ROLE PURPOSE (Why do we need this role?)
- Support the full spectrum of HR management and drive the execution of HR strategy which aligns and integrates APAC office with Tidewater business strategy and corporate agenda.
- Management of the key HR functions of all shore-based personnel in the region, comprising Singapore, Indonesia, Brunei and Australia.
- Serve as the regional liaison between corporate and country contact points
- Implementation of a pre-defined HR Plan that proactively addresses all major HR areas; talent acquisition, organization development, performance management, talent planning and career development, leadership development, compensation and rewards, learning, and diversity.
- Drive C&B projects (operational and strategic), ensure salary management and policies are reviewed and implemented in a sustainable manner in line with Tidewater Values
- Manage the administrative aspects to ensure smooth and efficient administrative services are provided in the office at all times.
- Support Company activities regarding quality, health, safety, and environmental policy
- Strong understanding of requirements within the ISO and ISM standards.
ROLE ACCOUNTABILITIES (What is this role responsible for delivering?)
HR Strategy and Leadership Management
- Support and develop HR plans in support of key business needs.
- Provide expert advice and counsel to senior managers on all organization and HR issues.
- Provide on-going performance coaching and feedback to the managers regarding issues of leadership style, communications, and employee interactions.
- Build in-depth knowledge of legal requirements related to the management of employees, reducing legal risks and ensuring regulatory compliance (partnering with the Company’s legal department).
HR Business Partnering & Employee Engagement
- Work with Managers to identify key HR needs, develop appropriate solutions and, as appropriate, deliver appropriate solutions to be offered to the organization
- Manage and resolve complex employee relations issues (which can include conducting objective investigations e.g., harassment claims, unfair dismissal claims etc)
- Assist international employees with expatriate assignments and related HR matters by working with local contacts
- Manage and communicate key HR data to ensure that the accuracy and completeness of the reporting is kept to the highest integrity
- Contribute positively to regional and group initiatives
Organisational Design & Talent Management
- Monitor the implementation of on-going succession and development planning for the organization.
- Manage the development of the training/development strategies to close skill “gaps” between current and future skill set and competencies.
- Develop and administer HR performance management programs, plan, and advise the assigned organization’s management in the carrying out of performance management and HR development plans.
- Consult with the organization’s management in aligning performance management and reward recommendations.
- Regularly monitor and review the organizational design and structure to ensure that the most optimal and cost-effective design of the organization is achieved, ensuring that decision making, accountability, span of control and operating level are right sized.
Compensation & Benefits
- Engage in various C&B surveys and relevant projects to ensure that Tidewater is at the forefront of desired salary position through C&B survey participation, update of salary structures, system data, provision of compensation data and salary position analysis.
- Ensure compliance with local employment regulations.
- Accountable for implementing Compensation & Benefits policies standards, strategies, plans and systems globally and providing advisory and technical support.
- Develop/design common processes and programs aligned to global standards, understanding regional specifics and incorporates into global solutions.
- Critical evaluation of Job Descriptions for existing and new positions within the businesses.
- Review, monitor, and approve programs and documentation, as assigned, to ensure compliance with relevant standards, regulations, and guidance documents.
Operations
- Responsible to work with payroll and HR shared services team to ensure employees life cycle managed end to end
- Prepare and submit payroll instructions for processing as required
- Manage and administer leave management system for all shore-based employees
Training
- Manage and administer training / compliance programmes for all shore-based employees
- Ensure mandatory training programmes for shore-based employees are completed on a timely basis
Office Administration
- Design and implement administrative procedures and policies by monitoring relevant office expenditure.
- Maintain and update office environment and supplies.
- Verify accuracy of supplier invoices and their payment in accordance to agreed terms.
- Review, negotiate and maintain necessary vendor contracts for office maintenance.
- Establish mobile phone issuance procedure, records and inventory.
- Plan and implement office layouts, and equipment procurement including organising and coordinating with vendors/contractors on major office repairs, renovation and maintenance.
- Managing and maintaining records on office/building lease agreement.
- Maintain office entry system for the Singapore office and prepare evacuation plan when necessary.
- Manage Corporate Travel Agent(s) and administer Business Travel Policy for shore-based employees
- Manage the administrative team and provide supervision in their performance.
- Conduct internal audits for shore-based functions and processes
Team Management
- Plan staffing levels and work with Heads of Departments to recruit, interview, select, hire, and employ the right people within budgetary guidelines. Coach, mentor and develop staff, including overseeing new employee onboarding and providing career development planning and opportunities.
- Consciously create an engaging workplace culture that emphasizes the identified mission, vision, guiding principles, and values of the organization. Lead employees using a performance management and development process including goal setting, feedback, and performance development planning.
- Empower employees to take responsibility for their jobs and goals. Delegate responsibility, drive accountability and provide regular feedback for continuous improvement.
People Management
- Actively champion professional and transparent communication and behaviour consistent with the Tidewater Values.
- Ensure effective resourcing is achieved in time and on budget and ensure the management of employees tasks and time is balanced and appropriate.
- Set the goals and manage the performance of team and individuals inline with department performance targets through the performance management process.
- Engage employees through coaching, mentoring, two-way communication and use of career and development tools and processes.
QUALIFICATIONS / SKILLS / LICENSES
Education or equivalent experience:
- Strong practical experience in HR process and ability to translate business needs to solutions
- Resourceful and self-driven with a high degree of professional integrity
- Meticulous and demonstrable experience with HR metrics
- Good general knowledge of labour legislations and HR best practices
- Proven track record in recruitment, employee relations, and performance management.
- Degree in a related discipline, HR preferred.
- At least 3 years of management experience or business partnering within the shipping industry is preferred
- Excellent project management and collaboration skills
