Job description – Digital technologies and Artificial Intelligence (AI) in preventing and monitoring dengue and Covid-19: A comparative study of Singapore and other countries

Position: Research Assistant (Bachelor degree/Master level)
Contract: 4 months
Location: Singapore, CNRS@CREATE (NUS campus)

We are seeking a motivated Research Assistant (RA) to support a multidisciplinary project that investigates prevention strategies for dengue and Covid-19 in Singapore (https://www.cnrsatcreate.cnrs.fr/space/). The research emphasizes the transformative role of digital technologies and AI in public health management.

Tasks:

• Conduct literature reviews on the use of digital technologies and AI applications in public health, focusing on dengue and Covid-19 prevention, monitoring, and control.
• Assist with data collection through interviews with stakeholders (public health officials, tech developers, researchers) and through document analysis of government reports, policies, and relevant publications.
• Support comparative analysis of prevention strategies, focusing on digital technologies (mobile apps, AI, IoT, drones) used in different countries.
• Analyze secondary health data (e.g. dengue incidence rates, app usage statistics, etc.) and integrate qualitative findings from interviews.
• Assist in preparing academic manuscripts, policy briefs, and presentations.

Qualifications:

· Bachelor's or Master's degree in public health, geography, urban studies, data science, or a related field.

· Experience with qualitative research methods.

· Strong interest in digital technologies, AI, and public health in Asia.

· Proficiency in literature reviews, data analysis, and report writing.

· Excellent communication skills and the ability to work in a collaborative environment.

Preferred skills:

· Knowledge of health policies and urban public health challenges in Asia.

• Familiarity with research ethics, especially in relation to interviews or handling public health data
• Familiarity with Southeast Asian contexts, especially Singapore and neighboring countries.
• Proficiency in English, both written and spoken, is essential. Proficiency in additional languages spoken in Southeast Asia would be a plus, though not required.

· Ability to work independently with minimal supervision, effectively managing time, staying organized, and ensuring timely completion of tasks.

DESCARTES PROGRAM

The DesCartes programme is developing a hybrid AI, combining Learning, Knowledge and Reasoning, which has good properties (need for less resources and data, security, robustness, fairness, respect for privacy, ethics), and demonstrated on industrial applications of the smart city (digital energy, monitoring of structures, air traffic control).

The program brings together 80 permanent researchers (half from France, half from Singapore), with the support of large industrial groups (Thales SG, EDF SG, ESI group, CETIM Matcor, ARIA etc.).

The research will take place mainly in Singapore, at the premises of CNRS@CREATE, with a competitive salary and generous funding for missions.

WP7 focuses on the ways in which AI is embedded in, shaped by, and responds to societies and their diverse cultures, values, and environments. WP7 adopts an integrative contextualised approach and incorporates social & legal concerns on fairness & privacy in AI technology design to generate comprehensive and fresh human-centred frameworks and guidelines to ensure positive societal and cultural take-up and impact. WP7 aims to elaborate recommendations to promote creative & effective ways for communicating & collaborating about AI systems and increase AI literacy.

JOB DESCRIPTION

The Research Fellow will assist with primary legal research in a variety of legal fields associated with cutting edge Artificial Intelligence (AI) technology research, from innovation and intellectual property laws to data governance (including access to data, data commons, compliance with data protection laws). The Research Fellow will contribute to the development of best practice guidelines and governance systems and participate in research administrative tasks. Some supervision of junior research staff may be required.

Key Responsibilities:

· Assist in primary legal research on databases such as Lexis-Nexis, HeinOnline on areas of data governance and technology law such as data protection, data privacy, IP;

· Support in research collation;

· Prepare and develop summaries of research materials in legal fields related to AI (e.g. IP/IT, data protection), involving the drafting of written synthesis of regulatory primary materials, legal judgments, and secondary materials;

· Provide support in other project management and research administrative tasks;

· Some supervision of junior research staff may be required

· To communicate observations and findings to Descartes project as necessary.

EXPERIENCE & QUALIFICATIONS

· PhD in law in a relevant area of technology law and coupled with a good undergraduate law degree with experience in research, and/or experience in technology IP/IT law and data protection law, etc.

· Formal qualification in computer science or technology preferred

· Solid understanding of technology an advantage

· Strong communication and interpersonal skills

· Organised and meticulous

· Capable of following instructions meticulously

· Capable of working independently

Gross Monthly Salary Range (SGD): 6,900 to 9,000 (depending on suitability and experience).
