Business Compliance is a team within Singapore Country Manager’s office that manages initiatives in support of priorities set forth by the local regulations. We are seeking an individual with Structural technical experience for the position of Structural Project Engineer at Fortis Construction Pte. The candidate will be accountable for ensuring the work required such as submittals, RFI’s, coordination drawings, updating documents, etc are complete, ready and approved for the steel subcontractors to perform their scope of work in the strictest of compliance to the contract documents.  This role is focused on managing the structural subcontractor field operations and installation details for a large complex data center project, having stringent technical requirements.  

It is expected that the candidate will be a very detail-oriented individual with previous experience working as a structural project engineer on data center projects and/or other complex technical projects.  There will be a significant amount of “hands-on” work coordinating approved design documents and ensuring installed work in the field complies with such documents.  The candidate must have robust Emotional Quotient (EQ) skills and be able to relate to and communicate with the client, the Fortis Construction Pte. Responsibilities:

• Represent Fortis Construction Pte. Ltd. in the utmost professional manner while constantly embracing honesty, integrity, and truth

• Liaise with the structural engineering consultant, supervisory engineers, inspectors and relevant staff

• Ensure that Structural Subcontractors adhere to relevant Quality documentation/records
• Assist in the testing and commissioning of Structural equipment

Key responsibilities:

Marketing Offers and Production Strategy

• Main receiver of information from HQ sharing about the new projects and products.
• In close relation with HQ packaging development teams and collaborates with Singapore regional demand management team on the production strategy to meet commercial targets from markets.
• Supervises and tracks item processes in systems such as item code creation, bill of materials, item status and parameters, pricing, etc.

Components

• Place orders for components to suppliers considering the different aspects of replenishment, receiving, consumption and stock.
• Closely coordinate with the Singapore shipping team, HQ Customer Service, and suppliers on the ordering and shipment of components to the production facility in Singapore.

Assembly Plans

• Manage the assembly work orders with the Singapore production team (3PL) from a full-service perspective including service level, stock level and transportation.
• Participate, collaborate, and arbitrate the assembly activities with the supply and distribution planning teams.

Service and Stock

• Follow the execution of the overall process and raise alerts when delays or issues are identified.
• Work closely with quality team to feedback, follow up, and tackle the quality issues on components and finished goods.
• Analyze inventory usage, blockage, and scrap. Recommends appropriate actions to increase inventory turnover that would support inventory level objectives.

Responsibilities:

• In conjunction with the MEP Manager and Preconstruction Managers, develop the complete scope of work for assigned trades and ensure that all scope gaps are assigned appropriately
• Assist in the development and maintenance of the MEP scope delineation matrix
• Actively participate in the preconstruction process and subcontractor budgeting progress
• Understand manpower requirements and subcontractor installation units being used to develop pricing
• In conjunction with the subcontractors, develop a monthly cost spend projection for the duration of the project and update monthly to accuracy rates of +/- 5%. Accuracy judged on a quarterly and monthly timetable

• Ensure that managed subcontractor's work is coordinated through design, preconstruction, shop-drawing production, field installation, testing, startup, and commissioning 
• Work with subcontractors to develop and maintain internal schedules and ensure that all proper elements are tracked on a weekly basis
• In conjunction with the OFCI, QAQC and Commissioning managers, develop OFCI equipment delivery sequences, installation procedures, QAQC checklists, startup and commissioning procedures
• Actively participate in all 5 levels of commissioning:
  • Level 1 - Attend select Factory Witness Testing
  • Level 2 - Ensure subcontractor development of equipment receipt and installation procedures.
