Your role

Our major Oil & Energy Client is urgently looking for an Assistant Maintenance Engineer who will report to the Maintenance Team Lead and assist the Maintenance Engineer on the day-to-day maintenance execution activities. You will execute the planned scheduled maintenance work with high expectations on safety and quality with the residential contractors.

You will work closely with operation personnel, OMC and multi-disciplines Engineers, Planner, Scheduler, and Contractors on the plant related issues with compliance to Maintenance Engineering (ME) process, work on a holistic execution plans and timely feedback on the status to the various stakeholders.

Moreover, you will need to resolve the field execution related conflicts with various disciplines work parties and contractors. You will supervise the contractors’ work quality and safety to meeting site Quality and HSSE requirements for the various stages from planning, preparations, job executions and GSAP close out. You will provide nightshift support and execution on the plant shutdown work for the planned (PITSTOP) and unplanned (Ad-hoc Emergency) manner when required to ensure plant reliability and availability of the process equipment and meeting the business plans.

You will work closely with various disciplines on deliverables of the execution plan and safe work executions on the maintenance activities with goal zero mindset and with superior work quality delivered. You will be responsible for planning and execution of minor MOC project with high deliverable on safety, quality and compliance to company policy and carrying out minor equipment troubleshooting on the process related equipment.

In addition, you will be responsible for streamlining the work processes and actively looking out for continue improvement opportunities in running the maintenance and shutdown activities with optimum cost saving, safety, and quality.

ROLE AND RESPONSIBILITIES

OVERALL ROLE

The assistant facilities engineer will provide assistance to the Facilities Manager in the operational activities in technical services, maintenance and operations, vendor management, finance, contracts and procurement, project management and occupancy services.

MAJOR RESPONSIBILITIES

• Primary responsibility is to assist in managing facility services that includes but not limited to HVAC systems maintenance, building & facility maintenance, Fire and Life safety Systems, as well, JLL subcontractor management programs in a best practice environment by ensuring all service activities and documentation is complaint with good documentation practices (GDP), quality compliance requirements, and applicable standard operating procedures.

• Assist the FM in meeting or exceeding site key performance indicators (KPIs); monitor service level to identify potential off track areas and plan corrective actions accordingly.
• Assist in the day to day facility operations including but not limited to maintenance, repair, and project management support.
• Works with site team to inspect building and equipment to ensure suppliers are meeting contractual agreements
• Assists in the completion of the facilities operation’s audits and assessments.
• Assists planner/scheduler to monitor, review, prioritize and determine activities required for completion of a work order (WO) and works with mechanics and technicians to insure complex work orders are planned and executed on time.
• Recommend continuous quality improvement practices and look for business efficiencies.
• Support Business Continuity Planning activities and participate as a key team member in responses to emergency situations.
• Ensure client satisfaction with delivery of facility management services and provide support in monitoring and increasing customer satisfaction.

Ideal Experience

We are inviting applicants for the position of Shift Charge / Assistant Shift Charge Engineers, who shall report to Head of Operations and is in-charge of supervision of the power station operations during shift duty to ensure safe, efficient operations and effective resolution of operation technical matters. The Assistant Shift Charge Engineer shall support Head, Operations and assume the following:

Responsibilities:

• Manage and oversee the operation of the Power Plant in accordance to regulatory requirements and the Singapore Electricity Market Rules.
• Ensure full compliance for environmental, health and safety in plant operations.
• Prepare the monthly operations duty shift roster for the Operations Department. Organise the activities on shifts and allocates duties and responsibilities of Technical Officers.
• Provide Technical Support for staff in relation to plant and equipment being operated at the power station to ensure continuous operation of the plant
• Identify areas of operational concerns and any impacts or conflicts to ensure safe and efficient plant operations.
• Monitor day to day progress and operations of the plant to ensure compliance with regulatory, statutory and company policies and procedures, housekeeping, safety practices and standards.
• Monitor operational shift targets to ensure attainment of overall capacity plans
• Ensure the availability of inputs (e.g. gas, diesel) for operational requirements for the shift
• Prepare technical reports on the condition and activities of the plant including incidents.
• Develop standard operation procedures and alarm responses to plant operation malfunction / abnormalies.

Requirements:

• Education in Engineering or equivalent
• Minimum 2 years’ of relevant experience in power plant operations
• Possession of a steam boiler engineer 2nd class certification would be an advantage
• Strong knowledge of engineering practices, functions and processes involved in the operation of a power station.

• Must be willing to perform 12-hour shift on rotation basis when plant is operational
