Position: Facilities Lead Quality Surveyor
Location: North-East Region
Salary: Up to $4200

Job Description:

Cost Estimation and Budget Management:

• Prepare and submit accurate cost estimates to the Customer’s Superintending Officer for approval.
• Create financial projections and manage budgets to control expenditure for contractor works.
• Develop and certify monthly payment claims for Term Contracts, ensuring timely submission.

Contractor and Claims Management:

• Review and evaluate contractor claims, including Certificates of Payment (COP), to ensure compliance with contract terms and pricing.
• Finalize draft Final Accounts for Term Contracts and prepare Final Account submissions for the Customer.

Rate Verification and Tender Preparation:

• Verify “star rate items” submitted by contractors, ensuring they align with fair market prices before the work begins.
• Maintain records of star rates and quotation rates, and analyze them for future reference.
• Prepare tender documents and specifications.

Advisory and Communication:

• Provide guidance on contractual claims, disputes, and cost variations.
• Liaise with clients, contractors, and stakeholders on cost-related matters.

Job Requirement:

• MUST BE an Accredited or Registered member with the Singapore Institute of Surveyors and Valuers.
• Minimum of 5 years of relevant working experiences as a Quality Surveyor.
• Proficient in cost estimation software and tools.
• Knowledge of local standards, regulations, and practices in quantity surveying and facilities management.
• Excellent communication and negotiation skills to liaise effectively with clients, contractors, and stakeholders.
• Strong analytical and problem-solving skills, with attention to detail.
• Ability to work under pressure, manage multiple tasks, and meet deadlines.
