We are seeking an experienced Senior Engineer, Contract & Tendering to join our Data Center Solution Sales Team in Singapore. In this role, you will play a critical part in the technical and commercial assembly of tenders, providing support throughout the tendering process and ensuring seamless progression to closing. You will collaborate closely with internal teams and external stakeholders to deliver high-quality proposals that meet our clients' needs and drive business growth.
Responsibilities:
Tender Management:
- Prepare detailed plans and documentation for supplier quotations, forming the basis for pricing strategies.
- Obtain, compile, and evaluate quotations from suppliers and vendors in line with tender requirements.
- Prepare bills of quantities, including quantity take-off, material sourcing, and estimation of materials and labor costs.
- Conduct detailed breakdown pricing and cost analysis to support competitive tender submissions.
- Understand tender scopes concerning work details, pricing schedules, and non-material requirements, handling deviations and communications through clarificaitons.
- Provide expertise in Design & Build tenders.
Contract Administration:
- Assist in drafting new contracts, variations, and contractual correspondence.
- Support delivery teams in contract and commercial administration throughout the data center development lifecycle.
- Coordinate with the finance team to ensure timely payments to contractors as per contract terms.
- Maintain accurate records of all contracts, agreements, and amendments.
Risk Assessment and Compliance:
- Review tenders focusing on sales governance to ensure compliance with company standards and policies.
- Assess risks associated with deals, providing insights to bid teams and decision-makers.
- Escalate high-risk bids to appropriate approvers, facilitating necessary approvals and risk mitigation.
Stakeholder Engagement:
- Act as a key communicator to internal and external stakeholders on contractual and financial matters related to data center development.
- Engage and liaise with external consultants, contractors, and suppliers, maintaining a registry of approved providers.
- Provide guidance and coaching to bid teams on bid development, risk assessment, and compliance.
Reporting and Analysis:
- Maintain and update the development cost database, providing regular cost reports and analysis.
- Assist in developing and implementing reporting tools to measure key contract metrics.
- Capture and analyze bid submission data, offering insights to improve future tender strategies.
- Compile progress, Win/Loss and lessons learnt reports.
Continuous Improvement:
- Participate in departmental initiatives to enhance processes and drive organizational objectives.
- Stay informed about market trends, benchmarking, value engineering, and construction-related cost risks.
- Contribute to business process improvements, fostering a culture of excellence and innovation.
Requirements:
- Diploma or Bachelor's Degree in Quantity Surveying, Building Services, Engineering, Business Administration, or a related field.
- Minimum 3-5 years of experience in contract administration, tender management, or a related commercial role within construction or data center environments.
- Proven experience in handling IT project tenders; experience with data center projects is highly preferred.
- Familiarity with design and build tender, construction contracting and procurement strategies.
- Strong understanding of tender processes, contract administration, and procurement procedures.
- Excellent attention to detail with strong analytical and risk management skills.
- Proficiency in MS Office Applications (Word, Excel, PowerPoint); experience with cost management systems is a plus.
- Outstanding communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
- Ability to work independently under tight deadlines with minimal supervision.
- Self-motivated, resourceful, and capable of handling multiple tasks simultaneously.
- Good command of written and spoken English; proficiency in additional languages is an advantage.
