·       Leverage on technology and digital tools to optimise and enhance HR functions. This includes fostering a tech-focused and pro-digitalisation culture in the HR team.
 

·       Use data and analytics across a range of HR functions to generate insights for business intelligence and foresights for planning purposes.
 

·       Promote teamwork and team learning of HR staff for greater effectiveness and productivity of HR work.

a)       Network Development and Growth (include Partners and stakeholders)

• Drive the process of developing strategies and initiatives to help the CDCs achieve its mission and objectives.

c)       Office of the Mayors (Foreign delegations/International Relations/Overseas meetings/forums)

• Assist in the Office of Mayors-International Relations related matters and work closely with Ministry of Foreign Affairs/Government agencies and overseas counterparts on trips and bilateral meetings/courtesy calls.

d)      Common Based Programmes

• Spearhead and lead national schemes that cut across five CDCs. Review and monitor common based programmes across CDCs to ensure the effective use of resources.
• Draft papers/reports and prepare/make presentations to highlight and profile CDC work as assigned by SD.

e)       Social Innovation and Community Development

• Develop and incubate innovative programmes to meet emerging and existing, and increasingly complex needs.

f)       Secretariat (meetings and parliamentary matters)

• Handle the corporate and administration functions of CPD which includes secretariat and staffing duties for meetings co-ordinated by and involving CPD; for programmes and projects and media matters involving all CDCs.
• Assist to design and facilitate Mayors and CPD/CDCs workplan/ workshops, and in the development of the overall CDCs’ strategies so as to align to CDC’s mission and PA’s objectives.

Other duties

• Task Forces/Committees as required.
• Perform any other duties as assigned by Senior Officers.

Experience

At least five years in a supervisory role and relevant working experience in developing new and strengthen existing networks to promote the work of the CDCs

Corporate Planning

• Supports Assistant Dean (Planning & Knowledge Management) in carrying out corporate and strategic planning efforts of the Institute
• Supports Assistant Dean (Planning & Knowledge Management) in the planning, organising, tracking and reporting of the Institute’s Workplan, Mid-Year Review and deliverables in accordance with the Institute’s Annual Planning Cycle
• Supports Assistant Dean (Planning & Knowledge Management) in tracking, managing and coordinating of the agenda and follow-ups from meetings, e.g. Senior Management Meetings (SMM), NACLI’s Monthly Meeting with GD and NACLI’s Monthly Meeting with CED
• Supports Assistant Dean (Planning & Knowledge Management) in the tracking of departments’ budgeting and expenses, to ensure that resources are allocated effectively to support the department's priorities
• Provides secretariat support to NACLI meetings, such as coordinating and organising meetings and follow-ups after the meetings etc
• Coordinates department meetings, workplan discussions and department retreats, as well as follow-ups from these sessions

Knowledge Management

• Supports Assistant Dean (Planning & Knowledge Management) in managing the Institute's knowledge management system and ensure that staff have access to the information and resources they need
• Manages the NACLI’s training modules repository masterlist
• Manages the training resources (both physical and online) such as online tools, research papers, best practices, case studies, photos and videos for development and review of training modules
• Manages the NACLI resource library and its contents to ensure availability of relevant and updated training references and materials
• Proposes improvements to better manage or organise knowledge and repository resource materials within the Institute

Development of PA Knowledge

• Supports Assistant Dean (Planning & Knowledge Management) in the coordination and management of PA knowledge and works closely with PA knowledge owner divisions in the documentation of knowledge manuals
• Provides support to the PA Knowledge Management Workgroup and to work with PA stakeholders on the follow-up actions and future plans

Tracking of Training Progress, Participation and Effectiveness

• Oversees the consolidation of training evaluation data and preparation of draft training evaluation report
• Supports the department in implementing measurement system(s) and processes to evaluate the effectiveness of NACLI training programmes

PA Grassroots Heritate Gallery @NACLI

• Supports Assistant Dean (Planning & Knowledge Management) in the development and operations of the Grassroots Heritage Gallery
• Supports Assistant Dean (Planning & Knowledge Management) to formulate and implement plans to ensure regular flow of visitors to the Gallery

Relationship Management

• Supports Assistant Dean (Planning & Knowledge Management) in the managing of stakeholder networks (e.g. NACLI Adjunct Faculty members)
• Supports Assistant Dean (Planning & Knowledge Management) in the recruitment and engagement of NACLI Adjunct Faculty, and monitors engagement and effectiveness of their contributions

Accreditation Compliance

• Supports Assistant Dean (Planning & Knowledge Management) in ensuring the Institute’s ongoing compliance with SkillsFuture Singapore (SSG) accreditation requirements and standards as a Registered Training Provider (RTP)
• Coordinates with relevant departments to ensure all training programmes and processes meet accreditation standards
• Conducts periodic reviews to ensure adherence to accreditation standards
• Stay current on accreditation criteria and regulations, and update internal processes accordingly
• Maintains accurate records of all relevant documentation

Corporate Visits and Projects

• Supports Assistant Dean (Planning & Knowledge Management) in the planning, coordination and execution of talks and dialogues, and visits by corporate groups, foreign or local delegations

Budget and Procurement

• Manages the procurement process from preparing specifications for GeBIZ ITQs/ITTs, awarding of contracts in liaison with NACLI’s Training Operations Department, to monitoring and tracking of department’s budget utilisation

Other Duties

Other duties assigned by the Institute, including:

• Representing NACLI at official meetings / events
• Representing NACLI in working committees (internal & external)
• Other duties as assigned by senior officers
   

What we are looking for:

Requirements:

• Minimum - 3 years’ of work experience in managerial capacity
• Desired - 1 year of related work experience in organisational learning and development, knowledge management and/or corporate planning, and significant involvement in collaborative projects with internal / external partners
