Job Responsibilities:

• Provide day to day EHS support to meet the Singapore EHS requirements, Responsible Business Alliance (RBA), Customer Requirements, KLA EHS policy and program.
• Partner with and manufacturing leads, supervisors, managers, and team leaders in incident investigations, corrective action deployment, and effectiveness evaluations.
• Ensure the functionality of the factory site safety committee and company emergency response team (CERT).
• Be appointed as Workplace Safety & Health Officer and Fire Safety Manager.
• Implement EHS management system / policy per ISO45001 & ISO14001, RBA requirements, and local safety regulations.
• Organize and conduct regular new hire safety orientation and other EHS trainings according to the training plan and company needs.
• Conduct regular and periodic site EHS inspections, audits and risk assessment, incident investigation, etc.
• Collaborate with field service operations and others. Provide assistance, support and technical expertise on field service and install operations when needed.
• Promote incorporation of EHS into business planning and assist with establishing EHS as a business and management performance measure.
• Assist with the implementation of business continuity plan, emergency response plan, company audit program and reviewing EHS performance and work practices against statutory and company requirements.
• Track, arrange and timely renew all equipment, building and related licenses ensuring compliance to governmental regulations.
• Provide support to our ESG (sustainability) efforts for the sites under your span of control.

Qualifications

1. Bachelor's Level Degree, relevant qualifications in Safety, Environmental, Risk Management, Occupational Hygiene or equivalent.
2. Holding of Singapore Workplace Safety & Health Officer and Fire Safety Manager certifications.
3. 5+ years or more experience in a large manufacturing facility.
4. Experience in RBA, Business Continuity Plan, ISO14001 & ISO45001 management system, FM Loss Prevention Program, bizSAFE program, building construction safety, etc.
5. Good written and verbal communication skills, and interpersonal skills. Fluency in English languages.

(1) Overview and purpose of the position*

1) Responsible in overseeing the performance of outsourced maintenance service providers in mechanical services and systems for the hospital and ensure functionality as well as serviceable at all times.

2)To audit and monitor service standards rendered by specialist vendor and outsourced maintenance service provider.

3)To provide support to Head of Department and Building Managers in capital nature replacements, systems and building improvement projects.

4)To coordinate and support hospital’s A&A and minor works.

1) Strong culture of staff and leadership accountability

• Work closely with FM Institution Lead and Mechanical Lead, in building clear scope, expectations and deliverables for the Mechanical team as well as planning for specialty training and develop the capabilities of Mechanical Team members.
• As a Subject matter expert to assist the Mechanical Lead in ensuring team members understands their scope.
• Work closely with team members, service provider and specialist vendors on system breakdown investigations, inspections, audits, review of maintenance program, etc.
• To lead / provide support in the investigation of incident/system failure to determine root cause of failure as needed.
• To participate and support in audits that the hospital subscribes to.

2) Contract management, evaluation, negotiation, and execution

• Manage Mechanical systems contracts to ensure timely renewals and contract requirements are fulfilled.
• Ensure timely renewal of authority licencing.
• Ensure processes are in accordance and compliance with Audit Compliance, NUHS Contract Management, Procurement and Finance Policies and Process.

3) Manage Managing Agent, vendors and liaison with authorities as well as communication to stakeholders

• To respond and support the maintenance agent and vendors in mitigating and recovery of critical system failure or incident.
• Work closely with Admin on compilation of contract documents, such as agreement, checklist, warranties, etc.
• Monitor vendors’ performance, deliverables and Key Performance Indicators (KPIs) are as per contract awarded.
• Perform invoice verification against works completed for timely processing of invoices.
• To ensure repair to reported system fault and breakdown are carried out in a timely manner.
• To carry out monthly analysis to Mechanical systems breakdown and recommend improvement plan as needed.
• Filing and documentation recording of all authorities’ correspondences.
• Conduct internal audits to check on non-compliances, identify gaps and follow-ups till closure.
• Represent Mechanical Team as the liaison party on authority matters.

