of Practices and regulations
- Good supervisory and management skills
- Strong letter and report writing ability
