RESPONSIBILITIES

  • Organisational Development
    • Contribute ideas, good practice, research, and analysis to the development of T&OD capabilities development strategy to ensure integration and alignment with SMU's strategic goals.
    • Design and conduct organisation-wide and team specific learning needs analysis to identify critical skills gaps and development opportunities.
    • Design, manage and deliver organizational development initiatives and interventions such as team development, competency-based learning, and change management; including capabilities programmes aligned to organisational strategic initiatives.
    • Partner stakeholders to design learning strategy, define technical and functional competencies, learning pathways, and programmes to build capabilities and/or address skills gaps.
    • Lead and contribute to assigned HR, OD and change management initiatives, programmes and interventions to facilitate organisational transformation, continuous improvements, a high-performing and learning culture.
  • Learning & Development
    • Design, implement, and manage the University's corporate learning curricula, elearning, webinars, materials, and programmes; source, commission and coordinate with external trainers and vendors as needed.
    • With support from T&OD, HR Technology and Operations (HRTO) and IT teams, lead on the development, implementation and maintenance of learning management systems, including learning content and materials (e-learning courses, videos, toolkits, documents) and digital learning platforms.
    • Plan, develop and deliver marketing and communication strategies, materials/info toolkits, to promote engagement with learning and development programmes and activities.
    • Manage the L&D budget effectively, including cost analysis and internal/external vendor negotiations.
    • Monitor, evaluate, analyse data, and report on the impact and effectiveness of learning and organizational development initiatives and programmes.
    • Facilitate (as needed) learning programmes, focus groups discussions, team development activities and strategy planning sessions.
    • Coach and support people leaders and employees in developing their leadership and management capabilities.
  • L&D Programme Management
    • Design, develop, and manage the implementation of L&D programmes/initiatives (e.g. short-term attachments, job rotations, etc) ensuring alignment with SMU career and talent development objectives.
    • Oversee the management and administration of employee education sponsorships; act as adviser to Senior Management and staff on education sponsorship awards
    • Monitor, evaluate and report on the effectiveness of L&D programmes and education sponsorship schemes, making policy changes and adjustments as necessary.
    • Other duties within the scope and purpose of the job, as needed by management or department.
QUALIFICATIONS
  • Qualifications
    • Degree/Diploma with at least 8 years' experience.
  • Functional Competencies
    • Knowledge and understanding of people management theories/ principles, change management and developing organisational culture.
    • Strong project management skills and the ability to plan, execute, and evaluate learning and OD initiatives, programmes, cultural audits/assessments, 360-feedback processes in a multi-cultural and complex environment.
    • Competence in the use of standard Microsoft Office Suite applications; experience with SuccessFactors, SAP HR, excel dashboards, and reporting tools preferred.
    • Strong statistical and data skills to gather, analyse and present quantitative and qualitative data to drive actions
    • Conversant in web-learning technologies, GenAI and virtual collaboration tools (e.g. Sharepoint, MS Teams, etc), and Microsoft Office Applications.
    • Familiarity with learning management platforms to administer, track, and evaluate training programs, and competent in using training software, e-learning platforms, and multimedia tools for creating engaging training materials
    • Strong project management skills and the ability to plan, execute, and evaluate training initiatives and materials
    • Experience and/or certifications in the following areas would be advantageous:
      • Training, facilitation and courseware/curriculum development.
      • Design and management of 360 degree feedback.
      • Coaching.
