Job purpose:

• The role is part of the Local Regulatory Reporting team ensuring that we meet all the local reporting requirements to various regulators in Singapore. That includes local statutory reporting for Singapore entities.
• To act as the key contact for the local financial reporting of the entities located in Singapore both internally and towards the regulators
• To closely liaise with local Finance team to both understand the financials and update the local team of any developments and issues arising from own area of responsibility
• To actively work on and drive Finance-related projects and to coordinate efforts within the region on over-arching projects
• To assist the department in meeting its overall objectives and to contribute ideas to meet the requirements of the Finance Department
• To ensure regional data integrity of Finance data by defining and communicating accounts statics
• Any other GM-F related topics as assigned by the Head of Finance
• To be fit and proper and act with integrity in accordance with the Bank’s Code of Conduct

Key activities:

• Responsible for the quality, quantity and timeliness of all Local Regulatory and Statutory Reporting for the Singapore entities
• To provide accounting related advice and support to the business units through the diagnosis of financial issues and the proposal of solutions
• Act as the main contact for the entities under own responsibility for monthly reporting, liaison with MAS, internal and external auditors and other departments where appropriate.
• Performing regular analysis of movements within the entities under responsibility
• Regional coordinator for local reporting application and report writing tool; constantly enhancing reporting functionalities by using and proactively drive upgrading of existing application
• To prepare and coordinate daily monitoring of various regulatory limits and ratios
• Work closely with other areas of the department to provide additional ad hoc reports
• Take active role in departmental projects as they arise
• Key to performing this role is an ability to work both independently to meet the local reporting deadlines and alongside team members to meet the additional responsibilities. Further, good communication skills are required, both verbal and written, for interaction with key stakeholders such as MAS, ACRA, internal and external auditors and other departments
• To ensure that global policies and local regulations are adhered to at all times and are kept up to date with any developments in the business

Formal education:

Degree Holder (or equivalent)

Specialist knowledge (work experience, further qualification):

• Experience in Accounting and Finance
• Knowledge of IFRS and SFRS. Knowledge of German GAAP HGB (preferred)
• Attention to detail and accuracy
• Good analytical skills
• Good communication skills both written and verbal
• Process orientated with ability to analyse and recommend / drive improvements
• Service orientated to key clients and stakeholders
• Able to work with minimum supervision and under time pressure with tight deadlines
• Proficient in MS Office applications, SSRS and SAP knowledge beneficial
• Proficient in MAS reporting requirements for holders of various kinds of banking licences (Preferred)
• Familiarity with Axiom Controller View (ACV) (preferred)

As a Payroll Business Partner, you’ll be responsible for:

Project & Delivery

• End-to-end processing of weekly, fortnightly and monthly client pay runs in accordance with instructions, agreed expectations and best practice
• Provide excellent and proactive customer service in all dealings with your managed payroll clients and employees
• Perform full function payroll tasks including on-boarding, auditing, reconciliations, terminations, income deductions (EPF, SOCSO, EIS, CPF, amongst others), reporting obligations.

Data

• Ensure all data is managed with the strictest security, following EH’s internal data handling and security policies.
• Ensure the data in our business management systems is accurate and current, updating as required within the prescribed cadence.

Account Management

• Build and develop relationships with clients to ensure trust as an outsourced partner
• Liaising with clients on the phone, via email and at times, in person

Collaboration & Communication:

• Foster a collaborative environment by promoting open communication and knowledge sharing among team members and cross-functional teams.
• Facilitate regular meetings and discussions to ensure alignment on project objectives, priorities, and milestones.

What you will bring:

• Payroll, accounting, finance or data entry experience of 1-4 years in an outsourced environment
• Malaysia and Singapore Payroll experience
• Excellent communication and interpersonal skills
• High level of written and verbal communication including stakeholder engagement and stakeholder management (internal and external)

• Analysis and validation of payroll processing results using technology through reports and macros for all country scope
• Complete post payroll audits and reporting, prepare metrics and track errors using technology and reporting tools
• Review of current payroll processes to identify areas of process improvements, standardization and mitigating risks.
• Establish payroll processes that is aligned to company’s policies, procedures, and guideline.
• Documentation of payroll processes and procedures as well as creating process maps and payroll training manuals
• Oversees payroll projects or change request, monitors status and reports the same to leaders/stakeholders.
• Interprets pay policies, (e.g., holiday worked, overtime, calculation basis for deductions, government regulations, withholding exemptions, etc.) and ensures appropriate amounts/deductions are calculated and applied to the various accounts correctly
• Maintenance of payroll systems and tools ensuring that it correctly computes and record time, process earnings, employee benefits, special deductions, mandated benefits, taxes, garnishments, and other items that affect net pay and/or company liability
• Review manual checks and pay related adjustments processed in the payroll system
• Verifies compliance with government payroll requirements; stays current with changes in the law
• Oversee payroll system testing for version upgrades and legislative updates
• Oversees internal or external audits, and other related documentation (compliance) required by government agencies
• Root cause analysis including constructive and preventative actions (CAPA)
• Ensure all payroll related data are handled in accordance with the company’s guideline for confidential data handing process.

Preferred Qualifications:

• Diploma or bachelor’s degree in Accounting, Human Resources or relevant field or equivalent experience of 5 or more years of
• APAC payroll experience as a Payroll Analyst or Consultant for a large multi-country employer plus 3 or more years of experience in project management as part of the project team
• With relevant certification or experience in multi-country payrolls, project management is a plus
• Has above average and updated knowledge in APAC payroll statutory and regulations as well as adept in Philippines timekeeping.
• Has exposures to different payroll and timekeeping system like ADP Globalview, Streamline and eTime.
• Exposure on knowledge transfer activity such as transition planning, documentation of process, desktop procedure, payroll checklist, etc.
• Ability to prioritize, organize and coordinate multiple projects to timely completion, and manage many detailed tasks.
• Must be comfortable working in a fast paced, hands-on, growth-oriented work environment with tight timeline.
• Meticulous with strong analytical, organization and planning skills, extreme attention to detail and a self-directed individual
• Ability to work independently, with positive attitude, flexible, and a willingness to learn new things
• Able to maintain good working relationship with payroll vendor and stakeholders
• Advanced Excel level, proficient with all other Office applications
• Good in verbal and written communication skills with customer service and excellent interpersonal skills
