Key Responsibilities:

· Manages the operational aspects of payroll processing and associated activities, including salary
disbursement, overpayment recovery, leave management and reporting are accurate and
delivered within appropriate timeframes and comply with relevant legislation

· Directs the payroll function from start to finish including payroll entry, systems design, and the
establishment and review of payroll policies and controls to ensure accurate, timely, and
efficient payroll operation

· Work closely with the Project and R&D teams to design and improve the HRIS performance for
our clients

· Provide human capital management advisory services to the clients

· Assure the quality of HR project is conformed with each client’s requirements

· Be a professional consultant and lead the team to handle all employment and training visa
applications and extensions processes for our clients

· Liaise with clients to formulate HR strategic and practical plans to address human resource
matters including but not limited too

· Provide guidance and ensure clients’ HR policies and practices are fully complied with
local labor ordinance and other related rules and regulation

· Conduct HR related analysis, develop reports and present insights to clients where it is
necessary

· Act as the key account manager for client communication, quotation preparation and client visits

· Attend meetings as necessary and assisting with HR projects

Requirements:

· Diploma or Bachelor’s degree holder in Human Resource or any relevant field

· Hands-on experience in Payroll, Compensation & Benefits and client management experience

· Experience in using HRIS, Workday or equivalent, or another HR outsourcing provider is a plus

· Strong command of the Chinese language is required to effectively communicate with Mandarin-speaking clients

· Willingness to travel to client’s work location if required

· Able to work in a fast-paced environment

· Must possess good Business acumen, be Adaptable, Self-Motivated, Collaborative and Responsible.

Key Responsibilities:

1. Talent Acquisition:Develop and implement recruitment strategies to attract qualified professionals, including physicians, nurses, social workers, therapists, and administrative staff.
   Collaborate with department heads to forecast staffing needs and plan recruitment initiatives accordingly.
   Oversee the recruitment process, from job posting to candidate selection, ensuring a smooth and efficient experience for both candidates and hiring managers.
   Utilize innovative sourcing methods, such as social media recruitment, networking events, and partnerships with educational institutions.
   
2. Employee Relations and Engagement:Serve as a trusted advisor and mediator in employee relations matters, fostering a positive and inclusive work environment.
   Implement strategies to boost employee morale, satisfaction, and retention.
   Lead initiatives to recognize and reward employee contributions and achievements.
   Address employee concerns and conflicts promptly and impartially, promoting open communication and resolution.
   
3. Performance Management and Development:Develop and implement performance management systems to evaluate employee performance and facilitate professional growth.
   Provide guidance and support to managers in conducting performance evaluations, setting goals, and creating development plans.
   Identify training and development needs across the organization and coordinate relevant programs and initiatives.
   Foster a culture of continuous learning and skill enhancement to support employee career advancement.
   
4. Compliance and Regulatory Affairs:Stay abreast of relevant laws, regulations, and industry standards pertaining to healthcare or social service employment practices.
   Ensure compliance with federal, state, and local employment laws, including those related to equal employment opportunity, wage and hour, and workplace safety.
   Develop and implement policies and procedures to maintain compliance and mitigate legal risks.
   Conduct regular audits and assessments to monitor compliance and address any identified issues proactively.
   
5. Strategic Planning and Leadership:Collaborate with senior leadership to develop and execute human resource strategies aligned with organizational goals and objectives.
   Provide insights and recommendations on workforce planning, organizational structure, and talent management strategies.
   Participate in strategic planning sessions and contribute to the development of long-term business plans.
   Lead and mentor a team of HR professionals, fostering their growth and development.
   

Qualifications:

• Bachelor's degree in Human Resources Management, Business Administration, or related field; Master's degree preferred.
• Relevant experiences in Healthcare / Social Service Preferred
