EDB’s Finance, Procurement & Risk Assurance division is an imperative business partner to our officers in the overseas operations, industry and policy groups. This role requires extensive cross-functional partnership with various teams within and outside EDB. The candidate will be primarily responsible for providing timely analysis, review and data insights to the Board; in areas of management information, financial incentives budgetary control and governance.

[What you will be working on]
This role will be responsible for orchestrating financial compliance, analysis and budgeting, procurement and business partnering for EDB’s overseas operations, and being involved in procurement and financial system management, migration and enhancement projects.  Candidate will also be required to be familiar with incentive guidelines administered by the EDB as well as knowledge in Enterprise Risk Management. 

Key responsibilities will include:

• Communicating with senior executives, Finance personnel, researchers and lead engineers to ascertain the status of financial incentives awarded to companies.

• Assessing the achievement of incentives conditions with on-site visit and documents review.

• Reviewing claims submitted by companies, for compliance with guidelines and award letters. 

• Ensuring service delivery in accordance with pre-defined service level agreements, from planning, fieldwork and reporting.

• Identifying gaps, leading and shaping policy framework from issues identified.

• Preparing periodic reports to senior management.

• Promoting organisational awareness on incentive governance and risk management.

• Act as a strategic business partner to EDB’s overseas operations, providing financial and procurement guidance and support. 

• Collaborating with various teams within and outside EDB to understand business challenges and needs, offering financial and procurement expertise to EDB’s overseas operations to facilitate informed decision-making. 

• Overseeing the procurement process, ensuring cost-effectiveness, efficiency, and compliance with policies and regulations. 

• Collaborating with IT team, vendors and stakeholders to define requirements and optimise system functionality and workflows. 

• Managing system testing, training, and deployment phases, ensuring minimal disruption to operations. 

• Developing project plans and timelines, monitoring project progress, identifying and addressing issues and risks, and reporting regularly to key stakeholders and management. 

[What we are looking for]
To meet the challenges of this role, you must have/be:

• Bachelor’s Degree in Accountancy, Finance or Business Administration; or equivalent.

• At least 3-7 years of relevant experience, preferably in the areas of procurement, budgeting, project management, governance and enterprise risk management. 

• Excellent communication, interpersonal and project management skills.

• Good problem solving and critical thinking skills, results oriented and able to work independently and effectively under pressure or on multiple priorities and projects

• Strong attention to detail and excellent analytical skills

• Leadership experience and knowledge and practices in Data Analytics and Tableau, SAP Concur and Workday will be an advantage.

About the Role

Responsible for building and managing relationships with all of AIA’s custodian partners for retail accounts. Drive the overall efficiency of the onboarding new partners, account opening, as well as ongoing managing, monitoring and reporting processes.

WHAT YOU’LL BE DOING:

The main focuses of this position are as below:

• Establish an efficient and integrated process of custodian account opening, problem solving for new accounts, due diligence checking and ongoing account asset value monitoring/reporting
• Build and manage business partnering relationships and as well as onboarding of new custodian partners
• Responsible for account value updates, maintenances as well as account analytics to support internal analysis and reporting
• Lead all the requests and issues in relation to custodian account opening and maintenance including but not limited to asset transfer, deduction of charges, buying/selling/replacing assets, top-ups, withdraws, change of particulars
• Liaise with Asset Managers (appointed by Customer), where applicable, on signing of LPOA and all transaction requests triggered by AIA or client
• Manage the end-to-end process, and responsible for the overall efficiency of the custodian account opening, managing, updating, and reporting processes

About FRAP
As part of EDB’s continuous efforts to develop the suite of industries in Singapore, the Finance, Risk & Assurance and Procurement (FRAP) division is an imperative business partner to our officers in the industry and policy groups. The division looks after EDB’s financial operations, financial controls, accounting, procurement as well risk management.

[What you will be working on]

As a FRAP business partner, you will be responsible for supporting the IT division by providing advisory on their procure to pay activities. This role requires extensive cross-functional partnership with various stakeholders.

Key responsibilities will include:

1. Engaging with relevant internal and external stakeholders on:

• Budget management such as budget analysis/evaluation, budget preparation, monitoring and reporting

• Procurement activities such as policy formulation, co-solution and vetting of procurement requirement specifications and approvals for compliance with procurement policies, guidelines and processes.

• Financial reporting and management which include accounts payable activities such as payment review and processing, fixed assets and tax accounting as well as the use of data analytics to derive relevant insights and trends.

About the Finance, Risk Assurance & Procurement team
The Finance, Risk Assurance & Procurement division is an imperative business partner to the accounts management and policy groups of the EDB. This internship offers a unique opportunity to engage in extensive cross-functional collaboration with various teams within and outside EDB. The primary responsibility of the interns will be to conduct independent and objective assessments of an incentive recipient’s achievement of incentives conditions through on-site visits and document reviews.

[What you will be working on]

As an intern, you will be required to:

• Conduct on-site visits and document reviews to assess an incentive recipient’s compliance with incentives conditions.
• Prepare review reports documenting the assessment and findings. The intern is required to have strong attention to detail and good analytical skills to conduct thorough and accurate compliance assessments.

About the Finance, Risk & Assurance and Procurement (Overseas Operations) Team
The overseas operations team within EDB’s Finance, Risk & Assurance and Procurement (FRAP) division focuses on providing advisory on the procure-to-pay value chain for EDB’s overseas centres and officers.

The overseas operations team is embarking on system changes involving re-designing the business processes. Interns will be part of this project to assist with various areas such as information flow, system controls set-up, and business workflow designs.

For Interns to better understand the current workflows and systems to help with the review project, Interns will be assigned daily operational tasks and work alongside the rest of the overseas operations team.

[What you will be working on]

As our Intern, you will be required to/your deliverables are:

• Process payments to suppliers and reimbursement to staff involved in overseas operations.

• Monitoring accounts receivables, fixed assets, and bank accounts at overseas centres.

• Review, assess and provide recommendations for the assigned area within the overseas operations system and business process review project. For example, an Intern may be assigned to review the current process from procurement to payment for EDB overseas leases that fall under FRS116.

Learning outcomes and other experiences available to the intern as part of the internship:

• Gain insights into overseas operations procurement and finance management

• Gain familiarity with SAP Concur and Workday

• Gain experience with system and workflow re-design project and project management skills.

About FRAP
As part of EDB’s continuous efforts to develop the suite of industries in Singapore, the Finance, Risk & Assurance and Procurement (FRAP) division is an imperative business partner to our officers in the industry and policy groups.

As a FRAP business partner, you will be responsible for providing advisory on the procure to pay value chain. You will also be part of a team that is responsible for the data management and implementation of FRAP systems, which is critical in ensuring that EDB has access to accurate and relevant data at all times to help drive operational decision-making, policy-making and strategic planning by Corporate Management and line divisions within EDB.
