Reporting to the CFO, you will work in close partnership with Alexandra Hospital (AH) leadership team and department heads as trusted advisor for all financial matters. You will lead the AH Finance team in the formulation of financial plans (budgets and projections) and management reports, drive financial modelling and cost analytics to provide insights and make recommendation to meet strategic and fiscal sustainability objectives.

You will ensure that statutory reporting and financial audit deliverables are met, and to partner with cross-functional Risk teams to establish a robust and effective internal control framework in AH.

You will also be part of the Finance work group to plan, organize and implement the necessary set-up activities as AH transition to its redeveloped campus and scale in year 2028.

Job Responsibilities*

You will be responsible for the following:

• Lead the Finance team in the monthly and year end close financial reporting, statutory audit and compliance responsibility.
• Lead and drive efficient and effective annual budget and projection activities with all key stakeholders, provide insightful analysis and recommendation to guide senior management teams to make informed decision making to operationalise AH strategies.
• Conduct regular process review and simplification to the budget and accounting close processes, as well as reporting activities to achieve both Finance operational excellence and quality goals.
• Maintain oversight and management of subvention/capitation funding matters of AH, and partner with AH stakeholders to prepare effective case proposition and funding approval requests or its refinement, to address or alleviate AH’s sustainability concerns.
• Maintain oversight and carry out periodic reviews on the AH financial risk register, and to partner with Risk teams to ensure effective internal controls and governance framework are in place in AH.
• Assist or lead in ad-hoc projects.

Requirements*

• Degree in relevant Business or Finance disciplines
• Minimum 15 years of relevant work experience with at least 8 years in a supervisory or management role.
• Relevant working experience in healthcare, with knowledge in health finance and economics is preferred, and experience in digital transformation or digital application in business finance is an advantage
• Strong people management skills and track record in developing and leading effective teams through change management, and/or new set-up or reorganisation
• Strong business partnering skills and experience with cross-functional teams, senior management and stakeholders engagement
• Possess agile mindset, confidence in managing ambiguity, and excellent financial modelling and data visualizing skills
• Possess in-depth financial knowledge across financial accounting, planning and analytics as well as enterprise risk management

Job Purpose:

The Deputy Director, Healthcare Redesign Department, is responsible for driving the implementation and adoption of technology-enabled care transformation within Alexandra Hospital. Reporting to the Clinical Director, the Deputy Director will work closely to provide intellectual and organizational leadership and to build the capabilities to execute the department’s strategic goals.

Key Responsibilities:

1. Leadership and Strategy:Provide leadership in the development and execution of strategic initiatives aimed at transforming healthcare delivery through innovative technology.
   Collaborate with the Clinical Director and other stakeholders to align departmental goals with the broader objectives of Alexandra Hospital.
   Oversee the translation of clinical research and innovation into practice and policy, focusing on pragmatic and effectiveness-implementation hybrid trials.
   
2. Stakeholder Engagement:Engage with a diverse range of internal and external stakeholders to build capacity within the health system for the effective implementation of technology-enabled care models.
   Facilitate collaboration across various departments and with external partners to ensure the successful adoption of new care models.
   
3. Project Management:Lead the planning, execution, and evaluation of projects related to healthcare redesign, ensuring that they are completed on time and within budget.
   Manage cross-functional teams, ensuring clear communication and coordination across all project phases.
   Develop and implement methods for monitoring and evaluating the effectiveness of care transformation initiatives.
   
4. Data and Knowledge Management:Strategize the use of clinical and administrative data to generate real-world evidence that informs practice, policy, and research.
   Lead efforts in knowledge translation, ensuring that data-derived insights are effectively communicated to inform clinical decision-making and policy development.
   Oversee the development of clinical guidelines and evidence synthesis to support healthcare transformation initiatives.
   
5. Education and Capacity Building:Establish and manage programs for education and capacity-building within the hospital, ensuring that staff are equipped to engage with and implement new technologies.
   Provide mentorship and guidance to team members, fostering a culture of continuous learning and innovation.
   

Qualifications:

• Advanced degree (Master's or Ph.D.) in Healthcare Management, Public Health, Health Services Research, or a related field.
• Over 15 years of experience in healthcare administration, research, or a related field, with a focus on healthcare system performance and innovation.
• Proven track record in leading cross-functional teams and managing large-scale healthcare projects.
• Experience in health system performance strategy, particularly in the context of translating research into practice.
• Strong communication skills and the ability to engage with stakeholders at all levels.

You will be a key Finance resource partner to collaborate with various Finance and cross-functional Ops and clinical teams to map out the set-up activities, drive the implementation and change management. You will also lead a team to provide oversight and manage all costing and pricing matters for AH, formulate its strategy, carry out benchmark analysis and make recommendations that ensures affordable and sustainable care to our patients.

Job Responsibilities*

You will be responsible for the following:

• Lead the Finance work group under the AH campus redevelopment program office, to plan, organize and implement the Finance and Business Office set-up activities necessary for the expansion and operationalization of AH in year 2028 and beyond.
• As the key Finance resource to the other clinical and operations work group leads, to collaborate and provide value added support to ensure the collective campus development program office’s milestones and deliverables are met.
• Lead the Costing & Pricing team in the periodic reviews of cost and drivers, oversee the cost allocation activity, and perform periodic cost refresh and fee revision cycles.
• Establish a strong understanding of healthcare financials, cost drivers and subsidy framework to provide effective analysis and recommendation to drive competitive costs (include benchmarking, identification of cost saving opportunities through data and metrics, cost recovery deep dive) and guide pricing decisions and strategy.
• Maintain an effective set of program/specialty financial performance report and analysis to provide insights and drive cost controls with stakeholders.
• Support and contribute to systems implementation projects (new National Billing System, Costing Systemization, Subsidy review changes etc) and drive change management activity.
• Any other ad-hoc duties.

Requirements*

• Degree in relevant Business or Finance disciplines
• Minimum 10 years of relevant work experience with at least 4 years in a supervisory or management role, and preferably in healthcare industry
• Has Financial Planning & Analysis (FP&A) experience, and Costing & Pricing knowledge
• Organized, meticulous, resourceful, and able to lead/motivate/develop team as well as work independently in a dynamic environment
• Energetic with ability to engage effectively with multi-disciplinary stakeholders across levels
• Resilient character and confidence in management of ambiguity
• Possess strong analytical and problem-solving skills
