Job responsibilities（工作职责）:

(1) Ensure all Statutory act & regulations, company safety rules & regulations and code of practice are implemented and complied by all staff.

(2) Review and recommend necessary changes regularly to the safety management system to keep it updated with the applicable local legislation.

(3) Conduct safety training related to the activity based on Safe Work Procedure / Risk Assessment.

(4) Manage Safety Audits on site.

(5) Review all risk assessments and risk management internally and externally.

(6) Conduct monthly WSH Committee Meeting and put up safety reports.

(7) Conduct monthly Mass Toolbox Meeting and participate in the Daily Toolbox Meeting.

(8) Enforce house rules on all stake holders and take action when necessary for noncompliance.

(9) Work closely with the project team to eliminate security, safety, health and environment hazards.

(10) Ensure legal compliance to all statutory safety and environmental regulations and timely submission of mandatory documents.

(11) Liaise with relevant authorities on matters pertaining to occupational safety and health.

(12) Advice Project Director/Manager in occupational safety and health.

(13) Inspection of site to ensure all facilities and equipment relevant to the maintenance of environmental health is in proper working condition.

(14) Manage incidents' investigations, recommend corrective actions and follow-up on the implementations and effectiveness of actions taken.

(15) Review and maintain site's environmental, health and safety records.

(16) Ensure PTW supporting documents are valid and in place for operational performance

(17) Other duties as assigned by the Departmental Manager.

Requirements（要求）:

(1) Registered WSHO and ECO

(2) Must be a local Singaporean with a practicing license.

(3) Min 5 tears of commercial project experience required, and with a actual experience of large-scale public building renovation and good relationship with the authorities will be preferred.

(4) Minimum Diploma in Engineering, Occupational Safety, Occupational Health or other relevant discipline

(5) Ability to speak both English and Chinese.

The Workplace Safety & Health Officer (WSHO) is a safety professional who has undergone stringent training in accordance with prescribed mandatory standards that govern the safety, health, wellbeing of human lives and business operative processes within a specified environment.

The WSHO shall possess solid fundamental knowledge of occupational safety, health and environment management and protecting such from harm and damages.

BELFOR is engaging a full time WSHO to oversee the vast aspects of our business operation ranging from its headquarter to the project worksites. The WSHO is charged with responsibility to ensure its operation is in compliance and running in accordance with the prescribed standard processes.

Key Responsibilities: -

1/ Safety Risk Assessment

• Conduct regular safety inspections and risk assessments of the workplace(s) to identify potential hazards, flag it, raise key discussion points for improvements and prevent any mishaps (zero tolerant towards safety)
• Actively walk the ground to ensure all potential obstacles and hazard are removed

2/ Health and Safety Training

• Develop and deliver training programs to employees on workplace safety procedure as necessary
• Update employees at all levels (including management) are updated on the latest legislation, compliance, obligations and applications

3/ Complance and Regulatory

• Ensure the organization complies with the mandatory health and safety laws, regulatory and local authorities
• Ensure keep up-to-date with changes in the laws and safety standards

4/ Incident Investigation and Reporting

• Investigate workplace accidents, injuries or any near-miss incidents and identify their root causes
• Prepare and file reports on incidents, including any corrective or preventive actions taken

5/ Safety Equipment and Hazardous Materials Management

• Ensure safety equipment, such as fire extinghuisher, first aid kits, and personal protective equipment (PPE), is available and maintained in servicable standard

6/ Emergency Preparedness

• Develop and implement emergency response
• Conduct regular emergency drills and ensure staff are famililar with procedures

7/ Workplace Monitoring and Health

• Support wellness program, promoting mental and physical health initiatives where applicable

8/ Documentation and Reporting

• Maintain records of safety training, audits, incident reports, and health assessments
• Maintain ISO (Environmental and Safety) and Bizsafe standards and ensure their validity through surveillance and annual audit cycles

Requirements

• Tertiary and/or higher institute of education from the engineering field (due to the nature of job aspects, engineering background and exposure is recommended)
• Certified person of competent trade(s)
• Good practical working knowledge on safety standards and its regulatory control such as OSHA
• Experience in managing internal and external audits would be advantageous
• Experience managing ISO14001 and ISO45001 are key essential for the role

• Actively conduct risk assessments at the project site and recommend measures to minimize and eliminate possible risks to any person.
• Report on health and safety issues to the Project Manager which includes preparing incident and loss statistics and monthly summary reports.
• Work closely with different teams to implement and maintain a strong safety regime on site.
• Conduct toolbox meetings and ensure the permit to work system in place.
• Ensure project's compliance with all Singapore statutory requirements for Health, Safety and Environment at all times.
• Reporting to the WSH Manager, you will liaise closely with Project Managers on workplace safety, health and environmental issues to maintain a high level of safety at the sites.
• Preparation and implementation of Safety Program
• Ensure all work practices comply with company safety policy and WSH act
• Advise on Work Plan / Risk Assessment / Safe Work Procedures
• Ability to identify problems and provide solutions
• Able to lead fellow colleagues and inculcate them towards safe work culture
• Compile all relevant report and records, carry out daily safety inspection
• Prepare and submit weekly safety report as required by management and clients
• Participate and involve in ISO implementation and audit
• Other ad-hoc duties assigned by the Project Manager

Job Description:

1. To carry out your duties and responsibilities and implement safety procedures in line with the requirements under the WSH Act and other subsidiary legislations.

2. To assist the Project Manager in managing and implement the quality, environmental, health and safety (QEHS) management systems of Pikasa Builders Pte Ltd on site.

3. Registration as a WSH Officer with MOM.

4. Familiar with LTA cycling path network projects will be na advantage.

5. To liase with relevant authorities on all matters concerning site safety and security.

6. To assist in accident and injury investigations and conduct independent investigations on all accidents and recommend improvents in safety.

7. To update and submit monthly reports to LTA.

8. Able to conduct meetings and presentations for LTA monthly safety meetings.

9. Familiar with ISO and ConSASS Audit.

10. Strong communication skills to be able to engage clients and staff on WSH matters and inspections.

11. Strong presentation skills to conduct meetings, training and engage clients and staff during meetings and audits.

12. Strong documentation and paperwork pertaining to WSH matters.

13. Exercise own initiative and able to be independent pertaining to WSH matters at project site.

Job Requirements:

1. Willing to travel to multiple sites

2. Possess/own transport (bike) will be an advantage

3. Possess ECO license will be an advantage

4. At least 2 years of experience in the related field

5. Must have WSHO licence under MOM
