1. Job Summary
负责本部门综合性事务工作,承担境外办事处政策研究和策略规划、办公室行政及文秘宣传、人事管理、财务管理、合规管理、行政安保和后勤保障等职能,同时作为指定信息联络人和综合管理员,负责对接总行各条线牵头职能部门做好日常工作沟通汇报及各类统计报告报送工作。
Reporting to Chief Representative, handle local daily finance/HR/compliance/office and general administrative matters, and provide timely reporting and support to head office.
2. Job Duties
财会:负责部门预算编制分析、供应商采购管理及费用付款管理,和总行管理职能部门对接财会事务;
人事:负责和薪酬中介对接境外员工每月薪酬/公积金测算申报、和税务中介对接境外员工个税测算申报、员工保险、员工培训和发展、绩效管理,负责监察工作场所安全和健康、确保人事管理符合人事政策和当地雇佣法等有关规定。
办公室行政:负责办公物品采购、办公设备/科技设备维护、安排办公室电气装置和灭火器检查服务、和境外供应商对接办公室清洁/绿化租赁服务、快递邮件服务、组织协调商务会议、对接办公室业主物业有关租赁服务事项、按照总行要求及时报送各类报告;
合规:对接总行条线职能部门做好法律合规事项沟通汇报、负责完善内部控制、政策和制度流程制定,确保境外运营符合当地法律法规的有关规定、负责和新加坡金融管理局的材料报送;
其他:为首席代表提供支持服务及按需处理其他工作
• Finance/accounting function: Handle budget planning and analysis, procurement management and supplier payment management, coordinating with head office for finance/accounting-related matters;
• HR function: Handle monthly payroll/CPF and employee income tax filing (liaise with external payroll agent and tax agent), employee insurance, staff training and development, performance management (KPI), ensure compliance with HR policies and employment laws, oversee workplace safety and health procedures;
• Office and admin function: Order office supplies, office equipment/computer equipment maintenance, arrange yearly inspection of electrical installation and servicing of fire extinguisher, liaise with landscaping and office cleaning supplier for weekly maintenance, managing mail and courier services, organize and coordinate business meetings , coordinating with office management office for lease matters, handle other office and general administrative work, ensure timely reporting to head office as required;
• Compliance function: Coordinating with head office for legal and compliance matters, Improve internal controls, policies, and procedures and ensure compliance with local laws/regulations, liaise with MAS for reporting.
• Others: Offer comprehensive support to Chief Representative and handle ad-hoc duties as needed.
三、 Qualifications & Skills:
• 硕士研究生及以上学历,海内外知名重点院校可放宽学历要求至本科学历,人力资源、财会类、金融相关专业优先考虑;
• 广泛了解会计知识、财务管理、人力资源管理和银行业政策法规、熟悉公司治理和内部控制相关流程操作,具备一定的相关领域实践经验;
• 精通中英双语,精通Microsoft Excel and PowerPoint;
• 具有较强的口头、书面表达能力和沟通协调能力,具备较强的团队合作精神,有行业研究分析报告经验者优先考虑;
• 能够同时处理多项工作任务,注重细节,具备较强的分析能力和问题解决能力,实践能力强、积极主动、工作独立性强。
• At least Master’s degree (Bachelor’s degree from world well-known universities also welcome to apply), Degree in HR/Accounting/Finance or related field preferred;
• Knowledge in finance and accounting/HR/corporate governance and internal control procedures/banking industry policy and regulations, practical experience required;
• Proficient in English and Chinese, Proficient in Microsoft Excel and PowerPoint;
• Excellent verbal and written communication skills, good teamwork skills, experience in industry research analytical report writing will be advantageous;
• Ability to multi-task, attention to detail, with strong analytical and problem-solving abilities, hands on and independent learner with initiative.
