This role is responsible to:

• Oversee various accounting operations as well as treasury operations.
• Contribute to the development of the company's budgetary and strategic goals through the management of the budgeting process and the completion of financial analyses of company performance against budget and forecast.
• Report to the parent company on finance and accounting related matters and respond to the parent company's questions and requests.
• Report and propose to CFO about company's financial position and profitability and make necessary recommendations.
• Maintain strong relations with the parent company to understand its global strategy and its management policies, especially its financial management policies, that apply to the company and its subsidiaries.
• Ensure that the financial information necessary for use by the company management and directors is prepared to a consistently high standard and adheres to company and regulatory policies, procedures and standards.
• Oversee the preparation of the company records including financial close process, consolidated financial statements and official reports to its parent company and government authorities as required.
• Assist to handle communications on complex issues with company auditors and the auditors of the parent company in China.
• Assist to manage costs and expenses to ensure spending is controlled and overall costs are maintained at levels that achieve business profitability goals.
• Ensure internal control procedures are established and maintained throughout the company and its consolidated subsidiaries.
• Direct the preparation of the budget and financial forecasts, report variances and regulatory reporting.
• Research, analyze and resolve accounting, tax and treasury issues.
• Ensure quality control over financial transactions and financial reporting.
• Ensure compliance with local government reporting requirements and tax filings.
• Develop and document business processes and accounting policies to maintain and strengthen internal controls.
• Liaise with HQ for cash planning, financial reports, Parent Company Guarantee, and credit support for bank facilities

Required Skills / Qualifications

• Degree in Accountancy
• Possess at least 10 years of related experience in finance and accounting
• Excellent verbal and written communication skills in Mandarin.
• Strong background in financial risk mitigation measures.
• Extremely strong managerial and analytical skills, intuitive, optimistic, and able to lead and motivate people.

Job Responsibilities

Responsibilities:

• Review and analysis of variances in cost and schedule and make recommendations for corrective actions

• Support Contracts Manager in reviews and meetings
• Reconciliation and edits to the Cost Management System for Budget, Cost and Change Information
• Develop and Coordinate cost management updates to assist PCM's, PC, CM's and PC Leads with current Budgets, Actuals, Accruals, Forecasts and Changes.
• Verifying changes are properly reflected in the cost forecast
• Update, reconcile and Report changes (202's and BOC's) into and from the Change Management Table for tracking Pending and Approved Changes and Contingency Utilizations

Typical Duties:

(40%) Develops monthly cost reports:

• Coordinates with regional project controls staff for required project-level reporting.
• Performs weekly QA/QC of the project cost data and communicates corrections.
• Prepares Program Controls functional unit Cost Budget.
• Monitors and reports monthly on hours and cost for Budget, Forecast, and Actual.

(35%) Develops monthly accruals and burn rates for Program Director's approval:

• Communicates with project managers to acquire cost data from each project.
• Provides monthly burn rates and reversal for monthly accruals.

(25%) Verifies changes are properly reflected in the cost forecast and assesses impact on contingency, escalation, and cash flow:

• Assists Program Cost Lead and Senior Cost Engineer with cost forecasts and funding that conforms to the Cost Management Plan.

Qualifications

Minimum Requirements:

This individual will have:

• Knowledge of: Principles and practices of project management and cost control; project cost planning and reporting techniques; construction project phases and disciplines.
• Ability to: Use analytical techniques to provide cost analysis and provide solutions; research and compile data and maintain accurate and complete project records; meet deadlines; work and communicate effectively with others using courtesy, respect, and sensitivity; and follow and adhere to company policies.

Desirable Qualifications:

• Degree in Quantity Surveying, Construction Management, Business or Engineering.
• Proficiency and knowledge of computer software applications Microsoft Excel, Microsoft Word, and Microsoft Outlook.
• Familiar with transportation projects and disciplines.
