Job Requirements

• Degree in Human Resources or General Degree
• At least 3-5 years of HR experience
• Excellent communication skills (written, oral, and presentation)
• Strong knowledge of MS Office and general HRIS
• Passion to work in a social service agency.
• A good team player
• Ability to work with staff at all levels.
• Experience in the Early Childhood sector will be an added advantage.

Job Scope:

(i) Support for the full spectrum of Human Resources (HR) functions which include recruitment, administration, industrial relations, compensation and benefits and other HR related matters.

(ii) Support for training planning, training records maintaining, documentation control of ISO and related matters.

(iii) Support for planning, implementing and managing environmental, health and safety systems to ensure compliance with State and Company regulations and procedures.

(iv) Responsible for general office administration, reception duties, logistics, provide clerical, IT support etc

Responsibilities & Duties:

Primary:

(a) Manage employees’ attendance, leave records, claims, and/or adhoc reports (both locally and regionally)

(b) Conduct orientation programme, onboarding & offboarding process (both locally and regionally)

(c) Plan, develop and implement personnel training and development programmes (pre- and post-training)

(d) Be up-to date with MOM rules, regulations and policies and act as the point of contact for these matters in the Company.

(e) Handling of employee relations, effective employee engagement and communications between the Company and all staff.

(f) Responsible and coordinate with travel arrangements (for staff and customers whenever required)

(g) Properly handle complaints and grievance procedures.

(h) Responsible for Staff Welfare & Benefits

(i) ISO Document control

(j) Handling of ISO9001, ISO14001, & ISO17025 matters.

Secondary:

(a) Update and handling of all insurance, road tax, licenses, contract/lease renewal, etc

(b) Responsible for Office maintenance and upkeep.

(c) Ensure cleanliness of the office and relevant procedures in accordance with the legal requirement.

General:

(a) To carry out any other tasks required by the Company and Superiors

Qualification:

(a) Min Diploma in related field (HR Management/Business Administration)

(b) Min 2-years experience in related field

(c) Proficient in MS Office (Word, Excel, PowerPoint)

(d) Familiar with the requirements of ISO 9001, ISO 14001 & ISO 17025

• Executing the employee's annual review procedures.
• Maintaining a detailed record of the company’s employees.
• Administering all the hiring processes of new employees.
• Analyzing and monitoring all the department's budgets.
• Supervising the day-to-day operations of the Human Resources department.
• Ensuring all the employees comply with the HR policies.
• Creating new HR policies and updating the existing ones.
• Overseeing the employee's termination process.
• Counseling employees as and when required.
• Conducting exit interviews to identify the reason for termination/resignation.
• Organizing events and conferences for the employees.
• Managing workplace safety issues and complaints.
• Maintaining and recording employee attendance.
• Adhering to all the company’s rules and regulations.

Job Description:

• Assist with the onboarding and offboarding of employees (Local & Regional)
• Conduct employee orientation and provide information about company policies and benefits.
• Perform day-to-day operations of the HR functionaries includes maintain and update of employee records, including personal information, attendance, and performance evaluations.
• Handle employee inquiries and concerns regarding HR-related matters.
• Prepare and process end-to-end payroll process on a regular schedule, including monthly salary, overtime computation, salary adjustments, bonus, employee attendance and leave.
• Handle payroll queries and discrepancies in a timely and professional manner.
• Administer employee benefits programs (insurances and medical benefits)
• Administration of Work Passes (application, renewal, and cancellation)
• Assist in the recruitment cycle from posting of job advertisements to shortlisting and scheduling interviews.
• To manage the staff resignation / end of contract and exit clearance matters.
• Assist in the preparation and submission of necessary reports and documentation to government authorities. (NS makeup pay, maternity/paternity, childcare leave, Skills connect etc.)
• Any other ad-hoc duties as assigned.

Requirements:

• Minimum Diploma in Human Resource/ Business Administration or other relevant qualification
• Preferably with 3 years’ work experience in HR administrative and payroll duties
• Conversant with the use of Ministry portals
• Strong communication and interpersonal skills.
• Knowledge of INFO-TECH software will be an advantage.
• Excellent attention to detail and accuracy in data processing.
• Strong interpersonal and relationship-building skills
• Effectively bilingual
