SowCare, the community service arm of The Bible Society of Singapore, is looking for a dedicated and passionate Programme and Administration Officer with experience in the social service sector to join our team and facilitate the development, implementation, and management of our charitable programmes in one or more of our beneficiary groups: migrant workers; migrant domestic workers; rough sleepers; children from low-income families and; the vulnerable-in-community. The ideal candidate will have a passion for community service, excellent organisational, administration, and communication skills, and a proven ability to coordinate and execute high-impact social service initiatives.
Responsibilities:
Programme Development and Implementation:
- Collaborate with stakeholders to identify community needs and conceptualise charitable programmes that address those needs.
- Create detailed programme plans, outlining goals, objectives, timelines, and resource requirements.
- Oversee the effective and efficient implementation of charitable programmes.
- Coordinate with team members, volunteers, stakeholders and partner organisations to ensure the successful execution of programme activities.
- Manage programme budgets, ensuring resources are allocated effectively
- Develop and implement monitoring and evaluation frameworks to assess the impact and effectiveness of charitable programmes.
- Regularly collect and analyse data to measure programme outcomes and identify areas for improvement.
Community Engagement and Outreach:
- Build and maintain relationships with community members, partnering organisations, and other stakeholders.
- Develop and implement outreach activities to the different beneficiary groups, including outreach and fund-raising campaigns
- Identify and secure funding opportunities through grants, partnerships, and donations.
Administrative Support:
- Prepare and submit comprehensive reports to management, funders, and other stakeholders detailing programme progress, challenges, and outcomes.
- Any other administrative duties as required
Requirements:
- Degree/Diploma in Social Work, Public Administration, or a related field with at least 3 years of working experience
- Proven experience in programme coordination, social services, or community development.
- Preferably some experience in working with one or more of SowCare's target beneficiary groups especially children.
- Strong project management skills, with the ability to independently plan, execute, and evaluate programs.
- Excellent communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders.
- Sincere desire to make a meaningful impact in the lives of beneficiaries (especially children) through social service work.
- Be able to work additional hours and outside office hours under urgent and exceptional circumstances
