RESPONSIBILITIES

• Category Strategy Management for selected category areas
  • Professional Services Such as HR services, Legal & Tax Services
  • Travel Management
• Engage internal stakeholders to understand and refine requirements according to external supply market and across different schools.
• Manage relationship with suppliers according to suppliers' segregation, driving improvement actions and installing a cadence/dashboard/metrics to track suppliers' performance.
• Document and Ensure compliance to Policies/Procedures/Processes in close collaboration with Internal Audit and stakeholders.
• Lead change management and process improvement to reduce non-value-added activities by engaging stakeholders, challenging status quo and providing thought leadership.
• Minimize contractual risks by ensuring proper Contract Management with regular reviews through close working relation with Legal.
• Lead negotiations and devise negotiation strategies with the support of cross functional team to deliver agreed savings by utilising tools such as Benchmarking, Tender, Bidding, Value Engineering etc.
• Review supplier base regularly for optimization and consolidation according to internal requirements and external supply market situation.
• Provide consultancy services to their stakeholder and should know about category market trends.
• Help lead procurement initiatives for decision making and take ownership of these initiatives.

• Bachelor's degree or Diploma with at least 6 to 10 years work experience in category procurement.
• Supply Base knowledge in assigned categories.
• Tech knowledge in assigned categories.
• Experienced in Category Management in Indirect Procurement & Services.
• Supplier Relationship Management Skills.
• Negotiation Skills.
• SAP, Ariba knowledge.
• Procurement Process Source to Contract (S2C), Procure to Pay (P2P) knowledge.
• Ability to understand, engage and influence stakeholders to optimize Procurement Process together.
• Able to provide clarity into Procurement Process and compliance requirements to stakeholders.
• Able to drive changes to address gaps in processes with minimal supervision.

[What you will be working on]

Responsibilities:-

• Review of documents prior to publication of quotation/tender (ITQ/ITT)

• Review and provide feedback on Quotation & Tender Evaluation Reports  

• Review and approval of awards

• Assist with stakeholders’ queries

• Review of procurement work processes for compliance and improving efficacy

• Supervise and guide colleagues in the procurement team

• Conduct training sessions for Schools and Departments

• Involvement in procurement development projects to enhance procurement process efficacy Identify opportunities for process improvements

• Any other procurement related functions and initiatives

[What we are looking for]

Requirements:-

• Minimum 3-4 years of experience in public procurement

• Possess good analytical and problem solving skills to address cross functional work issues

• Good verbal and written communication

• Proficiency in Microsoft Word, Excel and Powerpoint

• Hands on experience with procurement platform, GeBIZ, and Cumulus (Workday) system will be added advantage

Successful candidate will be offered a 2-year contract in the first instance.
