• Lead the preparation of financial templates for Annual Operating Plan and Mid-Term Plan. Take initiatives in harmonising the templates and streamlining current ways-of-working to increase the efficiency of financial consolidation process.
• Support the development of Annual Operating Plan and Mid-Term Plan for SBFAP Group by collaborating closely with assigned BUs.
• Proactively lead and create new initiatives relating to routine tasks so as to enhance the efficiency of the current processes.
• Involve in the preparation of adhoc reports/analysis for senior management and any other assigned projects (if any).

Job Responsibilities:

1. Full process oversight and management of project team

2. Maintains project schedule by monitoring project progress and coordinating activities.

3. Prepares project status reports by collecting, analysing, summarizing information and trends, highlight quality issues and anticipated problems.

11. Substantial involvement during Technical Due Diligence and Layout process, to ensure base build standards are fully considered, develop estimates and initial budget and secure necessary approvals

12. Substantial involvement during the Design process to ensure design intent and construction design meets all general standards and budget guardrails, as well as tender pack is 100% complete before bidding commencement

13. Substantial involvement during Construction and Staging to ensure construction quality meets standards, the approved construction design and complies with all permitting requirements as well as works completion per approved program

14. Manages the handover in line with the Product Quality Score card, Documentation requirements and snag completion within 30 days post-handover

15. Generate and continuously maintain reporting data for respective projects, reporting to upper management as necessary

16. Must be willing and able to travel to oversee the projects at the various stages

Job Requirements:

1. Minimum Qualifications: Diploma in Interior Architectural, Mechanical Engineering, Interior Design or others relevant qualifications/experience.

2. 2-4+ years of experience of all phases of the development process from schematic design and construction management

3. Strong communication skills, with the ability to work with external clients and provide professional advisory

4. Be familiar with construction industry best practices, building codes

5. Be a self-starter, with the ability to work independently in a fast-paced environment

6. Experience in retail and commercial construction/development is preferable with contract values $2M+

Job Responsibility

1. Perform project cost estimation, preparation of technical/commercial proposal and all required bidding documentation for tender submission.
2. Coordinate with relevant disciplines such as sales, engineering design, procurement/vendors, QA/QC, HSE, project execution team, logistics, training, general affair, and business units to ensure accurate and timely submissions of tenders.
3. Create cost estimations by analyzing the labour, material, and time requirements identified by studying and gathering proposals, blueprints, specifications, and related documents to ensure competitiveness.
4. Evaluate bid documents and create technical/commercial qualification to identify factors that may influence costs.
5. Complete all bidding documentation (commercial & technical package for proposal compilation) and follow up after submission to secure the project and achieve targeted revenue.
6. Presents overall detailed prepared cost estimation for review by assembling and displaying numerical and descriptive information.
7. Coordinate with the Project Cost Control team in managing project expenditure to ensure project cost kept within budget job plans are archive within schedule.
8. Initiate, plan, analyze, project development, front ends, feasibility studies, and groundwork of new projects to evaluate its technical and commercial viability and see to the crystallization of these concepts and ensuring smooth running in the initial project implementation stages.
9. Prepare schedule, planning, and forecasting resources and other technical activities relating to the project, including outsource vendor management.
10. Organize project evaluation and completeness of supporting document for invoicing: Mobilization/Demobilization equipment, tools, materials, Project Completion Report and other project reporting
11. Coordinate, review, and clarify the functional requirements and design basis for the project to follow client technical specifications are incorporated.
12. Monitor the subcontractors, consultants, and vendors in a critical path to ensure timely completion, compliance with HSE & Quality standards, fully executing, and complying with his contracted scope of work.
13. Identify conflicts in construction progress and communicate them to the project team for resolution.
14. Maintain daily log (written) of activities on the job site, and lesson learn log.
15. Perform job progress and completion punch list identification and completion.
16. Preparation & Submission of Work pack (job Method Statement, job Hazard Analysis, Ventilation Plan) for client approval.
17. Coordinate with the material controller, logistic & site superintendent to manage and control equipment, material & tools.

Requirements

1. Possess at least a bachelor degree in engineering, mechanical or industrial background is preferred.
2. Prefer 2 years of relevent working experience in tender, proposal, estimation and contract in oil & gas industry. Those without relevant experience and willing to learn is welcome to apply.
3. Willing to work either desk job at the office as well at the project site
4. Able to develop and evaluate scheduling of a project, particularly in creating S-Curve.
5. Has good computer skills, experience, and excellent knowledge in operating PC based applications, in particular MS Word, MS Excel, Microsoft Word, PowerPoint, and Microsoft Project & P6.
6. Able to read and interpret mechanical drawing (P&ID, PEFS, ISO). Has experience in making a mechanical drawing using AUTOCAD or equivalent is preferable.
7. Able to work under demanding condition during plant shutdown/turn arounds or project
