The Senior Manager reports directly to the Assistant Director (Policy & Administration) and oversees the strategic planning, digitalisation and formulation of Divisional policies to support the goal of expanding and enhancing engagement with residents through high-quality courses conducted by PA Trainers/Private Operators and Interest Groups (IGs). Additionally, the role involves providing assistance and support in day-to-day office administration and various projects, ensuring smooth and efficient operation of the Division.
The Senior Manager plays a pivotal role in supporting the Assistant Director (Policy & Administration) in policy review, digitalisation and strategic planning related to PA registered Trainers/Private Operators, courses, Interest Groups (IGs), and IG leaders. The responsibilities include monitoring the management of Trainers, IGs, case management, and course modules within the onePA system and future IT systems to facilitate effective community outreach. Additionally, the Senior Manager is responsible for maintaining records of quality service cases, overseeing feedback management from internal and external stakeholders, managing audits, and addressing audit observations to enhance the quality of training providers.
Furthermore, the role involves administering the Appointment and Renewal of Talent Advisory Panel members, overseeing the management of PA registered Trainers and Private Operators, identifying their training needs, and coordinating workshops to upgrade their skills and competency. The Senior Manager is also tasked with collating and reviewing regular reports on course participation and IG membership, generating data from the onePA/IT system for operational purposes, and preparing reports and materials for division/section meetings, presentations, and other briefings/workshops.
In addition, the Senior Manager liaises with PA registered Trainers/Private Operators, and Constituency Office Staff to align PA key messages, communicates with internal and external stakeholders on the dissemination of information and policies, and ensures the smooth operation of day-to-day office and administrative functions. Supervisory responsibilities include ensuring team compliance with Government Instruction Manual on Procurement rules and regulations, monitoring the Division's and team's budget utilization, guiding the Manager to optimize resource utilization, and overseeing the update of office inventory, maintenance of office equipment, and disposal of documents after the mandatory period.
Finally, the Senior Manager assists in other projects and duties as instructed by division's senior officers/management.

Minimum
- Demonstrates strong leadership and possess good co-curricular activities involvement
Desired
- At least 3 years of relevant working experience in policy development and implementation and/or quality service management work and/or work in people related field
- Possess good written and oral communications skills, analytical thinking and problem solving as well as planning and organising skills
- Strong in data collation, analysis and presentation
- Strong in managing and resolving quality service matters
- Knowledge of 2nd language and effectively competent with computer office software
- Able to work on weekends and weeknights, when necessary
