About the Role:

• Organise, co-ordinate and control the FMC team, sub-contractors appointed by the Client and visiting sub-contractors. Collate and manage all technical specifications, O&M documentation, drawings and compile all maintenance programs from all sub-contractor. Track and monitor the maintenance programs by using the appropriate software and spreadsheets;
• Manage emergency and ad-hoc repairs, breakdowns and trouble-shooting. Provide technical support and attendance where necessary and act as an Authorised Person. Manage and act as the co-ordination point between the various subcontractors and/or Vendors appointed by the Client;
• Consolidate and provide technical reports or findings to the Client;
• Oversee the management of the Permit to Work systems;
• Oversee the health and safety management. Ensure Permit-to-Work (PTW) is approved and proper submission of all risk assessment reports by all sub-contractors, including those appointed by the Client, before the works are executed, proper filing of the reports and implement inspection and spot checks to ensure compliance to risk assessment by the sub-contractors;
• Deputise as required for the Director;
• Works management such as preparing monthly progress reports, certification of work completed to the required standard, issue and control of variation orders, etc;
• Assist in the day to day ‘running’ of the Property;
• Carry out periodical and statutory inspections in an agreed format and manner with the Client and provision of management reports thereafter;
• Shall manage customer service related issues, ensure proper response and action items with customers (any tenants / Occupant / staff or members of public) are closed in a timely and professional manner;
• Also be responsible for the office management functions, office support services and administrative support to the client;and
• Any other work necessary for effective operations of the property or as directed by the client

About You:

• Minimally a Diploma in Facilities Management, Building Services or any other relevant discipline
• Has minimally 2 years of experience organizing, overseeing, and manage the FMC team, subcontractors, and maintenance programs using appropriate tools.
• Able to communicate well with internal and external stakeholders

The Job

Facilities Management (FM)

• Develop, implement, monitor and accountable for policies and procedures for maintaining the organization’s facilities and equipment.
• Coordinate and manage all facility-related projects and renovations including construction of new facilities. Ensure the safety and security of all facilities and equipment.
• Ensure the timely negotiation and renewal of facility-related contracts and government permits and licenses.
• Ensure compliance with all statutory regulations related to facilities and equipment, by driving and collaborating with stakeholders to implement and practice safety guidelines. To follow up on the audit findings and recommendations resulting from any regulatory authorities.
• Develop and lead in implementing and monitoring emergency management and in Business Continuity Plans (BCP) and in Enterprise Risk Management (ERM).

Bio-Medical Engineer (BME)

• Develop, implement, monitor and accountable for the efficient and effective management and routine preventive maintenance of medical equipment and devices of the various departments.
• Evaluate, select and recommend contractors/vendors to ensure optimal preventive maintenance of all medical equipment and devices, including its required annual budgeting
• Undertake any other duties as and when assigned.

The Person

• Diploma or Degree holder with minimum three (3) years of working experience in Facilities Management and/or Bio-Medical Engineering.
• Possess excellent technical knowledge and skills.
• Strong communication skills in engaging and managing user expectations.
• Strong understanding of managing facilities and bio-medical equipment.
• A problem solver, with hands-on approach to plan and execute well.
• Able to think and work independently, with minimal supervision.
• Meticulous in attending to incidents and ability to work with tight deadlines.
• Builds rapport within teams and able to contribute within a matrix organisation structure.

Responsibilities:

• Oversee organization’s office services, facility services & facility improvement initiatives
• Supervise & motivate office, facility and outsource in-house facility service teams to ensure daily office, facility and building operations are carried out seamlessly
• Formulate substantiable administrative and facility management strategies, policies and procedures to devise ways in streamlining work processes and reduce cost
• Manage change management and rollout facility optimization initiatives in the office layout and building facility
• Manage premises-based property protection insurance programmes and project bidding insurance programmes
• Manage admin and facilitybudgets and monitor relevant common and dept expensesto meet Company’s budget policy and guidelines
• Ensure strictly compliance on EHS and other stipulated statutory regulations for the running of building services and facility operations
• Manage tenant services related to office services, building services and facility maintenance
• Keep abreast on the latest cost-effective solutions and implement best practices on office, building maintenance and facility improvement projects
• Source and oversee office/facility contracts and supervise service providers for building services such as catering, cleaning & security services
• Plan and implement premises-wide facility maintenance programmes and improvement projects
• Implement corporate facility management improvement programmes in all country offices

Requirements:

• Degree in Facilities Management/Business Administration
• Minimum 8 years of relevant experience in facility management, office administration, or a related field
• Experience in a supervisory or managerial role is preferred, demonstrating leadership and team management capabilities
• Strong leadership and team management abilities
• Knowledge of facility management best practices and regulations
• Experience in budget management and cost control
• Ability to implement change and manage projects effectively
• Strong communication and interpersonal skills
• Preferably someone with some of these certifications - Certified Facility Manager (CFM), Facility Management Professional (FMP), Project Management Professional (PMP), Occupational Health and Safety certification
