Regional Procurement Lead
What this job involves:
General
- Comply with all procurement rule and policy.
- Develop, execute annual sourcing plan on time with good quality.
- Record all sourcing savings into Bravo system, CSTS system accordingly.
- Work closely with the JLL HQ SCMP/ operation teams to maximize the procurement benefits our Clients.
- Demonstrate continuous effort to improve procurement operations, decrease turnaround time and streamline work processes.
Bidding & procurement management
- Advise on and establish agreed procurement strategy with Client based on specific project information and Client’s standard procurement policies. Propose the preferred procurement packages and requirements.
- Establish and manage the competitive tendering and selection process.
- Identify opportunities to consolidate supplier base wherever possible to leverage on volume economies.
- Research JLL vendor’s / supplier’s capabilities, identify a pool of candidate vendors / preferred suppliers for bidding consideration.
- Prepare pre-qualification questionnaire for all potential vendors and complete the pre-qualification process and/or confirm pre-qualification conformance of existing vendors.
- Develop and agree standard contract documentation to include Client corporate standards/ guidelines and all commercial terms for the service.
- Consolidate (or manage consolidation of) the tender documentation.
- Manage the tender process including responding to any RFI.
- Evaluate bidder proposals.
- Assist in the negotiation of contracts with an optimum mix of conformity, price and quality.
- Assess the quotations submitted and nominate the bidders with which the commercial/ financial negotiations may be conducted.
- Support contract negotiations at the appropriate management level.
- Assist to negotiate contract terms, pricing and payment schedule, ensuring that the agreements with the vendors / suppliers are commercially advantageous.
- Detail commercial assessment.
- Submit and obtain relevant approvals to proceed with regard to JLL internal LoA requirements.
- Complete tender report and provide the recommendation.
- Review and approve Vendor Service Agreement submitted by site team.
- Support the operation team in vendor administration and management throughout service term.
Risk management
- Establish risk plan to identify potential risk, indicate the impact and advice on risk mitigation.
- Contingency policy management.
Post-contract management
- When requested support monitor and if required participate as key person in negotiation and settlement of all disputes between client.
Requirements:
Education /Work Experience Requirement
- Business/Commerce Degree with at least 2 years of sourcing experience working in a procurement / operations role in the corporate environment is highly desirable.
- Experienced understanding of key categories in Facilities Management.
- Strong working knowledge of Microsoft Office Programs.
- Understanding of financial evaluation and interpretation of supplier’s records and their key cost and business drivers.
Technical and Administrative Skills
- Knowledge of procurement principles and approach including category and sourcing management.
- Familiar with China contract laws and tender process.
Business Skills
- Familiar with China construction market, regulations and general practices.
- Skillful in commercial negotiations with client, contractors, consultants and authorities.
- Demonstrated analytical ability to identify and assess relevant trends
Interpersonal Skills
- Good communicator with client and vendors.
- Good Chinese and English communication skills both verbal and written.
