You will champion the development of new data science techniques, methodologies and delivery of analytics projects from planning through toprototyping, testing, implementation and publication. You will identify and develop core data science components for the delivery of projects, construct dedicated databases and computing environments, and explore and visualise complex data sets to provide business insights. As a key member of the Value Driven Analytics Research (VADAR) initiative, you will provide technical expertise to researchers’ data needs, and/or RFPs and related commercial activities. Your duties include working on data analytics projects that are commissioned by institutions within SingHealth and provide recommendations based on the clinical, operational and financial analysis performed. You will collaborate with various stakeholders and cross-functional teams, especially the value/bundle care, population health, clinical quality and finance offices within the cluster.

For the Senior Analyst position, you will also guide and mentor lower-level team members and are expected to influence key stakeholders, spearheading a data-driven approach to contribute to research breakthroughs.

Other responsibilities include projects as and when assigned.

Requirements:

• Bachelor’s Degree in Finance, Statistics, Mathematics, Computer Science/ Engineering, Business Analytics or other quantitative disciplines with preferably 2 to 5 years of relevant experience

This role provides extensive pre and post sales support for medical and hospital Point-of-Care Testing (POCT) Solutions/ Products to ITS Science & Medical Pte Ltd's customers.

RESPONSIBILITIES:

• Provide on-site user application support to customers on-site or virtually by visits, phone calls, email communications;
• Assist the sales team in tender presentation and product demonstrations;
• Assist Product Manager and/or Service Unit in setting up the system parameters, running evaluation, correlation, and validation based on hospital protocol, and work with service engineers as required during installation;
• Assist in systems result troubleshooting;
• Conduct user training and operator certification, including Safety reporting and escalation;
• Manage workflow in single or multi-site settings, and enhance efficiency across all laboratory disciplines with Laboratory Information System (LIS) solutions.
• Provide LIS support for the laboratory and Hospital Information System (HIS) support including operation, maintenance, and troubleshooting of the Point-of-care instrumentation system;
• Accurately document and track changes made to the Point-of-care instrumentation system.

REQUIREMENTS:

• Candidate must possess at least a Diploma or equivalent, with a background preferably in any point-of-care (POCT) instrumentation system and Health Information and Technology;
• Prior work experience from point-of-care instrumentation systems in local government or private institutions would be an added advantage;

You will be responsible for the development and documentation of novel solutions, solution requirements/architecture and, when needed, define end user proof-of-concept for pilot solutions, usage models and corresponding technologies in test bed or end user environments. We are seeking a Data Science Analyst to join the Office of Insights & Analytics. In this role, you will be responsible for extracting, processing, and analysing data, as well as developing and implementing Generative AI solutions to enhance healthcare efficiency and effectiveness. Your primary focus will be on designing solutions that address the organisation’s challenges using data manipulation and Generative AI techniques, along with software development.

In addition to collaborating with stakeholders to define and scope business problems and build data analytics capabilities across clinical services, finance, and operations, you will also conduct feasibility studies and lead translational research projects as required. Furthermore, you will facilitate regular key management meetings and reporting.

Your responsibilities will also include providing input in the assessment of required analytics tools and software to meet the cluster’s transformational needs. You will also support the partnership model with academic institutes and professional bodies to train aspiring data scientists for potential internship positions.

Job Requirements:

• A Master's or Bachelor's Degree in Computer Science, Applied Mathematics, Statistics, Operations Research, Engineering, Data Science, Artificial Intelligence, Knowledge Engineering, or related quantitative disciplines. A PhD would be an added advantage.
• Preferably at least 1 year of hands-on experience in Generative AI solutioning, prompt engineering, machine learning modelling (regression, classification, time-series, deep learning, etc.), and optimisation.
• Experience in designing non-trivial data-related technical solutions and deploying them in an actual user setting.
• Experience in cloud computing and software development methodologies is an added advantage.

• Support the organisation’s transformation into a data-driven organisation by charting the strategic directions to design, develop and deliver Data and Analytics capabilities that includes:

1. Transform the team to deliver next-generation data and analytics capabilities that support rapid on-boarding of data sources, high-scalable architecture that empower both employees and data scientist to self-serve to a suite of data products, ranging from data-self-serve to analytics-as-a-service.
2. Develop organic Data Engineers for improved data management, to ingest data, design and architect data pipelines, data architectures for different data consumer groups.
3. Develop organic Data team to exploit all data to harness new insights and support better sense making capabilities.
4. Develop roadmaps to deliver cutting-edge sense making capabilities that harness all data types such as high velocity, structured, unstructured, images, videos, geo-location, signal, etc.
5. Drive data analytics and AI/ML models for big data analytics, and advance dashboarding for data and insights visualisation, including GIS and LLM/GenAI technology.
6. Guide new data-driven approaches for the purpose of generating operational insights that address operational challenges in a proactive manner.
7. Collaborations with partners and stakeholders to research in advance AI/ML model to solve complex and/or wicked problem statements beyond Data Science, when no readily available solution can be found in the market.
8. Proliferate and upskill Data Science competencies within organisation, including supporting relevant training to upskill data analysis/data science proficiency levels.

• Ensure timely delivery and implementation of the enterprise data and sense making projects that include data architectures (ingestion, storage, acquisition, validation), data exchanges, big data analytics platforms, user data and analytics systems.
• Lead strategic discussions with senior management and key stakeholders to ensure successful delivery of projects and capabilities.
• Act as the organisation’s Chief Data Officer and drive the following initiatives:

1. Work with governance units to ensure data security governance complies with the prevailing policies and addresses all matters relating to data governance and solutions required to ensure secured, timely and efficient delivery of data to the respective stakeholders.
2. Drive the management, use and sharing of data in a secure manner, and plug any gaps to comply with organisation guidelines.
3. Define the organisation’s data strategy, goals, polices and management of organisation’s data assets, and coordinate returns for organisation’s indices.
4. Raise the staff’s awareness on data policies, procedures and promote culture of data privacy and security.
5. Drive data analytics adoption within the organisation and promote data-driven business decisions.

• Work with users to identify appropriate Data Science solutions to better users’ current outcomes, bring new or additional value to their operations, and/or create new/transformative capabilities for the users, such as:

1. Lead users and diverse stakeholders to understand and identify users’ challenges and co-define problem statements where Data Science solutions can mitigate these challenges.
2. Work with users and multi-disciplinary technical/specialist teams to scope and formulate problem statements and identify the appropriate Data Science solutions to achieve the best outcomes to these problems.
3. Manage the proper resourcing of projects with the right people with the right competencies and expertise; influence and negotiate with stakeholders to secure the required resources
