Overview:

The role of the Construction Manager is primarily to ensure the successful project planning and execution. Experience in managing new construction and rehabilitation projects at terminals and refineries is required for this position. A good track record in the construction and repairs of above ground storage tanks is essential for this position. This person will serve as a liaison between Company and the Client by planning, directing and coordinating projects to ensure that objectives and milestones of projects are accomplished safely and within each given time frame and budget. The Construction Manager serves as the primary contact for all technical and construction matters.

Key Responsibilities:

• Plan, direct and coordinate construction activities including understanding Client’s requirements, technical specification and commercial reviews and bid development to include time frame, construction procedures, manning requirements and allotted available resources for each phase of the project.
• Estimate work and prepare proposals based on information extracted from the bid documents and site walks and bid clarification meetings.
• Manage job schedules, performance, and potential work scope issues that may arise.
• Responsible for ensuring project invoicing is completed in a timely fashion to achieve positive cash flow and that invoices are correct to minimize re‐invoicing or delayed payment.

Knowledge of above ground storage tank design and construction; and API 653 Certification are strongly preferred.

• Biweekly, monthly and quarterly reporting for project update and reporting to the leader of Singapore Branch and to Japan Head Office.
• Effectiveness in achieving the desired targets in the specified time and doing the task correctly, timely and at minimum possible cost.
• Ensure on-time delivery of projects.
• Provide leadership and managerial guidance to all M&E Engineers.
• Provide guidance and coach QS team in tender bidding and proposals for M&E Engineering projects.
• Overseeing the daily operation activities of the team of engineers and the yearly capital budget to ensure efficiency in business operations.
• Daily communication with Japan counterparts and other overseas branches.

Requirements:

• Minimum a Degree in Engineering.
• At least 10 – 15 years’ of in-depth technical knowlege and capabilities.
• Proven track record in handling M&E projects in a Japanese Construction Company.
• Ability to read and speak Japanese is a pre-requisite.
• Strong written and verbal communication skills in both English and Japanese.
• Resourceful, creative, pro-active, negotiation, good management and problem-solving skills is an added advantage.
• Understanding of Japanese culture is preferred.
• Ability to lead a team of staff and business partners of multinational background and culture.

• Responsible for all the cost estimates for tender projects.
• Participate in value engineering and determining the price of the service.
• Monitor any major contractual status, arise after discussion with project sites.
• Review and ensure timely and accurate payment response are certified to the subcontractor’s monthly claims.

Requirements:

• Degree in Quantity Surveying, Electrical/Mechanical Engineering or equivalent
• At least 8 years in Mechanical and Electrical/General Construction/Civil
• Construction experience.
• Proficient from pre-contract stage to post-contract stage.
