- Guide and supervise the technician and executive in the carrying out of all his duties
- To invite for tenders and quotations for various maintenance services and maintenance repair and project works.
- To arrange for review of sum insured for insurances.
- Recommend annual salary review for in-house staff.
- Review all contracts, agreements, and insurance 2 months before their expiry and recommend renewal or call for quotation/tender.
- Arrange and attend Council Meetings and Annual General Meetings.
- Preparation of all correspondence and Minutes of Meetings.
- Staff recruitment.
- Plan and recommend periodic maintenance works.
- Arrange for an annual audit of accounts.
- Advise Council if the expenditure is within the budget approved at General Meetings.
- Review monthly statements and advise Council.
- Recommend appropriate actions to be taken against defaulters with assistance from solicitors.
- Proposed annual maintenance budget and sinking fund provision and present them to Council.
- Approve and authorize paying of outgoings including taxes.
- Approve works/purchase orders.
- Advise Council on the provisions of the legislation relating to property management.
- Advise Council on placement and transfer of funds when appropriate.
- Conduct regular inspections with the term contractors (cleaning, landscape, swimming pool, pest control, fire protection system and lift) to ensure that the services are carried out/maintained to the standard set by the Management and/or the authorities.
- Propose/recommend improvement, repairs and upgrading works when appropriate and ensure such are carried out properly when approved.
- Supervise the works (excluding repainting and structural appraisal).
- Propose/recommend any other improvement and addition as and when directed by the Council.
- Where approved, contractors should be invited, shown around and requested to submit quotations, oversee the carrying out of these works.
- Receive and attend to complaints by residents and owners on common area only.
- Advise and assist whenever possible, complaints beyond the Corporation’s purview (this refers to problems in individual units).
- Maintain a complaints log book.
- Check regularly to ensure residents comply with by-laws.
- Report to the Management any breach and recommend appropriate enforcement action.
- Attend to submission for approval of renovation work in the individual units. Bring up to Council for approval if necessary.
- Maintain records of all checklists, service, maintained reports, plans and manuals.
- Refer all directions from the government authorities to the Managing Agent. These include the FSB, BCD, BAU, PWD, P & R, MOE, etc.
- Monitor PUB consumption and readings.
