Role & Responsibilities
Programme Management:
- Oversight of the IT programme, track the projects’ progress to ensure projects are on track and aligned with overall IT programme timeline.
- Identify, track and manage the risks, assumptions, issues and dependencies for the overall IT programme.
- Coordinate activities among different projects and supporting the system integration between systems.
Work Plan and Budgeting:
- Work with relevant parties (delivery teams, vendors, ops users, etc) to plan and budget the decommissioning of application systems that the hospital will no longer use.
- Work with relevant parties (delivery teams, vendors, ops users, etc) to plan and budget the decanting of hospital services / facilities (wards/beds/clinics/etc) within application systems.
- Work with relevant parties (delivery teams, vendors, ops users, etc) to plan, budget for application systems in the commissioning of new hospital services / facilities (wards/beds/clinics/etc).
- Collate business requirements of cluster stakeholders, including working with delivery teams for solution review board submissions, ITQ/RFP submissions, and approval papers.
- Work with delivery teams to obtain the costings, including review the cost reasonableness.
- Work with relevant parties (vendors, delivery teams etc) to advise users on adoption of technologies/systems/national initiatives.
Project Delivery:
- Work with relevant parties (delivery teams, vendors, ops users, etc) to procure, perform installation, setup, testing and full-dress rehearsals of application systems for the commissioning of new hospital services / facilities (wards/beds/clinics/etc).
- Facilitate and participate in cluster / institution workflow study, workgroup discussion to provide IT advice, including driving National IT initiatives adoption.
- Plan and track the required activities for IT readiness, deployment, and implementation.
- Tracking of key performance indicators for institution / cluster projects such as timely project delivery, quality of systems delivered, user satisfaction of systems delivered, etc.
- Management and reporting of project development, maintenance and support activities.
- Support users in user acceptance testing (UAT), and system integration testing between different systems.
- Work with users and delivery teams to resolve IT issues and timely resolution / implementation.
- Ensure IT systems and implementation adhere to the policies, standards, and guidelines. Supporting the Security risk Assessment and Solution Review Board (SRB) approval for projects.
- Support the activities for operation transition, business continuity planning (BCP), full dress rehearsal and hospital go-live.
Others:
- Perform a secretariat role for the Campus Development meetings.
- Prepare and present the required materials for relevant forums in the institution/cluster (eg. IT committees, management meetings, hospital steering comm meetings etc)
- Support and manage ad-hoc IT requests from institution/cluster, IT issues resolution etc.
- Support audit requests as raised from internal / external audits.
- Undertake any requests as directed and in alignment with organization objectives and goals.
Requirements
- Bachelor Degree in Computer Science or equivalent (IT related field preferred)
- Strong experience in project management
- Excellent problem solving skills (including troubleshooting in IT related context).
- Excellent written/communication and interpersonal skill
- Strong organisational and customer service skills
- Able to lead and work with cross functional teams
