PURPOSE AND SCOPE

Lead the execution of projects to ensure completion of projects safely within budget, schedule and quality.

KEY ROLES AND RESPONSIBILITIES

• Responsible for EPC execution of new plants or expansion/upgrading/refurbishment of existing operating plants.
• To develop and maintain the project execution plan.
• To lead a owner’s project team to manage EPC contractors / vendors / suppliers until achieving PAC.
• Ensure projects are executed according to Sembcorp standards (e.g. project management procedures, QA/QC standard, HSSE standards, Engineering Standard, etc), agreed contractual schedule (e.g. ensuring Engineering, Procurement, Construction, Testing and Commissioning activities are executed based on schedule), contract specification and budget (e.g. minimising VOs claims)
• To work closely with O&M department for any tie-in to existing plant to avoid any unplanned plant shutdown
• To lead review of MSRA for PTW (Permit to Work) system
• Lead weekly, monthly progress meeting and update and report to Dept. head and management.
• Coordinate with O&M, Customers and EPC Contractor/Vendor for all Project execution and commissioning activities
• To ensure proper document control and project documents are ready for archival upon project completion
• To ensure all project documents (especially the As Built Documents) and as-built drawings are properly archived and handover
• To ensure all necessary licenses/permits required by Government Authorities are obtained before plant construction and after construction completion
• To continue to support O&M after plant handover and to close out any outstanding issues arising during the project execution phase.
• To close our project properly.

QUALIFICATIONS & EXPERIENCE

• Degree or Diploma in Engineering, Project Management or equivalent
• Min 10 yrs experience in project management, project execution in Power, Utilities, BESS & Renewable Energy or Water & Waste Water Treatment projects

SKILLS/COMPETENCIES & PREFERRED CHARACTERISTICS

• Good software knowledge and skills in MS Office, AutoCAD, Naviswork, Sketchup and MS Project
• Good understanding in International Codes and Standards such as ASME , API, IEEE, IEC, rules and regulations would be an advantage
• Good understanding of power, utilities, water, waste water treatment plant’s process
• Good analytical skill in analyzing project management issues and ability to resolve the issues quickly
• Strong interpersonal and communication skills
• Good team leader and ability to make quick and logical decisions.
• Ability to lead a multi-discipline project team
• Capable of motivating team members and external stakeholders
• Attended WSH courses for supervisor and obtained the certifications such as bizSAFE Level 3 Team leader or Team Member, Work At Heights, Confined Space, Lifting Work, Radiography Testing, Excavations Works, Hot Work & Work in a Hazardous Area
• Attended and obtained the WSQ Supervise Workplace Safety and Health in Process Plant [previously known as Oil / Petrochemical Industry Safety Course for Supervisor (OPISCS)] conducted by WDA-ATP or similar, equivalent external course.

The Assistant Project Manager is the Head of Project/ Engineering Section. He reports to the Senior Project/ Engineering Manager.

Responsibility:

• Leads the Project & Engineering team with work tasks
• Is responsible for project schedule plan
• Monitors engineering and production activities which include engineering documents, technical manuals, certification, FAT.
• Understands all work procedures and methods.
• Provide regular feedback and project status to HOD.
• Knowledgeably and capably demonstrates and works within and between teams.

• Manages outstanding issues and report to HOD.

• Recommends and implements quality procedures and work instructions.
• Monitors budget control and introduces project cost-saving measures.

12-15 years of IT industry experience.

Our client is a Japanese Power Asset Management company. They are actively looking for a Project Manager to join their team in Singapore.

The Responsibilities:

• The Project Manager will be responsible for providing necessary support to all the participated assets in the region, primarily in the EPC phase but also support during late development and commercial operating phase
• The role will include identifying best practices and ensuring continuous improvement in the design, procurement, construction,commissioning, and warrantee activities. Including leading and participating in required oversight and initiatives with the aim of ensuring the projects are implemented to a high standard through the lifetime of a project from Financial Close to end of service
• Assigned work includes supporting / overseeing the project implementation teams ensuring technical and commercial compliance to the requirements of the company requirements,budgets, contracts, environmental and safety
• To recognize a strong H&S culture,including the ability to provide exemplary H&S leadership and drive continuous improvement
• Weekly regular travel is expected within the Asia region; occasional travel is expected worldwide
• The Project Manager may be called upon to fill a project company management position until the permanent employee is hired or assigned. This requirement may require extended periods of time away from home in various Asian nations

The Requirements:

Education and Experience

• Electrical, Civil MSc/ BSc degree or equivalent work experience
• At least ten years’ experience of thermal Power Plants through design, construction, commissioning, and operations
• Experience in thermal power plants, e.g. coal fired, gas CCGT, geothermal, waste to Energy.
• Experience in implementing and leading safety
• At least five years’ experience in line management

Knowledge and Expertise

• Substantial knowledge of engineering practices, functions and processes involved in the design and construction of Power Plants with a strong focus on achieving high levels of integrity of production processes
• Ability to work across power technologies, including thermal gas,solar, renewables
• HSE leader, comprehensive understanding of H&S Culture and application of safety and best practices in the design review and process safety reviews
• Ability to development, measure, maintain and evaluable constructions schedules, experience with Primavera is beneficial
• Good leadership skills proven in a multicultural environment
• Knowledge of typical legislation associated with Power Plants
• The ability to communicate effectively in English to be able to liaise effectively with English-speaking stakeholders
• Knowledge of risk management techniques
• Knowledge of commercial processes and budgeting experience
• With technical and business/financial acumen gained through mix of education and work
