About the Role:

We are hiring on behalf of our esteemed banking client for a Transaction Monitoring Lead position. This is an exciting opportunity for an experienced compliance professional to lead critical anti-money laundering (AML) and sanctions functions while ensuring adherence to regulatory standards.

Responsibilities:

• Lead and provide guidance to the Transaction Monitoring and Sanctions team.

• Oversee daily operations of the Transaction Monitoring and Sanctions function and monitor the aging status of alerts.

• Conduct Level 2 reviews of corporate and STORMS alerts.

• Review and validate responses for production orders and file Suspicious Transaction Reports (STRs).

• Perform sample testing on commercial bank alerts and quarterly tests on Accuity (trade financing) alerts.

• Conduct annual reviews of transaction monitoring parameters and thresholds.

• Review gap analyses, business/exception/extension memos, and other documentation prepared by team members.

• Assist in preparing reports for management, Head Office, and regulatory bodies.

• Support audits and regulatory inspections or requests.

• Review AML policies and procedures, implementing necessary changes to ensure compliance.

• Deliver AML-related training and share updates with team members during regular meetings.

• Disseminate regulatory updates from relevant authorities, including STRO.

• Undertake other projects as assigned.

Requirements:

• Bachelor’s degree or higher in Finance, Economics, Banking, or a related field.

• At least 5 years of relevant experience in a similar capacity within a bank in Singapore.

• Proficiency in both English and Mandarin to liaise effectively with all stakeholders.

The Director, Transaction Banking (TB) Data Risk and Governance role is to lead and support the Data Risk & Governance agenda flowing from the Data Conduct Policy and its related Standards for the Transaction Banking (TB) business. The includes:

Strategy

• Partner with Risk Framework Owners / Process Owners to ensure First Line Business & Functions perform Data related Risk & Controls Self-Assessment (“RCSA”) at the required frequency intervals; provide healthy challenge to the risk assessments performed where required; and assess adequacy of controls / in managing their Data risk
• Provide feedback on any changes being proposed to the Data policies and underlying standards that impact TB
• Attend the TB Data Risk & Governance Steering Committee, contributing material inputs on data risks as relevant
• Execute on education and training needs for respective risk types for TB Staff
• Effectively engage senior business stakeholders across geographies, including local Audit and CFCC teams when required

Data Risk - Change

• Lead / co-ordinate all Data Conduct initiatives across TB, working in close partnership with Cash and Trade business teams on execution of specific deliverables and ensuring the TB approach is coherent and efficient. Also represent TB on Corporate and Investment Bank (CIB) and Chief Data Office (CDO) Data Management working groups to ensure proposed initiatives / solutions are fit for purpose and address risk reduction.
• Drive completion of key milestones for TB in collaboration with TB / CIB Group Data teams and in accordance with the Risk Remediation Plan / Risk Treatment Plan as appropriate.

My client, is an IT service management firm is looking for an IT Business Analyst (permanent) to be part of Transact banking team, the role will be based at Changi.

Role

• Gather, analyze, and formalize user requirements and processes. This includes understanding the user's needs, documenting their requirements, and evaluating the feasibility of implementing those requirements.
• Prepare project documentation. This includes creating requirement specifications, project plans, and other documentation that is needed to manage the project.
• Adhere to project scope. This means ensuring that the project stays on track and does not go beyond the agreed-upon scope of work.
• Develop technical design specifications. This includes creating a detailed plan for how the system will be implemented.
• Set up and make changes to configurable items. This includes installing hardware, software, and documentation, as well as making changes to these items as needed.
• Participate in coding and code review. This includes reviewing and testing the code that is developed for the project.
• Assist with integration testing, system testing, and user acceptance testing (UAT). This includes testing the system to ensure that it meets the requirements and that it is ready to be used by the users.
• Prepare user manuals and operations manuals. This includes creating documentation that will help the users and operators use the system.
• Provide post-implementation support. This includes providing support to the users and operators after the system has been implemented.
• Discuss and escalate critical issues with the relevant managers. This includes discussing issues that could impact the project, such as scope creep, with the appropriate stakeholders.
• Conduct requirement gathering sessions and gap analysis of current business processes. This includes working with the users to understand their needs and identify areas where the current business processes can be improved.
• Have clear and open communication with customers. This includes keeping the customers informed about the project and addressing their concerns.
• Track the progress of the project and provide updates to the project manager. This includes ensuring that the project is on track and that any problems are identified and addressed early.
• Resolve problems promptly and provide effective solutions. This includes taking steps to resolve problems as soon as they are identified and ensuring that the solutions are effective.
• Manage and perform ad hoc tasks in a timely manner. This includes being able to handle unexpected tasks that come up during the course of the project.

Requirements

• Education:Degree from a recognized university
• Experience:At least 5 years of IT experience in business analysis
• Familiarity with banking business, especially the remittance area such as SWIFT
• Experience with the Software Development Life Cycle (SDLC)
• Experience with financial domain projects
• Strong Japanese language skills are essential for comprehending technical documents.
• Knowledge:Ability to monitor and mitigate risks in project delivery
  Ability to lead, develop, and maintain good relationships with customers
