National Gallery Singapore is a leading visual arts institution which oversees the worlds largest public collection of Singapore and Southeast Asian modern art. Situated at the birthplace of modern Singapore, in the heart of the Civic District, the Gallery is housed in two national monuments - City Hall and former Supreme Court - that have been beautifully restored and transformed into this exciting 64,000 square metre venue. Reflecting Singapores unique heritage and geographical location, the Gallery aims to be a progressive museum that creates dialogues between the art of Singapore, Southeast Asia and the world to foster and inspire a creative and inclusive society. The Gallery also works with international museums such as Centre Pompidou, Muse d'Orsay, Tate Britain, National Museum of Modern Art, Tokyo (MOMAT) and National Museum of Modern and Contemporary Art, Korea (MMCA), to jointly present Southeast Asian art in the global context, positioning Singapore as a key node in the global visual arts scene.
In 2020, the Gallery was the only museum in Southeast Asia that received a ranking in The Art Newspapers annual global survey of attendance at art museums, taking 20th place. In 2018, the Gallery was also the first museum in Asia to receive the Children in Museums Award by the European Museum Academy and Hands On! International Association of Children in Museums. It also won the awards for Best Theme Attraction at TTG Travel Awards 2017, Best Attraction Experience, Breakthrough Contribution to Tourism and Best Customer Service (Attractions) at the prestigious Singapore Tourism Awards in 2016 for its role in adding to the vibrancy of Singapores tourism landscape.

RESPONSIBILITIES
Reporting to Senior Director (Museum Planning & Audience Engagement), the Deputy Director (Museum Planning & Research) will play a key role in the review, development and coordination of the Gallerys strategies and plans, supporting senior management to drive strategic transformation and performance optimisation across the Gallery, with adherence to governance standards, to bring the Gallerys standing to the next level, and to ensure alignment between key initiatives, desired outcomes and the Gallerys vision.
The ideal candidate will possess a strong analytical mindset, strategic thinking, and the ability to collaborate effectively with diverse teams and stakeholders.
Roles & Responsibilities
Strategic & Corporate Planning:
- Develop and coordinate the Gallerys strategic planning process and reviews with management and Board, updating strategic plans in response to evolving organisational needs and external factors
- Monitor industry trends and competitive landscapes to inform strategic decision-making.
- Work with Gallerys Research team to support informed decision-making and strategy formulation through market research and analysis, to identify trends, opportunities, and risks that may impact the organisations strategic direction.
- Translate and communicate the Gallerys strategy across functions and business units, aligning processes, resource-planning and department goals with overall strategy, and driving organisational change and synergies
- Collaborate closely with the Visual Arts Cluster leadership and engage other key stakeholders (internal and external) to gather input on planning initiatives and align the Gallerys strategies and action plans within the broader context of the arts and culture ecosystem.
Enterprise Risk Management:
- Coordinate a periodic comprehensive review of the Gallerys enterprise risk management framework and regular risk assessments to identify potential threats and opportunities that may impact the achievement of strategic objectives and report risk movements
- Effectively communicate risk considerations to key stakeholders, ensuring a shared understanding of potential impacts on strategic outcomes.
- Collaborate with senior management and department heads to develop and implement risk mitigation strategies and action plans aligned with strategic goals
- Integrate risk management considerations into the formulation and implementation of the strategic planning process, ensuring that organisational objectives are aligned with a comprehensive understanding of potential and inter-related risks
- Continuously monitor progress and make necessary adjustments to corporate plans to attain organisational success
Corporate Governance & Board Secretariat Oversight:
- Maintain transparency, accountability, and ethical practices of the organisation's activities with high governance and regulatory standards
- Centralise corporate governance functions across the Gallery to deliver high standards and consistent practices in secretariat functions, ensuring effective communication between the Board and executive leadership
- Collaborate with the Board to assess its effectiveness and implement strategies to enhance the efficiency of board meetings, decision-making processes and overall governance structure
- Proactively monitor and stay informed about industry trends and governance advancements within the non-profit sector
- Evaluate the applicability of new governance practices and technologies to enhance the effectiveness of board functions
Social Impact, Performance Tracking and Management:
- Collaborate with key stakeholders to define and enhance the Gallerys social impact strategy, driving the integration of social impact considerations into strategic planning processes.
- Collaborate closely with the in-house research team to align social impact metrics with the organisation's strategic objectives and mission.
- Establish and oversee systems for tracking the Gallerys overall performance against key performance and social impact indicators, and collaborate with internal teams to deliver C-Suite dashboard analysis to drive data-driven decision-making
- Prepare performance and risk management reporting to management and board, analysing performance data to identify trends, opportunities, and areas for improvement for impact and organisational effectiveness
- Develop and support the implementation of knowledge management systems that capture insights and facilitate learning initiatives to disseminate best practices and enhance the organisation's impact over time.
Strategic Legal Oversight:
- Collaborate with in-house Legal counsel to provide legal guidance and support to all departments within the Gallery, and to ensure legal compliance in all organisational activities.
- Maintain open lines of communication with Legal team to stay informed about ongoing legal matters, regulatory changes, and potential risks.
- Stay abreast of legal developments relevant to the organisation's operations.
- Work closely with internal stakeholders to ensure legal considerations are integrated into strategic planning and decision making to safeguard the organisations mission and reputation
- Advocate for ethical conduct with the organization, ensuring that legal and ethical standards are upheld in all activities
QUALIFICATIONS
- Degree in Museum Studies, Arts Administration or a related field.
- Minimum of 10 years of relevant work experience
- Experience in arts and cultural administration, including proficiency in cultural and public policy matters, with demonstrated expertise in strategic and corporate planning.
- Prior experience working within a non-profit organisation is highly desirable.
- A nuanced understanding of the arts ecosystem, particularly within the context of Singapore and international cultural landscapes, is preferred.
- Excellent people management skills with a demonstrated ability to lead and inspire teams. Strong communication and interpersonal skills, fostering collaboration and effective communication within and beyond the organisation.
- Display a strong commitment to the continuous professional development of staff members. A track record of fostering a culture of learning and growth within the organisation.
- Proficient in strategic thinking and adept at translating abstract concepts into actionable plans, with a proven track record of contributing to the development and execution of strategic initiatives that align with organisational goals.
- Sound understanding of legal and governance principles pertinent to non-profit organisations, and familiar with regulations and compliance requirements specific to charities.
