JOB DESCRIPTION

• Responsible for managing Business Partners and overseeing their work in providing commercial and financial insights to senior management of respective segment/platform
• Drive Business Partners team based on strategic direction set by Group Head of Finance Business Partners, to support the various segments/platforms in achieving their objectives and business goals
• Provide guidance and direction to the Business Partners team on their day-to-day activities, ensuring that they are meeting their responsibilities and delivering quality work
• Ensure that the Business Partners team is providing timely and accurate financial information and analysis to support decision-making across the organization
• Provide deal support for Keppel balance sheet investments (acquisitions and divestments) and provide inputs to the FM&I Transactions Team in terms of deal support for Fund-related acquisitions and divestments. Liaise with other finance functions to ensure that accounting and tax impacts are appropriately considered
• Lead the financial planning and analysis function, including driving quarterly forecasts and annual budget exercise, reviewing operational plans, and providing variance analysis for monthly/quarterly reports, board papers, and other external reporting requirements
• Liaise with JV partners on matters arising, such as dividend distributions, shareholder loans, other financial and operational matters
• Support the Group Head of Finance Business Partners in the annual review and amendment of the Financial Authorisation Limits
• Identify opportunities for process improvement and optimization within the Business Partners team to improve efficiency and effectiveness
• Coordinate any required training, performance management, personnel forecasting for Segment Business Partners team
• Such other duties and responsibilities as may be reasonably requested by your immediate supervisor / the head of department from time to time

JOB REQUIREMENTS

• Recognised degree in Accounting or equivalent professional qualification, preferably CA
• 15 - 20 years of relevant working experience, ideally with initial years in a Big 4 audit firm followed by commercial experience
• Conversant with Singapore Financial Reporting Standards (International) and other regulatory compliance requirements of listed companies
• Strong leadership experience in managing and leading teams, fostering a collaborative and high-performance work environment
• Strong attention to detail and commitment to maintaining the highest standards of financial reporting
• Strong organizational, problem-solving and analytical skills; able to manage priorities and workflow

The Role

• Lead a sub-group accounting and finance team, providing training, coaching, guidance and support
• Oversee the preparation and analysis of monthly and yearly consolidated financial and management accounts, forecasts and budgets, ensuring financial integrity, accuracy, completeness, timeliness and compliance with Group internal policies & procedures
• Align and harmonise accounting policies and procedures for all entities in the sub-group with Group policies

The role of Finance Director will support the Managing Director to provide leadership in driving profitable growth, ensure execution of the operating plan and unlock commercial and cost minimisation opportunities to further improve the business. The role is a key member of the A-Star Testing Group with responsibility for uplifting finance capabilities to a mature/large cap level.

PRINCIPLE DUTIES & RESPONSIBILITIES

Commercial Finance

• Shared responsibility with the Managing Director to deliver annual budgets
• Identify commercial and cost rationalisation opportunities.
• Drive the creation of synergies with other companies in the group and track the success against targets
• Manage working capital, with particular focus on DSO improvement in the first 12 months.
• Lead pricing and margin reviews and develop plans that lead to improved profitability.
• Evaluate capital expenditure proposals to ensure sound business decisions which facilitate corporate objectives and assess the results of completed projects against those objectives.

Governance/Compliance

• Ensure adoption of and adherence to global policies including accounting and global compliance policies (delegation of authority, AML, ABC, Sanctions etc.).
• Responsible for the management of all local statutory and tax obligations
• Execute the transition to IFRS for internal reporting (currently under Local GAAP and UK GAAP).
• Ensure annual audit deadlines are met and monthly reporting is reduced to 3 – 4 days.
• Support the implementation of regional treasury/cash management solutions

Financial Planning and Analysis

• Preparation of periodic reporting packs with insight, risk and opportunity assessment for the region.
• Ownership of the annual budget and forecast process identifying risks and opportunities.
• Preparation of business cases for large investments and new opportunities.
• Internal reporting

People

• Provide leadership, direction and management of the company’s finance team including the back off ice in India.
• Reorganise and professionalise the finance team.
• Transition towards a partially centralized finance delivery model.

System Implementation / Process

• Drive local adoption of the Group’s new financial consolidation, reporting and planning platforms.
• Integrate and expand if required the scope of the back office to other companies in the region
• Drive ongoing process improvement across the finance function

General

QUALIFICATIONS and/or EXPERIENCE

• Tertiary qualifications in Accounting/Business/Finance (or related field)
• CPA, ACCA, or equivalent professional qualification is highly desirable.
• 7 years + senior level financial management experience including planning, taxation, compliance and reporting.
• A clear understanding of the professional, ethical and legal responsibilities relevant to the position and demonstrated ability to maintain compliance, manage risks and promote corporate governance.

Responsibillities:

1. Project Development

• Lead advisory of M&A, including leading valuation, financial and strategic analysis
• Lead Finance workstream for BU project teams to enhance project feasibility and optimize project returns
• It may include developing business cases, scenario analyses, financial modeling, deal structuring, supporting project financing, leading due diligence exercises, etc
• Provide insights on economic, accounting, and tax implications for growth projects as it may require
• Evaluate and advise on financial, commercial, and legal risk mitigation.
• Design, organize, and guide work streams through project stages. Work closely with project members from various functions to achieve project success
• Engage with external parties to support project development and execution
• Organize engagement sessions to drive project status and engage with internal stakeholders to share project updates and get guidance to advance projects

2. Investment Proposals Evaluation and Monitoring

• Investment Proposal (IP) appraisal and governance
• Follow Vopak Project Management (VPM) to evaluate Operating Companies (OpCos) IPs
• Provide financial input and guidance to OpCos to improve the project documents, and work with other functions to prepare recommendations to support project decision-making
• Evaluate project documents and financial models according to Vopak investment policies and financial evaluation guidelines
• Train and provide support to OpCos functions to improve local OpCos competency in project development
• Evaluate the feasibility of any ad-hoc projects as it may see fit and prepare proposals to support decision-making

3. Projects monitoring and reporting

• Be in the shareholders working team to steer and support discussions to look after Vopak's interests
• Monitor approved projects from a financial and risk management perspective to ensure projects are executed following assumptions and budgets as per approved IPs
• Work with Operating Companies (OpCos) and functional teams to deliver Project Implementation Review (PIR)
• Ensure data and information consistency and accuracy across various systems and sources

4. Business Analysis and Treasury

• Support commercial negotiations, contracts, and concession renewals
• Responsible for Financing and Treasury matters
• Devise and govern dividend policies of OpCos to support global headroom analysis
• Monitor OpCo growth agenda to ensure proper funding strategy in place by liaising with Corporate Treasury
• Review OpCos cash flow forecast to plan for equity injection, monitor dividend declaration from OpCos and provide support to OpCos to ensure compliance and maximize shareholder interests
• Ensure optimized funding structures for all OpCos

5. BU Anchor for Global Disciplines

• Work in cooperation and under the guidance of global team lead on various projects when needed, this includes New Energy, Vopak Venture, M&A, Corporate Business Analysis

What You’ll Do For Us:

• Lead development of finance analysis (value chain analysis, financial modelling, opportunity assessment, return on investment analysis, cash flow analysis and other financial tools) to develop recommendations to business leads and strategy assessments to support decision making.

Job Purpose

Reporting to the CEO of the Keppel Asia Infrastructure Fund, this is a key role to manage the end-to-end investment process from originating and underwriting of potential investment opportunities, transaction management, structuring, deal execution, asset management and divestment. The key objective of this role will be to contribute to the delivery of maximising risk-adjusted investment returns for the business.

Key Responsibilities

JOB REQUIREMENTS
