The Facilities Management team is responsible for ensuring that our buildings and facilities support the empowerment and inclusion of our users. To this end, the team ensures that our building and facilities are accessible, safe and in working order, while also ensuring that the needs of our occupants are met.

The Senior/Executive (Facilities Management) will be responsible for ensuring smooth daily operations, maintenance and upkeep of the RC’s estate and facilities, through regular building and M&E inspections, compliance to authorities’ requirements and management of service subcontractors to effectively achieve the highest standard. The postholder will also ensure that all facilities maintenance issues and emergencies are attended to promptly and rectified with minimal inconvenience and disruption. The postholder will work closely with vendors/contractors such as security force, cafeteria and transport services.

Critical Work Functions

Implementation of safety policies and initiatives to ensure a conducive and Safe Environment for Users

• Develop and implement preventive/corrective maintenance programs for M&E installations
• Develop and implement fire emergency plan, fire safety audit, maintenance plan for security surveillance systems and carpark facilities to achieve highest standard of safety and security
• Requisite safety and security equipment and parts
• Follow up and investigate incidents or complaints relating to fire safety and security in RC campuses and properties

Liaison with subcontractors and vendors

• Follow through the tender, evaluation and recommendation of service or term contracts, as well as its administration and management to ensure works are carried out in accordance to planned schedules, budget and approved specifications.
• Conduct general inspection to identify services for rectification and oversee sub-contractors’ performance in accordance with contractual work scope and timeline of completion
• Regularly coordinate and escort the external vendors to carry out regular maintenance and fixing services accordingly to schedule or as needed
• Plan the transportation deployment of the school vehicles; and ensure maintenance and upkeep of the school vehicles.

• Remain up to date and compliant with all relevant legislation, organizational procedures and policies
• Cultivate a high performance team culture through promotion of learning and development and regular feedback on performance

Job Holder Requirements

• Diploma in Facility Management/Building Services/M&E
• Entry level to experience
• This position requires work to be performed on-site.
• Postholder must expect to be on-call and available in emergency situations to respond to facility issues during off-hours (e.g. fire alarm, power outage, security alarm, etc.).

Job Responsibilities:

· Manage the daily operations of assigned facilities, including maintenance, security janitorial services and office systems.

· Manage facility budgets, ensuring that expenses are within budgetary parameters and track capital expenditures

· Oversee the planning and execution of improvement projects, including renovations and equipment upgrades

· Negotiate and manage vendor contracts, ensuring that all work meets quality and safety standards

· Administer the maintenance data and records for management report

· Develop and maintain positive relationships with internal stakeholders and external partners

Job Requirements:

· Degree/Diploma in Engineering/Technical or related field

· At least 3 years of working experience in facilities management

· Self-starter, good interpersonal and communication skills with a positive mindset

· Strong project management skills with the ability to prioritize and manage multiple sites/projects simultaneously

· Excellent analytical and problem-solving skills with the ability to make decisions and develop creative solutions to complex problems
