Role description:

We are seeking an experienced Outside Plant Project Engineer to join our team. The Engineer will be responsible to manage and support regional outside plant projects and diversions.

Job Description:

• Plan and schedule work sequences for construction operation
• To study tender / construction drawings, specifications and contracts to understand project requirements
• Liaise with consultants, client & main / sub-contractors and coordinate for site activities arrangement
• Perform site inspection and ensure that the work are carried out based on the project specification and construction drawing / final approved drawing from authorities

Job Requirements:

• Candidate must possesses Bachelor's Degree in Civil Engineering

Key Responsibilities:

• Project Planning & Scheduling: Develop, maintain, and update project schedules in coordination with project managers, engineers, and contractors. Ensure alignment with project scope, budget, and timelines.
• Resource Allocation & Optimization: Analyze resource requirements and manage resources efficiently to meet project demands. Identify potential bottlenecks and recommend adjustments as needed.
• Progress Tracking & Reporting: Monitor project progress against the schedule, track milestones, and prepare regular progress reports for stakeholders. Identify deviations and propose corrective actions to minimize delays.
• Risk Analysis: Conduct risk assessments and create contingency plans to address potential project disruptions or delays. Proactively communicate risks and implement solutions to keep projects on track.
• Stakeholder Communication: Act as a liaison between various project teams, clients, and management to ensure all parties are informed of project timelines, risks, and progress.
• Documentation & Compliance: Maintain accurate records, project schedules, and reports in line with company policies and industry standards. Ensure compliance with all relevant safety and regulatory requirements.

Qualifications:

• Education: Bachelor’s degree in Engineering, Construction Management, or a related field.
• Experience: At least 3-5 years of experience as a Planning Engineer or in a similar role within the construction or engineering industry.
• Technical Skills: Proficiency in project management software (e.g., Primavera P6, MS Project) and Microsoft Office Suite. Familiarity with CAD software is a plus.
• Analytical Skills: Strong ability to analyze complex project data, identify trends, and make data-driven decisions.
• Communication: Excellent verbal and written communication skills. Ability to work collaboratively with cross-functional teams.
• Attention to Detail: High level of accuracy in work, with the ability to multitask and manage multiple project schedules effectively.
• Problem-Solving: Demonstrated experience in identifying potential issues, analyzing risks, and implementing solutions promptly.

RESPONSIBILITIES

• Developing in-depth understanding of project scope and particulars i.e. timeframes, financials, outcomes, plan and manage team goals, project schedules and new information.
• Communicate with clients to identify and define project requirements, scope and objectives, regularly schedule and attend meetings between stakeholders, clients, employees and the Project Manager.
• Getting necessary approval (NCE, LTA Approval, NPark and Special Approvals) for the site teams, and special approvals like GTP, MPA and LPB clearances and request for, TPOM Officers coordination for standing supervision.
• Maintain records and renew any expired approvals/permits that are required (C&G NCE, Telecom, GTP, LPB LOAs).SP Officers coordination regarding the following schedule of works (ROA Schedules, Reinstatement) for Distribution Projects.
• Coordinating with LTA and NPark officers regarding the ROA queries raised by authorities, and get approval on time.
• Providing support to project managers and operation team when requested.
• Participate in project design meetings and propose improvements if necessary, and sharing relevant documentation and reports with project teams.
• Communicate with clients to identify and define project requirements, scope and objectives.
• Plan and manage team goals, project schedules and new information.
• Adhere to budget by monitoring expenses and implementing cost-saving measures.
• Supervise current projects and coordinate all team members to keep workflow on track.
• Regularly schedule and attend meetings between stakeholders, clients, employees and the Project Manager.
• Direct project correspondences by preparing and reviewing project proposals, meeting minutes and emails.
• Providing support to project managers and operation team when requested.
• Being point of contact for various working groups.
• Manage project-related paperwork by ensuring all necessary materials are current, properly filed and stored.
• Perform other duties or tasks as assigned by immediate supervisor or HOD.

• Degree in Civil Engineering recognized by Singapore Professional Engineers Board (PEB)
• Minimum 3 year of experience in constructions or civil engineering

1. To be involved in the development and control of Project Work Schedule, such as building works, M&E and Process Systems from concept design to construction/installation to testing and commissioning
2. To calculate/estimate the duration of each significant construction activity and the resource requirements
3. To prepare technical submissions for all tender submissions
4. To be involved in site planning, work schedule and monitoring site implementation progress
5. To handle any other ad-hoc duties and tasks assigned by superior or management

Requirements
1. Bachelor's Degree in Civil Engineering/Construction Management and/or Equivalent
2. Minimum of 5 years of related working experience in the Construction industry
