Primary Job Functions

• Cost Reporting of capital expenditure projects (equipment & construction) including PM Group fees and sub-consultants
• Management of our Change Control procedures and tools and associated deliverables
• Management of our PM Group Man-hour Control and Productivity Measurement procedures and tools and associated deliverables
• Processing Contractor, Vendor and Sub-consultant invoices and payments for multiple Projects

Working Days: Monday to Friday

Salary: $5,000 to $7,000 per month

Contract Duration: 2 years (with option to renew)

AWS: 1 month for every 12 months continuous service

Responsibilities:

• Support the delivery of standard, consistent and robust cost management frameworks, and procedures.
• Assist with the roll-out of the company standard tools and processes and apply them to turnaround events.
• Support the implementation of turnaround event Cost Breakdown Structures (CBS) in alignment with company and Downstream recommended practices, the estimate breakdown and Primavera (as applicable). Support the set up in SAP Blueprint (Upgrader) and GSAP (Refinery/Chemicals) with CBS and budget information accordingly.
• Specific activities may include work order creation and closure, Purchase Order (PO) status report generation (from GSAP, Blueprint (BP) and TRACK), BP/GSAP cost reporting generation, productivity reporting, support of Forecaster tool for cost forecasting, and the review, follow up and approval of Craft Team Member (CTM) time-writing.
• Support implementation of Cost Control processes consistent with Shell procedures for: commitment capture, VOWD (Value of Work Done), cost forecasting/phasing and earned value management. Establish cost report content and frequency, prepare, and conduct budget holder reviews, and publish reporting. Support Contracting & Procurement group by providing detailed cost and performance analysis.
• Monitor the work hour consumption and associated cost of contractor activities against contractual targets such that potential deviations are identified, and the appropriate corrective actions are taken. Connect with Field Leads, as needed, to validate physical progress and productivity. Act as a focal point for the contractor offboarding plans and ensure changes are captured via the change management process.
• Deliver accurate and high-quality monthly Latest Estimate forecasts for turnaround events. Maintain and promote realism in the cost forecasts in the face of commercial pressure and optimism from turnaround teams.
• Assist in the maintenance of change/trend management and contingency management: ensure that appropriate changes/trends are reflected in the regular cost forecast updates. Prepare forecasts and review with budget holders. Establish linkage between change/trend management and contingency management, perform the contingency drawdown and ensure accurate current status is reflected in reports.
• Cost reporting: generation of accurate cost reports, including variances from the plan on commitment, VOWD, management of changes and against approved budget. Support preparation of cost reporting in Power Bi dashboard.
• Maintain consistency in cost basis through rigorous adherence to the controls processes.
• Participate and comply with all safety programs.
• Assist with the continuous improvement and implementation of standardized work processes for effective cost control.
• Stay current with mandatory training.
• Support Project Services Peers for implementation of TOOLs and System for Continuous Improvement Works and Initiatives.

Requirements:

• Bachelor’s Degree/Diploma of any Engineering discipline.
• At least 5 years of relevant experience as a cost engineer with strong exposure to costing and project management in oil and gas or petrochemical industry.
• Ability to build effective working relationships across various department, with various contractors on site. Strong stakeholder management.
• Strong verbal communication skills.
• Strong computer skills.
• Meticulous and detailed.

· Compilation and Preparation of Price and Technical info for Quote submission.

· Prepare quotes for variations.

· Prepare quotes for Spare Parts.

· Ensure compliance to company guidelines and confidentiality requirements.

Job Requirements:

Educational Qualifications

· Diploma / Degree in Electrical Engineering.

· Knowledge of Microsoft Excel and Office applications.

· Able to study and interpret Electrical Single Line, Schematic and GA drawings.

Work Experience

· Minimum 2 years in Electrical Industry in Design, Tendering or Project execution.
