Job Descriptions - Full spectrum of HR and Payroll function

Reporting to the HR Manager, you will be part of the HR Team based in Singapore. This role requires you to handle end to end HR and payroll full function for the local brand.

HR Generalists

· Recruiting, retention, and talent succession

(Understand the organization's needs and make sure those needs are met when recruiting for new positions, means hire the right employee)

· Providing reasonable accommodations, investigating allegations of wrongdoing, and terminations when dealing with staff with complex and sensitive issues

· Monthly processing and checking of payroll/reimbursement (200 plus headcount)

· Maintains compliance with local employment laws, regulations and recommended best practices; reviews policies and practices to maintain compliance.

· MOM work pass applications

· Oversees employee disciplinary meeting, investigationand termination.

· Providing information and answering employee questions related matters.

· Performs other duties as assigned.

Administration

· Maintaining employee p-files records, leave management.

· Update Company policies,

· Conduct disciplinary actions. Provides counselling, support and guidance to employee.

· All other ad-hoc administrative duties

Payroll

· Timely and accurate submission/payment of statutory obligations

· Provide support on payroll matters, tax issues and time track matters.

· Manage day-to-day liaison with Internal / Payroll outsourcing partners closely, including monthly attendance metrics.

· Provide reconciliation of final payroll based on monthly accounting schedule.

Requirements

· A Level/Diploma/Degree

· At least 2 years of relevant experience in Payroll

· Fluent in oral and written communication in both English and Chinese, (with Malay language will be a bonus)

· Knowledge of payroll and statutory compliance to MOM, CPF and IRAS

· Hands-on experience on HR and Payroll software/system, e.g. Peoplepay, WhyzeHR

Assistant HR Manager

Overview

Reporting to the Country Manager, the HR Manager and fellow country lead team members to guide, manage and provide strategy on the people function of the company, including driving culture and organisational change, talent management & development, talent acquisition, and employer branding.

Providing strategic counsel on all people matters, this position contributes to the long-term goals around business and people development including performance management, hi-potential identification and development. The Head of HR works in close collaboration with business partners within the company to formulate people strategies that help deliver on company’s strategic direction as well as engaging employees. The position formulates and leads the implementation of HR policies and initiatives through the people team members.

Roles and Responsibilities

• Formulate and deliver on talent attraction strategies to fulfil labour resourcing requirements for the company to support organic and new business growth including new business staff mobilisation resourcing.
• Develop talent within the company through talent & performance management, hi-potential identification, succession planning, and learning & development including leadership
• Improve employee engagement and retention by embedding company culture through initiatives to build stronger leaders, stronger teams, recognition programs, company health and care programs, to improve the quality of workplace environment and enhance employee branding
• Build competitive remuneration framework to attract, motivate, reward and retain high-performing employees
• Work in close collaboration with business partners within the company to formulate people strategies that help deliver on the company’s strategic direction
• Build an efficient people operations process through HRIS system upgrades, operational workflow redesign, digitisation of maintenance of personnel file records, digitization of time & attendance records, and other deliverables throughout the employee lifecycle
• Manage the company’s payroll & HR operations, including statutory reporting, statutory funding claims, tax related reporting, work pass applications and renewals, benefits administration
• Build HR analytics to provide strategic lens on workforce profile
• Support management of office administration
• Responsible for management of all matters relating to Ethics and Integrity, including but not limited to:

1. Co-ordination of all Ethics and Integrity training
2. Review and investigate any matters referred for investigation and in accordance with the relevant policies and ensuring the confidentiality and protection of any whistleblowers;
3. Review, investigate and report on any matters relating to financial misconduct or fraud which are brought to your attention;

QUALIFICATIONS AND ATTRIBUTES

• Relevant bachelor degree or equivalent.
• A minimum of 5 years of experience.
• Fluent in English. Preferably bilingual. Able to connect with the ground staff.
• Strong communication and interpersonal skills.
• Strong foundation of payroll & statutory requirements, compensation practices, employment legislations and trends in Singapore is highly advantageous for this role.

Responsibilities

• Implementing HR Business Intelligence, Data Analysis & Analytics plans to analyze organization and people data from different sources to inform business decisions

• Researching and evaluating issues with HR reporting solutions and ensuring the application of Business Intelligence (BI) Data Analysis & Analytics tools/methods that enhance business decision making capabilities

• Consolidating internal and external HR / Finance / Operations data sets and conducting respective (management) reporting through the development of HRMS and/or Power BI solutions

• Prioritizing escalated issues arising from HR reporting and analytics solutions and coordinating with other subject matter experts to improve usability, accuracy, and effectiveness

• Developing and deploying complex HR / Payroll reports and reporting tools, and assessing analytics effectiveness on an ongoing basis

• Applying advanced technical skills (SQL, Power Query, Python) to quickly identify patterns, insights, anomalies, and solutions to deliver operational and strategic insights for decision-making

• Supporting in communicating information effectively to senior management, conveying technical information to non-technical audiences

• Applying best practices for BI, data modelling, data transformation, and data governance in HR process areas; and providing inputs that maximize the usability of organization and people data for decision making

• Drafting plans determining which Business Intelligence (BI) Data Analysis & Analytics solutions will enable the enterprise to achieve defined business goals

Requirements

• HR functional knowledge and technical knowledge around data and reporting

• Advanced data cleansing/data transformation experience within the HR space

• HR Data quality analysis and reporting experience

• Data manipulation skills: Advanced SQL, Excel, Power BI – Power Query, DaX, Dashboard experience

• Data visualization experience: python, intermediate to advanced Oracle HCM Analytics – OTBI and BI Publisher

• Demonstrated ability to work cross functionally/divisionally with colleagues
