Requirements: -

• Degree in Business Administration, preferably major in Human Resources Management or its equivalent
• Minimum 5 - 8 years of extensive HR experience as a Human Resources Manager or its equivalent.
• Effective leadership, someone who is hands-on, especially in manpower planning and resourcing of non-executive personnel.
• Sound knowledge of the local Employment Act, Industrial Relations Act, Workmen Compensation, and all other related legislation.
• Experienced and familiar with the Progressive Wage Model scheme, HRIS, and payroll management systems.

The HR Manager role is a dynamic and pivotal position within our organization, designed to bridge strategic objectives and operational efficiency across our diverse business portfolio. Reporting directly to the Management Representative or a senior member of the TG Group of Companies, this role demands a balance of strategic insight and hands-on operational management.

The HR Manager will be instrumental in developing and implementing comprehensive HR strategies, overseeing talent management, and driving digital transformation in HR practices. Central to this role is the ability to effectively lead and mentor teams across our Singapore and Malaysia offices, ensuring alignment with the company's growth objectives and fostering a culture of excellence and innovation within the HR department.

1. Strategic HR Leadership and Business Alignment:

* Formulate HR strategies in line with overall business strategy, including developing a C&B framework that aligns staff contribution with reward, fostering a performance-based culture.

* Align HR initiatives with the group's strategic direction, ensuring adaptability to diverse business needs.

* Regularly review and adapt HR strategies to ensure alignment with evolving business goals.

2. Operational Coordination with Malaysia Office:

* Supervise payroll processing, ensuring accuracy, compliance, and efficiency.

* Manage the initial stages of talent acquisition, coordinating with the Malaysia office to meet diverse manpower needs promptly.

* Streamline administrative HR functions, aiming for increased operational efficiency and effectiveness.

3. Talent Management and Workforce Development:

* Oversee comprehensive recruitment processes, focusing on sourcing the best talent for various roles, considering the unique requirements of different business units.

* Develop and manage employee career development programs, including identifying and addressing skill gaps.

* Implement and oversee a robust performance management system, driving high performance and aligning with organizational objectives.

4. Digital Transformation in HR:

* Lead the transition to digital HR processes, focusing on creating automated and efficient workflows.

* Implement advanced HRIS for data management, enhancing reporting and decision-making capabilities.

* Emphasize the development of digital tools to improve employee engagement and internal communication.

5. Compliance and International HR Management:

* Ensure HR practices comply with legal standards across different regions.

* Tackle international HR challenges, managing cultural differences and legal compliance in various countries.

* Regularly audit HR practices to maintain compliance and effectiveness.

6. Leadership and Team Development:

* Provide strong leadership to HR teams, setting clear goals and monitoring performance against KPIs.

Senior HR Executive to have a broad knowledge of human resources functions. He/She is expected to be familiar with labor law and required to undertake a wide range of HR function from hiring to onboarding, organizing trainings, administering employee benefits and compensation etc

He/She will use Human Resources Information Systems to ensure all employee records are up-to-date and confidential. And he/she also act as the main point of contact for employees’ queries on HR-related topics together with the MY Operations Team

Senior HR Executive will report to the HR Manager of the TG Group of companies for duties and responsibilities mentioned herewith

• Administer compensation and benefit plans executed by MY Operations Team
• Assist in talent acquisition and recruitment processes
• Conduct SG office employee onboarding and help organize training & development initiatives
• Provide support to employees in various HR-related topics such as leaves and compensation and resolve any issues that may arise with MY Operations Team
• Promote HR programs to create an efficient and conflict-free workplace
• Assist in development and implementation of human resource policies
• Undertake tasks around performance management
• Gather and analyze data with useful HR metrics, like time to hire and employee turnover rates
• Organize quarterly and annual employee performance reviews
• Ensure maintenance of employee files and records in electronic and paper form
• Enhance job satisfaction by resolving issues promptly, applying new perks and benefits and organizing team building activities
• Ensure compliance with labor regulations and manage all Work pass related matters
• To perform any HR related projects or duties as and when assigned

Requirements

• BSc/BA in Business administration or relevant field
• Proven experience as an HR Generalist
• Understanding of general human resources policies and procedures
• Good knowledge of employment/labor laws
• Outstanding knowledge of MS Office; HRIS systems (e.g. Timesoft) will be a plus
• Excellent communication and people skills
• Exposure to Training needs
• Aptitude in problem-solving
• Desire to work as a team with a results driven approach
• A hands-on person who is positive, proactive and drive

Job description

• Preparing employees’ training bond letter prior to start of training/course and ensures updating of training bond record
• Preparing and updating of training calendar
• Updating of training records every month
• Preparing the daily line-up materials every week and line-up calendar every month
• Administering performance appraisal (goal setting, etc) in July (for mid-year) and December (for year-end)
• Preparing and circulating of birthday cards and purchasing of gift vouchers for full-time employees celebrating their birthday in that particular month
• Coordinating and organizing Staff Meeting
• Onboarding newcomers to the company.
• Managing company staff, including coordinating, and supporting the recruitment process.
• Coordinating and registering of employees’ trainings, seminars, workshops, briefings, etc (external, in-house, and internal) as per the Total Company Training Plan
• Preparing and updating of training calendar
• Administering APPLE forms for employees’ trainings, seminars, workshops, briefings, etc
• Administration and coordination of confirmation appraisal (for new employees) and performance appraisal
• Preparing the agenda, room set-up, attendance, departmental presentation, etc for Staff Meeting
• All data pertaining to the above must be duly updated in HR folders within the company drive
• Identify ways to improve processes to gain efficiency using information technology tools.
• Operate HR systems efficiently and effectively.
• Performs other duties as may be assigned from time to time

Job Requirements:

• Minimum GCE ‘A’ level or Diploma in Human Resources Management or equivalent
• Minimum of 1-year work experience preferably in Education Industry
• Ability to handle sensitive and confidential information with discretion
• Excellent command of both spoken and written English
• Pleasant personality and positive attitude with strong desire to learn
• Work independently with minimum supervision
• Good communication and interpersonal skills

Key Responsibilities:

1. Recruitment Process

a. Coordinate workers recruitment with site superintendent and HR Manager.

b. Prepare and post job advertisements for job vacancy in Jobstreet, JobBank, etc.

c. Prepare necessary documents and reports for workers manpower.

2. Employment Process

a. Prepare Letter of Offer for foreign workers.

b. Liaise with site admin staff to provide necessary documents e.g Bank Accounts etc

c. Apply for MWOC for foreign workers.

d. Create the new workers in HR system and workers personal files records.

3. Work Pass Process

a. Familiar with MOM work pass procedures in terms of application of Work Permit and S Pass for foreign candidates.

b. Inform the candidate of the approved WP/S Pass

c. Arrange candidate to go for medical checkup and other MOM required process.

d. Arrange security bond before e-issue of the approved in principle letter.

e. Cancel WP when worker end their contracts.

f. Booking of air tickets for foreign workers.

4. Payroll Process

a. Understand the pay structure for foreign workers.

b. Ensure all supporting documents for payroll are provided accordingly.

5. Training Administration

a. Monitor and update the list of training courses attended by the worker and staff.

b. Source and register the staff for the training course approved by Management.

c. Arrange and make payment to training organizer upon registration.

d. Inform workers on the date and venue of the training courses.

e. File the certificates in the worker/staff personal file upon completion of the training course as part of projects submission.

6. To perform any other ad-hoc duties as and when assigned.
