Care Corner Singapore Ltd was founded in 1981, in a climate of changes in the early 1980s, as economic competition in the region intensified and the rift between the wealthy and the lower-income in particular the Chinese blue-collar workers, widened. Rev Tan Tien Ser and a group of passionate individuals believed that these marginalised people with lower income and little opportunities for a formal education could be helped to realise their potential and become more competent and fulfilled persons. Through a series of early outreach initiatives, Care Corner has evolved into an organisation offering a wide range of programmes and services delivered through various social service centres located island-wide. In a bid to stay relevant to the needs of the community, Care Corner has continuously strived to offer new and innovative programmes to support those in need and the less privileged.
RESPONSIBILITIES
Reporting to Director, Mental Health & Counselling Services (MHCS), the role will :
a. Strategy:
- Support the Senior Management Team in formulating short, medium and long-term strategies, action plans and targets in line with the mandate of MHCS.
- Operationalise our strategy mission and strategy through the provision of MHCS and ensuring these services operate on sound sector and professional principles.
- Analyse financial viability and cost structure of respective service teams. Put in place appropriate measures to monitor costs in relation to operations and provision of services.
- Monitor changes in policies and the evolving environment so as to take appropriate measures to strengthen our relevance and presence in the sector.
- Acquire understanding on the spectrum of clients Care Corner serves (i.e. Children & Youth, Families and Seniors), in order to build mental health and counselling capabilities and competencies related to these specific client groups.
b. Business Development:
- Review potential business models for all service teams including hotline/helpline and secure business partnerships and funding its growth.
- Strengthen the partnerships and business models in the MOH related sectors, in addition to existing funding models.
- Review the service model and map and lead in service a re-design, ensuring relevancy and currency of the services primed for the next five years.
c. Direct Management:
- Plan organisational activities and directs them to achieve targets and standards for operational performance, quality and governance adherence.
- Plan, oversee and manage the implementation of the mental health and counselling services alongside fellow leaders.
- Ensure the accurate and timely submission of reports required by our stakeholders, including government agencies and funders.
- Prepare and monitor the financial budget for the operations of the respective programmes and services.
- Prepare for management meetings such as the Service Review meetings and the Programme and Services Sub-Committee meetings.
d. People Management:
- Responsible for the recruitment, selection, performance reviews, appraisal and development of the staff team.
- Provide coaching and mentoring for Managers/Programme Leads and selected senior staff in the area of personal effectiveness, leadership and business cum operational management.
- Provide various feedback communication systems between management and staff so as to inculcate coherence and team spirit.
e. External and Public Relations:
- Engage and enhance relations with funders and stakeholders (e.g. NCSS, MSF, MOH and its related institutions eg AIC, IMH, restructured hospitals, foundations etc).
- Network and collaborate with Social Service Agencies (SSAs), General Practitioners (GPs) and community partners, etc in the region to enhance service provision for agency clients, secure resources to ensure effective delivery of programmes/services and contribute towards service development and sector presence.
- Serve as a representative of Care Corner to our stakeholders and partners, and where appropriate, participate in internal or external working groups, task forces, panels and committees.
Requirements:
- Masters in Social Work/Counselling/Business Administration & related discipline.
- 6-8 years' experience preferably in social service sector
- At least 3 years' experience in a Managerial capacity in a social service unit/centre with staff strength of at least 30.
- Demonstrated service leadership and effective strategic thinking and decision-making capabilities in current or previous roles.
- Able to influence and develop rapport with ease across a broad range of stakeholders (public, private and third sector) and communicate with clarity, conviction and confidence.
- Able to engage stakeholders with corporate and community partners, fostering trust and alignment.
- Create a learning environment that ensures people development and career growth.
- Preferably with experience in driving technology projects (enhancing service delivery and productivity) and successfully led application for new funding of at least $0.5milllion.
QUALIFICATIONS
Masters in Social Work/Counselling/Business Administration & related discipline.
