Position Summary

The new Head of Centre-Led Procurement will have the opportunity to drive Transformational and Strategic Procurement for the Group whilst also establishing Operational governance to optimise in-country procurement practices. This is a critical role to ensure the Group and individual Product teams achieve profitability and business growth objectives and will require close collaboration with commercial teams to achieve priority targets. To support this role, a small Centre-Led Procurement team needs to be established and will be expected to drive improved in-country day-to-day procurement practices and performance.

Reporting to the Group COO, you will be responsible for the development, implementation and governance of procurement policy and strategy to optimise expenditure across our 19 regional locations, focusing on the below priorities:

• establish strategic initiatives for key supplier and expenditure categories
• enhance supplier and partner relationships to deliver additional business benefit
• lead key/global supplier negotiations and support in-country negotiations when needed
• partner with commercial teams to ensure that cost savings drive margin improvements
• support business transformation and drive new ways of working, incorporating new technologies and process enhancements

Reporting, Governance & Control

• Develop and implement procurement policies and processes to ensure a consistent and standardised approach, and monitor compliance with relevant internal & external regulations
• Oversee the management of critical commercial, contractual, operational, financial, reputational, ethical and supply chain risks whilst still encouraging opportunity and innovation
• Investigate and analyse market trends and best practice, generating insight via analysis of costs, benefits and supply markets
• Identify appropriate department KPI’s and measure and monitor performance
• Adopt emerging technologies to drive process efficiencies and enhanced control

Strategy

• Develop and execute a global procurement strategy aligned with the company's objectives, as well as product category strategies aligned with business needs and local considerations
• Analyse data to identify key spend categories and vendors and implement targeted cost productivity initiatives
• Identify opportunity for Vendor consolidation and reciprocal arrangements with industry partners
• Build and manage relationships with key internal stakeholders to provide strategic insights and advice, resolve complex issues and deliver high performance cost, service and quality outcomes
• Collaborate closely with key internal stakeholders to drive procurement organization change and adoption of new processes and technologies.

Vendor Relationships & Negotiation

• Negotiate with and manage relationships with key group vendors, securing favorable terms and conditions to support profitability and cash flow improvements
• Establish strong relationships with Principal accounts in order to optimise costs and reduce the administrative burden of reporting, communication and data integration
• Provide additional guidance & support to local procurement teams in vendor management and/or negotiations as required

People & Process

• Establish new Centre-led Procurement function, drive new ways of working and best practice sharing
• Provide leadership, direction and effective management of the Centre-Led procurement team as well as relevant in-country procurement resources
• Provide coaching, training, mentorship, and guidance to ensure high performance and professional development.

Requirements:

Qualifications

• Bachelor's degree in Supply Chain Management, Business Administration, or related field;
• Professional qualifications (CIPP or equivalent) or MBA is advantageous

Skills &Experience

• 10+ years of experience in procurement, with at least 5 years in a leadership role
• Proven track record in establishing and managing multinational procurement operations
• Extensive process design & enhancement experience to deliver operational efficiencies in addition to cost optimisation

Knowledge

• Services, logistics or agency business background, with knowledge of relevant industry trends and best practice
• Solid understanding of Agent:Principal relationships and various pricing strategies e.g. cost-plus commercial models
• Proficiency in procurement software and tools, and how to integrate with key business processes
• Knowledge of contract law and vendor management practices

Main responsibilities:

Manage the fleet order cycle to enhance business performance and ensure sustainability while ensuring vessels get what they need, when they need it, where they need it, to operate safely, cost effectively, while optimizing commercial performance. He /She shall further:

• Strategically plan and manage procurement, warehouse and inventory, transportation and clearance of supplies for global fleet.
• Manage the catering needs of the entire fleet.
• Keep the Head of Technical Management fully advised on fleet and vendor supply issues.
• Interface with Commercial managers and Operational managers as needed to support corporate commercial activities and third party vessel operations as required.
• Develop good communication and relationships with suppliers, manufacturers and service providers.
• Ensure optimization of the logistic set-up (work flows, selection of suppliers and logistic providers, warehousing and inventory) for procurement globally or locally as trading patterns dictate.
• Integrate Company’s quality, compliance, and safety standards into the procurement and supply processes to enhance fleet performance and ensure compliance with Company policy, ISM standards, and all laws and regulations.
• Negotiate, implement, and manage logistic agreements with qualified global logistics vendors.
• Negotiate, implement, and manage master services or supply agreements with key/critical vendors.
• Arbitrate and resolve supply and logistics issues.
• Develop and maintain metrics and provide analysis to assess logistics and supply chain performance.
• Actively participate in budget process by providing reliable data and local/global perspective.
• Ensure reliable and clear reporting to accounting for transparency and control purposes.
• When required, ensure detailed and constructive support for accident and warranty claims.
• Lead, organize and optimize resources of the supply chain team, develop and coach to ensure continuity and excellence in process of procurement.
• Proactively anticipate needs for store & spares, keep track of quality, quantity, stock levels and delivery time.
• Arrange warehouse, manage rotating capital inventory, manage core returns, consumable goods catalogues, and plan supply routes, etc.
• Utilize and optimize company’s business applications to support logistics and supply chain activities.
• Communicate information on compliance, insurance requirements, technical standards and regulations to staff, partners and suppliers and ensure application.
• Ensure invoice processing is correctly managed with emphasis on accuracy and speed.

Education and Qualifications

The applicant requires the following educational background and qualifications:

• A Master’s degree related to Shipping, Accounting or a Technical field of study
• Seagoing experience as an officer
• Previous on-shore experience in a similar role
• Experience with catering for seagoing vessels

As part of Gurin Regional Operations Team under the Chief Operating Officer Office, the SVP, Technology Procurement will be responsible for managing the qualification of all key equipment (PV modules, PV inverters, BESS, Wind Turbines OEM, Hydrogen Electrolysers, HV transformers) suppliers for all projects. They will lead and manage the technical evaluation and qualification process alongside key members of the regional technical team with specific technology domain knowledge. They will work closely with the regional technical engineering team together with technical advisors, insurers and lenders. The role requires a strong understanding and experience in qualifying manufacturer’s compliance to international standards and factory acceptance tests for the various technologies. The role is based in Gurin’s Headquarters in Singapore; however, business travel will be required.

Requirements

- Reports to the Managing Director, Operations on all the qualification of the key equipment for all projects under development to reach financial closure and FID.

-Responsible for preparing the internal technology qualification process documents either internally with the engineering team or with technical advisors for specific scopes if required.

-Ensure the employers requirements are suitable for the project requirements and incorporates Gurin’s ESG policy guidelines.

-Work with Gurin’s Managing Director, ESG by sitting on evaluation panels for shortlisted bidders and suppliers in their submitted qualifications and final interviews.

-Participate and support the EPC tendering process with members of the Technical/Engineering team, evaluate, score and rank the bidders according to the tender evaluation requirements.

-Participate and support the EPC and O&M contract negotiations with the final selected bidder together with the Gurin’s own legal, commercial, ESG teams.

-Lead and develop the regional technology strategy (PV/BESS/Wind) and for each market and support in the further developing the evaluation methodology, scoring criteria and metrics.

-Manage the relationships with key equipment suppliers and the supply chain risks.

-Support in the preparation of reports/presentations for the Investment Committee (IC) approval or Gurin Board as required and coordinating the internal report preparation process.

-Lead in the development of internal best practices and SOP’s for QAQC documents.
