Duties and Responsibilities (including but not limited to):

  1. Member of OE internal Senior Project Management Team (PMT) that meets regularly (chaired by DPD/SOR) to discuss progress and resolve any internal OE issues.
  2. Provision of expert contractual advice to the SO and SOR.
  3. Overall contract administration of all Construction Contracts including preparation of Conditions of Contract, Particular Conditions of Contract, ITT and other related information for inclusion in Contracts to be tendered. Review of Tender submissions from a contractual perspective and assembly of Contract Documents for contract execution by the selected Contractors. Admin support by Core team admin resources.
  4. Review and assessment of Contractor’s Claims, VO requests, EOT requests and any other contractual related matters during the execution of the Project with the assistance and input of information from relevant members of the Core and RSS teams.
  5. Preparation of draft contractual responses and OE generated contractual letters to Contractors for the review and sign-off of the SOR or SO as may be necessary.
  6. Review of Contractor’s Monthly Progress Claims and Payment Certificates prepared by QS Manager/QS resources within RSS team prior to sign-off by SO/SOR.
  7. Preparation of draft contractual letters, EOT requests, VO claims etc. to NEA in relation to the OE’s Contract with NEA for the review and sign-off by the SOR or SO as may be necessary.
  8. Direct liaison with NEA’s Project Director, Deputy Project Director and key NEA staff (including Legal Dept.) involved in contractual matters. Co-ordination and management of OE input to any dispute resolution process (mediation/arbitration etc.) that may arise during the course of the Project.
  9. Attendance at NEA Monthly Project Steering Committee Meetings chaired by NEA DCEO and any other relevant high-level meetings as required by MEWR or NEA
  10. Organising and chairing specific contractual meetings with the Contractors where necessary to resolve any contractual issues and to avoid dispute escalation.
  11. General assistance to the CRE and RSS team in dealing with any day to day matters that have contractual implications.
  12. Any other matters that may from time to time be delegated by the DPD/SOR or the PD/SO.
