You will be involved in leading the planning and implementation of the Automated People Mover (APM) systems for Changi Airport's Terminal 5, set to be one of the world's largest airport terminals when completed.

Job Description:

• Oversee the comprehensive planning, design, procurement, and implementation of APM systems.
• Manage and coordinate with internal teams, external stakeholders, consultants, and contractors to ensure timely and successful project delivery.
• Explore and incorporate the latest innovations and technologies to achieve a world-class APM system for Terminal 5.
• Ensure compliance with all relevant standards and regulations throughout the project lifecycle.
• Monitor project progress, identify risks, and implement mitigation strategies as necessary.

Requirements:

• Bachelor’s degree in electrical/computer/system engineering or a related field.
• Strong analytical skills and innovative thinking.
• Excellent verbal and written communication skills.
• Proven ability to manage multiple tasks in a fast-paced environment.
• 3 to 5 years of relevant experience in APM or rail transportation systems is preferred.
• Experience with signaling systems is a plus.

Key Responsibilities

Leads the Industrial Engineering Team. Oversees methods and analysis including process design, time and motion study, and leads continual improvement initiatives.

Ensures projects and programs within areas of responsibility are completed and implementation into business with quality tools, supporting processes and ongoing measures for success. Includes improved efficiency and cost savings. Works across organizations to provide business case for Plan of Record and IE projects. Ensures cost analysis, and return on investment calculations associated with project meet annual operation plan and budget.

Leads ergonomics / human factors initiatives, drives process improvements, and provides engineering solutions. Drives and implements Ergonomic improvements across multiple functions.

Ensures manufacturing rearrangement projects, plant layouts, material flow and warehousing designs are optimized for cost, capability and capacity. Leads manufacturing and warehouse rearrangement projects across multiple functions; coordinates the efforts of other IE's to achieve plan of record objectives.

Drives the strategic implementation of product introductions into volume manufacturing by developing factory space, capacity and capability solutions. Develops the New products factory capability roadmap for assigned work centers.

Drives the development of specialized tooling solutions for the assembly, integration and intra-plant transport of modules, assemblies and mainframes.

Serves as a role model and sets the example, whose behavior is emulated by other engineering team members. (Safe behavior, follow proper protocols and procedures, including core values).

Drives capacity/demand analysis business processes and ensures that capacity planning processes are deployed and maintained across multiple functions. Oversees solutions to address capacity constraints and works with Operations and Logistics organizations to implement these solutions prior to production ramp. Drives manufacturing and logistics initiatives to improve factory asset utilization and production processes.

Position Summary:

The Technical Project Manager, or known as Engineering Delivery Manager within Thales, is responsible for leading his team to the completion of engineering tasks within committed budgets, schedules, quality and performance for successful bids and projects delivery. He coordinates and monitors the implementation of all engineering tasks throughout the whole life cycle of a bid/project.

Responsibilities:

• Ensure engineering activities are well managed within constraints of bids/projects, approved architecture, design policy, contracts, and company quality requirements.
• Lead collaborative discussion and co-engineering between internal teams, vendors and customers to analyse, prioritise and validate stakeholders' requirements.
• Ensure that engineering scope, plans and activities satisfy customer requirements, and are delivered on time, on budget and with the required quality.
• Work closely with Design Authority to oversee and approve the outcome of evaluation studies on design alternatives, and to provide advice to both the customer and internal technical teams.
• Through broad consultation, ensure the production of the required documentation in support of the project, to the satisfaction of the customer and internal senior management.
• Liaise with customers on technical, architectural and procedural issues as required, ensure that scope creep is avoided.
• Define the engineering work breakdown structure, project organisation structure, tasks schedule, engineering KPIs, and associated engineering tasks. Tailor as required and ensure all baseline requirements are met.
• Define the strategy for development, build increments, validation, and project commissioning.
• Follow up closely on defined KPIs and ensure issues discovered (such as risks of changes, schedule, anomalies, etc) are addressed promptly according to different project phases.
• Perform periodic reporting to internal senior management and customer according to Thales methodology (Chorus) and common methods such as SAFe/SCRUM.
• Ensure the implementation of multi-project synergies and lessons learnt, in order to optimize cost of technical solutions.
• Manage engineering risks & opportunities during bids and project phase, guarantees programme commitments, including those flown down to subcontractors and partners.
• Optimise technical work against costs, schedule and risks from design to validation and acceptance of the solution.
• Develop and implement policies, standards and procedures for the engineering and technical work performed, in conjunction with the functional Engineering Head or Director.
• Manages Work Package Managers (WPM) and Integration Verification, Validation and Qualification (IVVQ) Manager to ensure successful completion of respective milestones.
• Other duties as directed by the Project Manager or functional Engineering Head.

Essential Requirements:

• Degree in Computer Science, Information Technology, Electronics Engineering or related discipline
• Experience working within a Systems Engineering lifecycle
• Minimum of 10 years’ experience in a Senior Engineering role
• Experience in managing multi-disciplinary teams
• Experience in IT/security/C2/defence related projects from a Systems Engineering perspective
• Good knowledge on how large projects are managed
• Strong oral and written communications skills
• Strong liaison and stakeholders management skills
• Strong motivation to be involved in all phases of a project life cycle, from bids to project completion
