MAIN FUNCTIONS

The Mechanical Commissioning engineer focuses on coordination and stewardship of machinery related commissioning activities, including preparation or review of deliverables. The role is characterized by:

• Strong technical machinery skills with a significant portion of this experience being in field pre-commissioning and commissioning activities.
• Collaboration with the Contractor to ensure requirements for commissioning activities are clearly understood and adhered to including equipment preservation.

TASKS AND RESPONSIBILITIES

Responsibilities of the Mechanical Commissioning Lead include:

• Responsible for reviewing and finalizing Contractor commissioning philosophy for machinery, maximizing earlier machinery commissioning and minimizing scope where appropriate which is carried post integration and offshore.
• Guide Contractor to manage machinery commissioning fab-yard schedule and ensure Contractor focus on maximizing it for starting strong integration yard machinery commissioning.
• Supporting Contractor commissioning point of contact for machinery preservation stewardship and proactive identification of preservation risks and issues before they can impact the overall project.
• Company point of contact for Vendor field representative mobilization schedule and reviewing Commissioning spare parts to support dynamic commissioning campaign.
• Be familiar with the Contract Scope of Work and all Systems Completion Project Specifications pertaining to Commissioning, especially regarding machinery and mechanical equipment, which may impact commissioning, installation, and startup.
• Review and provide input to Contractor deliverables including but not limited to P&IDs, Procedures, Schedules, Plans, Check Sheets, Fishbone Diagrams, Skylines, Work Packs, Permit to Work (PTW), OTPs.
• Strong knowledge of systems completion database, able to understand project scope of work in terms of ITR A/Bs to be completed at Fab-Yard. Drive yard progress through database tool, help contractor to generate reports for management on progress update.
• Participate in appropriate FATs and SATs; document completed testing and identify deficiencies.
• Participate in toolbox talks and daily work coordination meetings; communicate status to planning and leadership.
• Provide onsite leadership to workforce to ensure safe execution of commissioning activities; support the review of systems ready for MC acceptance to ensure safety issues are addressed prior to commissioning.
• Monitor execution of work in the field to ensure compliance with approved procedures and processes; identify quality issues early and work with Contractor to resolve them.
• Monitor workforce to ensure worker competency and raise concerns for discipline specific training when needed.
• Participate in walk downs to review completion of facility scope and identify outstanding work lists and punch list items; perform punch closure verification as needed.
• Guide/Train/Mentor Contractor and Company workforce to ensure final facility is constructed, commissioned, and documented per Company expectations
• Advise Contractor regarding discipline appropriate root cause failure analysis
• Work closely with Operations sharing walkdown progress, sub system readiness and handover timelines.
• Demonstrate commitment to safety through engagement in Commissioning Permit to Work, Mechanical and Electrical Isolation and Safety Work Manuals to ensure efficient and safe execution of the work. Provides input in the field to JSA’s and Risk Assessments. Monitor workforce’s adherence to Procedures and participate in Safety Walks, Hazard Hunts, attend toolbox meetings.

Resposibilites:

• To ensure lifting supervisors carry out duties according to WSH
• To ensure sufficient Lifting Supervisors, Riggers and Signalmen is available for all hours of lifting operations.
• Ensure that only crane contractors approved by the Commissioner for Workplace Safety & Health are allowed to carry out installation, repair and alteration of load bearing parts, or dismantling of cranes.
• Plan for and organize all lifting activities with the lifting supervisors to ensure safe lifting operations at all times.
• Ensures that the load charts of any crane are in a language understood by the crane operators, or otherwise to ensure that the load charts are translated into a language understood by the crane operator.
