Overall Purpose
- The Site HSES Manager assists and advises the Site Manager concerning all HSES issues on sites.
- Regularly update status of performance of site HSES management system to the SA team, project team, and company HSES team.
- From the start of site activities until the hand-over of the plant, Site HSES Manager coordinates all site HSES efforts and activities, and represents E&C China towards the customers, partners, subcontractors regarding HSES issues.
- He leads and guides his team of HSES engineers (where and if required).
- His nomination for a particular project shall be in line with local legal requirements.
- Draft the Site HSES Plans for construction and commissioning: Safety, Health, Environment, Security and Welfare Plan. Together with the Site Manager, check and co-validate the subcontractor’s HSES Plan, risk assessment and other required procedures and support documents.
- Participate in elaborate (data input) the Safety Regulation Plan as per local requirement .
- Ensure safety agreement with contractors are signed and compliant.
- Participate in the bidding process of (sub)contractor(s’) selection, interview of (sub)contractor(s’) key persons in terms of HSES, and the coordination of contractor's mobilization at site.
- Lead the HSE Kick off Meeting with each subcontractor, describe all Safety requirements to work on E&C Site , Site Manager will support site HSES manager to implement and follow the related action plan.
- Special construction and safety plans for specific activities, defined by laws and regulations, are prepared by contractors and approved by E&C. e.g. excavation, scaffolding erection.
- Assess all the risks at site for the entire duration of the project and that safety mitigation measures are implemented
- Review all Method statements to be prepared by subcontractors and approve associated Job Hazards Analysis - Ensure the compliance of safety measures with Job Hazards Analysis including communication and implementation.
- Take part in management of coactivities, Ensure the set up the work permit system and use between all concerned parties.
- Implement the method of LMRA system with Construction teams.
- Ensure that prior each shift or main activity, a safety talk is organized (task Instructions) with workers and supervisors by SA engineer.
Qualifications
- Education: University Degree on Bachelor Level in Technical Field.
- Training & Certificate: HSES-related certificate & training courses in HSES field, MOM-WSHO is mandatory.
- Working Experience: 15 years of professional HSES experience in the construction and commissioning of Chemical Industry. Experience at ASU will be preferred.
- Knowledge & Know-how: Ability to communicate with overseas experts.
