The Deputy Director CSA is a hands-on leadership role responsible to develop and implement of strategies, fostering of partnerships and collaborations, and integration of community development programmes to aid Tsao Foundation’s mission and values.

Requirements:

Strategy Development and Implementation:

• Develop and implement strategies designed to support the well-being of older adults within the community. This may include initiatives to improve healthcare access, physical activity, mental health, social inclusion, and life-long learning opportunities.
• Exploring innovative, entrepreneurial solutions to enhance service delivery and financial sustainability for the programmes. This could be by exploring new funding opportunities, developing new business models, or creating partnerships with other stakeholders.

Partnership and Collaboration:

• Works with local and regional organisations to promote and develop programs and services for older adults. This includes fostering partnerships with government entities, healthcare providers, non-profit organisations, and other relevant stakeholders.
• Strengthen existing partnerships and establish new partnerships to reach and engage with a wider range of community networks.

Building Integrated Service Model (ISM):

• Identifying integration challenges, demonstrating outcomes from a cumulated service model of CSA, and finding the right technology to integrate the various components.

Research and Development Champion:

• Responsible for staying up to date with the latest research on ageing and incorporating relevant findings into their strategies and programs. Conducts regular assessments of the CSA's integrated programmes to determine their effectiveness and efficiency. This involves analysing program performance data, identifying areas for improvement, and implementing solutions to enhance program outcomes.

Community Outreach:

• Engage with the community, including older adults and their families, to understand their needs and preferences. Oversee campaigns to raise awareness about available resources and programs and gather feedback to inform future strategies.

Communication:

• Act as a representative of the organisation, liaising with the public, the media, and other organisations regarding CSA.

Budgeting and Resource Allocation:

• This role often includes the oversight of financial aspects of all programmes; including the preparation and management of budgets, fundraising, and ensuring the effective use of resources.

Requirements:

• Bachelor's degree in healthcare administration, business management, or related field; Master's degree preferred.
• Proven leadership experience in non-profit operations, preferably in the community care/ elder care sector.
• Strong passion and understanding of the community care/ eldercare regulations, clinical and industry best practices through international work.
• Excellent communication and interpersonal skills to interact effectively with staff, clients, and external stakeholders.

What the role is

The Quality Service Branch (QSB), under the Clean Environment Group (CEG), handles cases related to pollution control and wastes management matters. In this role, we are looking for highly-motivated, dynamic and service-oriented individual to handle feedback, appeal and enquiries related to pollution control and waste management related issues. In addition, you will perform a wide range of duties focused on monitoring trends, and data analysis on various types of feedback to support ground operations. You will report to the Senior Assistant Director of CEG/QSB.

You will work in partnership with line departments and operations sections within Pollution Control 1 Division, Pollution Control 2 Division, Environmental Monitoring and Modelling Division and Waste Management Division, to ensure effective handling of feedback and appeal cases received from members of the public and stakeholders.

What you will be working on

You will be responsible for the following:

• Draft reports and replies and handle all cases from People, Private and Public sectors, including complex and sensitive cases, on pollution control and waste management matters in accordance with guidelines and Standard Operating Procedures and within service standards
• Review feedback and collaborate with operations and/or other agencies to understand customer issues where required, to identify gaps in service delivery and drive improvements/changes to service experience, processes, policies, and standards, including communication strategies and replies to ensure relevance and realism to changing customer servicescapes
• Partner, support and contribute to platforms and initiatives aimed at driving service excellence within NEA, for example, service events, newsletter, initiatives, etc.
• Analyse feedback data and garner insights from customer satisfaction surveys to sense and sense-make, and to propose improvement plans.
• Identify key customer segments, provide department-perspective to develop service strategies to meet current and future requirements of the customer segments.
• Provide support and advice to officers on service-related queries, for example, guidelines/SOPs, service standards, case handling, direct cases to appropriate parties, etc.
• Document institutional knowledge on unique cases of feedback for training and future reference
• Identify staff and/or projects eligible for reward recognition and prepare documentation for service award nomination

About The Role

As Assistant Director, you will be responsible for the overall performance of the Contact Centre. You will drive change, and work with the Head on operational strategies, capacity planning, cost/benefit analysis and performance reviews.

Responsibilities:

• Leads operations at the Healthcare Group Contact Centre and ensure 24/7 system readiness
• Ensure staff consistently deliver timely and professional response across all channels
• Optimize resources to handle all channels
• Track and monitor processes through performance indicators. Trend analysis and benchmark key performance indicators
• Ensure timely dissemination of information, escalation of issues and resolution of problems
• Liaison person between Institutions and Group Contact Centre. Partners both internal and external stakeholders to ensure patients’ positive experience along the continuum of care
• Responsible for customer satisfaction/ experience scores. Works closely with stakeholders to continuously improve service levels and delight patients.
• Lead, motivate, guide and train admin and ancillary staff to perform to the best of their abilities and to develop their potential.
• Develop Individual Development Plan (IDP) for staff to ensure they receive appropriate training and development so that they possess necessary knowledge and skills to carry out their roles.Create a conducive environment to facilitate open communication between staff and management
• Support Head, Group Contact Centre on staff recruitment and retention efforts
• Lead quality improvement projects within the centre
• Drive and implement change(s) to workflows and processes to enhance service standards

Requirements:

• A recognised Degree in any discipline
• At least 8 years’ experience in Healthcare and/or Contact Centre
• Possess strong interpersonal and communication skills with track record of strong working relationship at various levels
• Strong leadership qualities with the ability to motivate and nurture the team to meet operational goals
• Self-directed, resourceful and self-motivated with an analytical mind and good problem-solving skills
• Able to multi-task and work in a stressful environment
• Proficient in MS Office applications
