Requirements:

1. Educational Background:
   • Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field.
   • Relevant certifications (e.g., PMP, ITIL, or Agile) are a plus.

   • Minimum of 8 years of experience in digital service delivery, project management, or a related role.

This position is responsible for providing technical and IT support to the business units. The role included implementation, configuration and deployment of IT and security system.

• Consult with clients, vendors and personnel in other departments or construction foremen to discuss and resolve issues.
• Administer and setup network data security, include Active Directory, group policy, password policy, audit trail log, firewalls, antivirus update, window hardening and security event log backup, etc.
• Able to read and understand system audit trail report and act to fix the problems.
• Prepare reports for purposes of planning preventive works, stock spare list, meeting minutes, cyber security report and daily works job sheet, etc.
• Set up cost monitoring and reporting systems and procedures.
• Install and configure wireless networking equipment.
• Install and configure AT managed network switch, include VLAN configuration, trunk, Port management, POE power setting, CLE configuration, and IP routing.
• Configuration of IGMP Multicast streams and UDP and TCP/IP.
• Install and configure the Microsoft OS. VMware, Microsoft Clustering and Server Security Hardening. Provide monthly Microsoft Window Server/workstations OS backup and restoring. Clone the image of harddisk and to recover the system from backup harddisk when system failed using Acronis or other tools.
• Update Microsoft Window patch using online tools and offline patch update. (Microsoft baseline)
• Configure of SQL and manage of database include database repair, backup and restore.
• Understanding of cyber security, prevention, implementation according to IM 8 Singapore Infocom guide.
• Install and configure raid 1, raid 5, raid 6 and harddisk format. Recover any harddisk failure using disk management tools.
• Install and configure of SNMP and NTP. Able to use tools such as Netgain and master clock for devices monitoring and time sync.
• Create, analyze, report, convert, or transfer data, using specialized applications program software.
• Provide implementation, configuration, deployment, and support of systems, including, but not limited to client computing devices and servers.
• Provide training to new engineers and other training sessions as required.
• Able to coordinate, log cases and assist with other system specialist when they issue with their systems.
• To support CCTV and card access software installation, integration, and configuration.
• To troubleshoot VMS and ISMS application, software, and servers’ issues.
• Assist Project Managers and Engineers to prepare systems related diagram for the project implementation.
• Ensure systems design conforms to contract and technical requirements.
• Engage with back line support and/or with vendor’s support to diagnose and rectify technical problems to effectively resolve project implementation issues. Attend to preventive and corrective maintenance to backend system.

• Responsible for the smooth operation of backend equipment and handles the technical aspect with regards to the backend system include overall network and switches at Securitas office/SOC and customers sites.

[What you will be working on]

Lead the IT Governance and Security Team to:

- Develop frameworks and processes to support both Enterprise and Teaching & Learning business objectives of ITE

- Develop, implement and monitor reporting mechanisms for governance, security and risk practices to support compliance and highlight areas of exposure.

- Provide guidance to other IT and business units in the conducting and updating of risk assessment for IT projects and systems.

- Review to identify security risks and breaches to ensure the organisation’s assets and information are appropriately secured at all times.

- Communicate security basics to the general user population including formulating Security Awareness program to raise user awareness and understanding of basic security concepts

- Develop and updating of the IT Business Continuity Plan.

- Monitor and review compliance with risk management strategies and practices to ensure ICT-related activities are meeting Singapore Government Instruction Manual and relevant ICT security best practices.

- Working with project teams to collate, track deliverables and ensure timely update to IT & Digitalisation Steering Committee.

- Work with project teams to ensure timely submission on various polls, monthly/quarterly/yearly submission requests from internal and external bodies - Work collaboratively with other corporate oversight functions to identify and implement consistent and effective approaches to risk governance and control-based activities

- Work with internal units to conduct regular reviews and audit of IT systems and applications to ensure statutory compliance

- Liaise and support internal and external auditors to facilitate IT audits, reviews and timely closure of audit outcomes

- Provide secretariat support to IT & Digitalisation Steering Committee

- Lead in the investigation of cyber security incidents by working with other government agencies

[What we are looking for]

- Possess suitable academic or professional credentials in Information Technology, Computer Engineering, Computer Science or related fields.

- Possess relevant IT Governance, security and project management certifications (eg COBIT, CISSP, CISM, PMP).

- Minimum 5 years’ experience in either IT Governance and/or IT Security & Operations.

- Having experience in leading cross-functional teams in IT Governance and/or IT Security & Operations would be an advantage

- Possess leadership qualities as well as good people and collaboration skills. - Good presentation, verbal and written communications skills.

- Diligent, resourceful and able to multitask in a dynamic work environment - Meticulous in planning and tracking - Familiarity with tendering procedures, ICT Security Standards in Singapore Public Service and managing IT budgets would be an advantage.
