Duties of HR Generalist:

• Ensure timely processing of payroll, claims, and timesheets, including handling government-related claims.
• Assist with administrative tasks and contribute to overall team efforts.

We are seeking an experienced Human Resources and Administration Manager to lead the HR and Administration functions across both Elevandi and Gprnt.

Job Description

HR Functions

• Provide and support the full spectrum of HR functions, including Recruitment & Selection, Compensation & Benefits, Learning & Development, Performance Management, HR Policies & Procedures and all related activities.
• Ensure that all HR activities and standards are in compliance with relevant Acts, and statutory regulations, legal demands and ethical standards. Keep up to date with guidelines issued by TAFEP.
• Continually initiate, review and improve HR processes including employee reviews, employee surveys, etc.
• Ensure proper support given to line managers in dealing with grievances and disciplinary issues and provide advice on HR policies and procedures and employee benefits programmes.
• Foster a positive workplace culture

Administration Functions

• Responsible for managing office services by ensuring office operations and procedures are organised, correspondences are controlled, filing systems are designed, and that clerical functions are properly assigned and monitored.
• Manage relationships with vendors, and outsourced service providers to ensure that service level agreements are maintained and services are provided as per agreed and all items are invoiced and paid on time in accordance with the procurement policy.
• Manage itineraries and bookings for business trips.
• Plan and support internal and external events.

Our Ideal Candidate:

• Degree or Diploma in Human Resource Management or Business Administration
• At least 4 to 5 years of relevant HR and administration experience, preferably in the FinTech Industry
• Familiar with Singapore labour laws and Foreign Work Pass Regulations/Procedures
• Possess strong leadership skills, strategic HR planning abilities, and a proven track record in employee relations.

HR Duties

Assist HR Manager to overseeing HR/Admin functions for all employees

1. RECRUITMENT

· Ensuring that the company’s hiring process and documentation are compliant with the Fair Consideration Framework and all other requirements / guidelines / advisories by the Singapore government / Ministry of Manpower.

· Responsible for sourcing of candidates by means including but not limited to the Job Bank, online recruitment portals, Staff referral Scheme and recruitment agencies.

· Conducting pre-interview screening of job applicants and forwarding shortlisted applications to recruiting managers

· Arranging for pre-employment medical examinations for selected candidates

· Liaising with selected candidates to explain proposed terms of employment and staff benefits and to finalize employment of selected candidates.

2. WORK PASS ADMINISTRATION INCLUDING EMPLOYMENT PASSES

· To handle administration work in relation to work passes including but not limited to the application, cancellation and renewing of work passes.

3. HANDLE STAFF ENQUIRIES AND DISCIPLINARY ACTIONS

· Ensuring that HR policies and procedures are communicated to staff and responding to internal enquiries relating to the same.

· Assisting in the administration of the company’s grievance reporting, investigation and disciplinary process.

4. STAFF RESIGNATION AND TERMINATION

· Processing and handling staff resignation and termination in accordance with company policy and procedure.

· Conducting admin for staff who have resigned /been terminated such as arranging for handover, calculating and arranging for last payment to staff and income tax payment (for foreigners).

5. TRAINING & DEVELOPMENT

· Responsible for staff training and development program

6. OFFICE ADMINISTRATION AND IT SUPPORT MATTERS

I. ACCOUNTING

· Manage full accounting functions - Including AR-billing, Credit control, Payment, GL, Journal entries, Bank reconciliation, Month-end closing, Stocks, Fixed assets, Reconciliation of AR/AP

· Update all shareholders on a quarterly basis on financial status and quarterly operational updates/changes

· Update Directors on monthly financial reports

· Liaise with external auditor/tax agent on all audit/tax matters

· Liaise with Corporate Secretary on all AGM, resolution matters, dividend, etc.

· Filing of Quarterly GST & govt survey forms

· Verify employees’ claims and make reimbursement

· Assist the director with Shipper on shipping status of purchases from overseas

II. PAYROLL & HR (Currently 25-30 Headcounts)

· Involve in recruitment, new staff’s on/off-boarding

· Prepare employment contracts

· Coordinate new/renewal WICA, PA, Foreign worker medical plan & Foreign worker bond

· Coordinate medical check-up for foreign workers

· Manage EP/SP/WP application, issue passes, renewal of passes, pass termination, appealing for rejection etc.

· Updating of annual leaves, medical leaves, childcare leave in payroll system.

· Prepare monthly payroll, including calculation for OT, standby allowances and CPF submission

· Coordinate staff training (including applying for training grant)

· Coordinate performance appraisal

· Prepare IR8A, IR21, AIS submission, etc.

· Liaise with dormitory operator/landlord on payment and issues arising between workers and the dormitory/accommodation

· Review & update the Employees’ handbook

· Filing of govt-paid childcare leave, parental leave etc. from the government portal

· File waiver of foreign worker levy

· Update MOM on changes on addresses, downward salary adjustment etc. for foreign worker

· Other tasks assigned by supervisor

III. Administrative

· Manage all day-to-day office administrative matters i.e. copier issues, printing of name cards, forms, purchase stationeries, office rental matters etc.

Requirement

• Qualification: Minimum Diploma in Business studies/Accountancy
• Minimum 3 years of experiences in full sets of accounts
• Minimum 3 years of experiences in Payroll & human resources
• Experience in ABSS Premier Accounting/Info-tech Accounting and Million Payroll will be value added, but not necessary
• Familiar with Employment Act, CPF act, GST filing, Accounting Standards
• The candidate must be independent, mature, self-starter, meticulous, confident
• Proficient in Microsoft Words, Excel (Pivot, V-lookup etc.)
