Responsibilities:
(i) The Resident Technical Officer shall be contactable through their handphones at any time of the day (i.e. 24 hours a day, for every day, including Sundays and Public Holidays) throughout the Contract Period including any extension of time; and also during the period where Liquidated Damages is imposed.
(ii) Provide during the implementation of the Project, further drawings, plans, design details, notes, specifications, and annotations as may be necessary to amplify the approved design to secure the proper and successful completion of the Project.
(iii) Examine and endorse details (including workshop drawings, specialist items, etc) submitted by the contractor.
(iv) Supervise the works of the Project until handing over to a relevant authority or the end of the Defects Liability Period (DLP) or the approval of CSC (Certificate of Statutory Completion) by Building and Construction Authority, subject to client/consultants’ discretion.
(v) Evaluate progress payment claims submitted by the contractor.
(vi) Make alterations to design as may be necessary or expedient eg. To comply with new rules and regulations of the relevant authorities, but shall notify the consultant promptly.
(vii) To assist the consultants in compiling all requests for variation (including 2 sets of amendment drawings) for approval, and also ensuring that the budget at the unit level is not exceeded before the contractor executes the variation works.
(viii) Work with the Consultants to ensure that the design/Project is within the budget as per program requirements as specified in the contract.
(ix) Provide feedback on the performance of the contractor as and when requested by the client/consultants.
(x) To assist the Consultant in ensuring that site records are kept for any events causing delay to the completion of the project. The Consultant can evaluate the grounds for and extent of Extension of Time (EOT) claimed by the contractor and recommend for the client’s approval if justified on grounds stipulated in PSSCOC and or contract. The recommendation shall include loss and expense claims or liquidated damages to be imposed if any. The EOT shall be evaluated and recommended timely for approval by the consultant.
(xi) To assist the Consultant in ensuring the Quality Assurance/Quality Control of the materials used for the project and to ensure all performance tests are conducted on the materials before they are used on site. The list of materials that have been tested is to be submitted to consultants for record.
(xii) To assist with checking method statements, shop drawings, and submission documents of all works including M&E, based on contract documents and document submissions from suppliers. To monitor and ensure that site works are carried out according to contract and shop drawings. To maintain records of all testing carried out.
(xiii) To prepare defect lists, monitor the progress of rectification works, and ensure all defects are satisfactorily rectified. To assist with checking the As-built drawings/O&M manual submissions by the contractor.
Knowledge and Experience:
(i) Possess IES – Accreditation Certificate and registered RTO with BCA
(ii) Diploma/Degree in Building/Civil & Structural Engineering
(iii) At least 3 - 5 years experience
(iv) Good knowledge of building and M&E services and related regulatory requirements would be an added advantage.
(v) Technically competent to evaluate, analyze, and troubleshoot construction problems and be strong in aesthetic details
(vi) Resourceful with strong organizational and negotiation skills
(vii) Excellent interpersonal, oral, and written communication skills
(viii) Ability to multi-task, be a team player, and work under pressure
(ix) Willing to work outside office hours, if required
(x) Safety Supervisor / Fire Safety Manager / Green Mark Manager Certification will be an added advantage