4) Developing and implementing procedures, policies and checklists

• Review and update Standard Operating Procedures (SOP) and working instructions on a regular basis.
• Develop and harmonise trade related SOPs, Preventive Maintenance Checklists and working instructions with the cluster institutions for alignment to prevailing Singapore Standards / Code of Practices and/or industry best practices for benchmarking.

5) Asset Management

• Plan and oversee Mechanical system upgrades/improvements or replacements before their expiration or its end of life.

6) Projects

• Project Manager or render support to Project Managers for improvement works to existing hospital facilities such as renovation and retrofitting, replacement of system infrastructure and improvement initiatives to existing specialized systems and hospital facilities.
• Prepare Approval To Purchase (ATP) and Approval To Award (ATA) papers for Preventive Maintenance Contracts and projects.

7) Knowledge management

• Maintain good documentation (e.g records of all contracts, reports, agreements, check lists) with FM Admin team to ensure full compliance.

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

• Minimum three (3) years of relevant experience in management of mechanical systems operations. (Note: Minimum 8 years for Diploma Holders)
• Experience in Fire Safety/ Alarm System, Medical Gas/ Vacuum System, Lift and Escalator System, Pneumatic Tube System, Mechanical Automation system is advantageous.
• Health care experience is advantageous.
• Good interpersonal skills and customer service oriented.
• Positive work attitude, ability to work with all levels of staffs and strong team player.

The lead Bioinformatics Field Engineer is responsible for supporting and maintaining the bioinformatics software and hardware stacks that are used in the clinical laboratory to process patient samples using Guardant Health’s digital sequencing technology. In addition, they provide bioinformatic technical support to clinical teams, helping them to troubleshoot and interpret bioinformatics pipeline results to enroll advanced cancer patients in clinical trials and help physicians identify the right treatment options for their patients.

Essential Duties and Responsibilities

• Support the CLIA/CAP accredited clinical laboratory by providing subject matter expertise in the software, hardware and result outputs of Guardant Health’s bioinformatic pipelines.
• Support and maintain the software applications that make up the bioinformatics software system.
• Work with technical teams to install new software, software upgrades and/or products for use in the clinical laboratory.
• Perform troubleshooting and/or root cause analysis of potential issues with Guardant Health’s cfDNA workflow(s) and maintain ownership through resolution.
• Perform troubleshooting of computational hardware, storage and Guardant Health’s high performance computing stack.
• Provide bioinformatic technical support to clinical operators, including reviewing and interpreting bioinformatic pipeline outputs and assisting clinicians with NGS result reporting.
• Develop training and troubleshooting material for support workflow(s) and bioinformatic pipeline result interpretation.
• Any other duties the Employee may be instructed to carry out by the board of directors from time to time that are reasonably within the scope of the Employee’s job position and work capabilities.

Qualifications and Requirements

• M.S. in Bioinformatics, Computational Biology, Computer Science or related field + 6 years of industry experience OR PhD in Bioinformatics, Computational Biology, Computer Science or related field experience + 3 years of industry experience.
• This position requires a candidate that is strong in root cause analysis, application support and complex clinical facing interactions.
• The candidate should have:

1. Hands-on experience running and troubleshooting bioinformatic pipelines used in cfDNA and/or NGS assays, including result review and interpretation.
2. Strong understanding of Python and Bash scripting, as well as comfortable working in a Linux shell environment, such as interacting with applications and tools through the terminal interface.
3. Working knowledge of Django, Django Restful Framework (DRF) and managing and deploying Docker (or other virtualization technologies).
4. Experience working with a relational database, preferably PostgreSQL.
5. Experience in clinical genomic applications, is detail-orientated and customer-focused.
6. Work environment: Employee may be required to lift routine office supplies and use office equipment, as well as potentially lift computing equipment. Majority of work is performed in a desk/office environment; however, there may be exposure to high noise levels, fumes, and biohazard material in the laboratory environment.
