Job Descriptions:

• Be responsible for the planning, scheduling, controlling and coordinating of building services related works in terms of preventive, breakdown, rectifying works.

• Manage all technical staff, including direct contractors or parties engaged for the Facility Management Services in various specific disciplines.
• Oversee and effectively maintain the M&E systems. Install, resolve, repair, trouble-shoot and analyse faults speedily and recommend holistic, sustainable and cost-effective solutions to the client.
• Ensure all projects, preventive maintenance works and SOPs are carried out timely and according to planned schedule as per the agreed Response, Delivery and Completion Time.
• Support and coordinate all projects related to M&E and facilities.
• Conduct monthly meetings with client., including all key personnel on the FM Operations requirements of this Contract.
• Submit routine reports (daily, weekly, monthly) to client as per contract requirements.
• Conduct regular sub-meetings with subcontractors/stakeholders with minutes-taking.
• Attend to site show rounds by external visitors e.g., Ministry, Statutory Boards or other parties delegated for reasons for inspection for statutory requirements or for just viewing the location and its facilities.
• Ensure that all his technical team and direct contractor appointed, or Contractor’s subcontractors follow Client’s QEHS ISO requirements and Statutory Requirements.
• Communicate with the equipment vendor/s at a technical and professional manner so that equipment faults escalation can be resolved within the shortest possible time.
• Undertake any other related duties stipulated and assist the M&E Manager
• Assist manager in preparing tender specification & post contract and renovation projects.
• To assist continuously trend, record, measure, analyse and monitor the energy and water usage for all the major building systems and end use in accordance to latest guidelines by Green Mark, BCA, NEA and other authorities or based on industry best practices.
• To assist to track and chart the Energy efficiency (e.g., Energy Efficiency Indices, kW/TR) of the M&E and Specialist System such as air conditioning system on a regular/continuous basis (e.g., monthly, yearly).
• To assist monitor and analyse the monthly electricity and water usage patterns / profiles to identify any significant variance and alert and investigate the cause of any significant variance in usage patterns / profiles.
• To assist record and tabulate energy usage patterns / profiles be generated for monitoring and comparison purposes. Electricity and water usage data shall be kept separately.
• To assist submit annual energy and water conservation proposals for considerations. The Contractor shall also assist to evaluate as independent technical expert if proposal is by other vendors and recommend on its viability. The energy and water conservation proposal shall be based on fundamental principles of reducing wastage, optimising usage, process improvements and efficient technological approach.
• To assist collect, collate and prepare submission data/ documents as required by various government agencies including but not limited to BCA, PUB, MOE and NEA for the following submissions: BESS, Periodic Energy Audit, WEMP, PSTLES 2.0 and NEA Environmental Scorecard.
• To assist compile and produce an annual Sustainability Report on Energy and Water End Use. All the activities, framework, projects and approach taken to address the energy and water sustainability needs to be reported. The content of the Sustainability Report needs to be presented and approved and so prior to issuance of such report.

Job Requirements:

• Candidate must posses at least Diploma/ Professional Degree in Engineering or relevant field certificate.
• Committed, positive attitude & able to handle projects independently.
• Good team player with ability to lead and multi-task.
• At least 1 year of working experience in the related field is required for this position.

Responsibilities:

• Lead the tender team and establish the strategy of tender approach for on-going marine projects and upcoming projects not only in Singapore but also overseas.
• Require to take a chair tender meeting with team and consultant with sufficient knowledge and experience.
• Review the outcome of the design from consultants, provide professional comments on it, and polish up the design for a more competitive design.
• Liaise with potential suppliers and subcontractors for tender pricing and require to attend meetings with them for technical discussion.
• Review the Bill of Quantity(BQ) and advise appropriate feedback to tender QSs.
• Manage to provide conceptual construction sequence for planners in order for them to produce the tender programme and review and comment on it from time to time.
• Requires knowledge of marine construction vessels for tender works in order for the tender team to select the appropriate vessels for the projects for pricing and planning.
• Essentially required to have budget control skills for marine projects.

Requirements:

• Minimum 30 years of engineering experience with a degree in Civil Engineering, recognised by the PE Board or a recognised degree in the relevant field subject to the acceptance of the engineer
• At least 5 years of experience in managing marine civil engineering works as a project manager, especially involvement in marine projects

Proven track record in the construction of:

1) Reclamation Works

2) Breakwater Construction Works by Rubble Stone Method

3) Jetty Construction Works by Steel Pipe Piles

• Completed 1 full cycle of a marine project with at least S$200 million contract value as a management member
• Experiences in JV projects with foreign companies (e.g. Japanese, Korean, South East Asian, and/or European construction companies) as a management staff
