Job Overview:
The HR & Admin Executive for the Commercial Diving Business Unit will be responsible for managing both human resources and administrative functions within the company. This position requires a dynamic individual who can handle a wide range of responsibilities, including employee recruitment, performance management, payroll processing, and day-to-day office administration. The HR & Admin Executive will ensure smooth operations by supporting the commercial diving business unit’s workforce needs, maintaining compliance with labor laws, and coordinating essential administrative activities to optimize productivity.
Key Responsibilities:
Human Resources Responsibilities:
- Recruitment and Onboarding:
- Assist in the recruitment process for divers, project managers, safety officers, and other key roles within the commercial diving business unit.
- Post job advertisements, screen resumes, schedule interviews, and coordinate candidate selection.
- Oversee the onboarding process, ensuring new employees are properly introduced to company olicies, safety standards, and job expectations.
- Employee Records and Documentation:
- Maintain and update employee records, including personal details, certifications, attendance, leave, and performance evaluations.
- Ensure all employee documents comply with local labor laws and industry regulations.
- Payroll and Benefits Administration:
- Process and manage monthly payroll for the commercial diving business unit, ensuring accuracy in salary, overtime, and allowances.
- Administer employee benefits, including leave requests, medical insurance, and other company-provided perks.
- Ensure all payroll processes are compliant with the Ministry of Manpower (MOM) and other relevant regulatory bodies.
- Employee Relations and Welfare:
- Address employee inquiries and resolve issues related to HR policies, benefits, or workplace concerns.
- Assist in handling disciplinary actions, grievance procedures, and conflict resolution.
- Promote a positive work culture, focusing on employee welfare and maintaining high morale.
- Training and Compliance:
- Assist in organizing mandatory training programs for employees, including safety certifications, diving certifications (IMCA, ADCI), and other industry-specific training.
- Ensure all employees are compliant with industry regulations and hold the necessary qualifications to perform their duties.
Administrative Responsibilities:
- Office Management:
- Oversee day-to-day office operations, ensuring smooth and efficient workflows.
- Manage office supplies, equipment, and facilities to ensure the team has the resources required for their tasks.
- Handle the scheduling of meetings, conferences, and appointments, ensuring effective time management.
- Documentation and Reporting:
- Assist in the preparation and management of company documentation, including contracts, employee records, and regulatory reports.
- Prepare and maintain HR and administrative reports on recruitment, training, attendance, and payroll.
- Ensure that all company documents are stored securely and comply with data protection regulations.
- Coordination with Other Departments:
- Work closely with the commercial diving operations and safety teams to ensure employee requirements are met in terms of training, certifications, and operational needs.
- Coordinate administrative support for various projects, ensuring timely completion of tasks.
- Compliance and Regulatory Support:
- Stay up-to-date with relevant labor laws, industry standards, and safety regulations applicable to the commercial diving sector.
- Ensure that the company complies with all local and international regulations concerning employee welfare, workplace safety, and employment standards.
General Administrative Support:
- Assist with invoicing, procurement, and other ad-hoc administrative tasks as needed.
- Maintain an organized filing system, both digitally and physically, to ensure easy access to important documents.
Required Skills and Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).
- Minimum of 2 years of experience in HR and administration, preferably in the marine, offshore, or commercial diving industries.
- Familiarity with HR processes such as recruitment, payroll, performance management, and employee relations.
- Strong understanding of local labor laws and employment regulations in Singapore.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and HR management software.
- Excellent organizational and multitasking abilities with attention to detail.
- Strong communication and interpersonal skills with the ability to interact effectively with employees at all levels.
- Knowledge of safety regulations and certifications related to the commercial diving industry is a plus.
Preferred Qualifications:
- Certification in HR or administration (e.g., SHRM, CIPD) is a plus.
- Experience working in a fast-paced, operational environment like offshore or commercial diving is advantageous.
- Knowledge of HR software systems such as payroll and employee management systems.
