Reports to: Vice President, Global Product Delivery

Structure: Reporting directly to the Vice President, Global Product Delivery. In this role, the Director of Industrial Engineering and Facility will be responsible to lead the Industrial Engineering organisation for ASM (Asia and US) and the Facility team in Singapore plant.

The role requires strong technical, leadership, and problem-solving skills, as well as experience in industrial engineering and facility management in semiconductor industry.

Key Responsibilities

• Develop and implement optimal layout and facility plans, drives efficiency improvement projects to achieve operational excellence with Asia manufacturing leaders and achieve business objectives.
• Manage and develop a team of industrial engineers and facility engineers. Oversees contractors on-site on their deliverables and quality standards.
• Establish and track key performance indicators (KPIs) for teams and extended teams(contractors) to measure operational performance and progress to support business’s growth.
• Apply industrial engineering principles to optimize workflows, layout of existing and new manufacturing cleanrooms and Labs in Asia and US. Work closely with Manufacturing/ BU Engineering leaderships to ensure targets are met with most efficient cost and timeline.
• Identify areas for improvement and lead cross-functional teams to implement process enhancements.
• Stay up-to-date with industry best practices and deploy technologies to achieve desired outcome and in compliance with industry standards, regulatory requirements and company policies
• Assess and set up a structure for systemic approach, including facility variable control, documentations, to support daily and longer-term growth plans and changes.
• Supports new product manufacturing by meeting the facility and capacity requirements from pilot stage to volume ramp.
• Work with cross-functional team and drive operational excellence, ensuring project completion and ROI achievements.
• Communicate progress, results, and insights to senior leadership and stakeholders.
• Oversee building and cleanroom maintenance, repairs, and upgrades to ensure a safe and efficient working environment.
• To ensure EHS(environmental, health and safety) compliance, implement and enforce EHS policies, procedures, and regulations.
• To plan, execute, and manage facility-related capital projects, including budgeting and scheduling.
• To develop and manage facility-related annual budgets, ensuring cost-effective operations, including reviewing cost and scope of work of external contractors to align with strategic roadmap.
• Drive initiatives to improve facility operations, reduce costs, and enhance efficiency.
• Contribute towards Sustainability initiatives by maintaining facility in the most efficient manner in energy efficiency, utilize renewable energy and waste reduction. Lead sustainability projects with Corp EHS guidance to ensure ASM is on track to meet Net Zero by 2035.

Requirements

• Minimum a Bachelor’s degree or Master’s degree in Industrial engineering or related field.
• Strong Facility management knowledge and communication skills
• LEAN and Six Sigma knowledge/ certification
• Minimum 15 years of relevant experiences within semiconductor industry.
• Proven experience in managing both direct and indirect / matrix reporting teams.
• Ability to travel

Job Summary: The IT Operation and Maintenance Director is a senior leadership role responsible for overseeing, strategizing, and managing the operation, maintenance, and support of an organization's IT infrastructure, systems, and services. This position plays a pivotal role in ensuring the reliability, availability, and optimal performance of IT assets, while also providing leadership for the IT support functions. The IT Operation and Maintenance Director typically reports to the Chief Information Officer (CIO) or Chief Technology Officer (CTO).

Key Responsibilities:

1. Strategic Planning:Develop and implement long-term strategies for IT operation and maintenance that align with the organization's overall business objectives.
   Establish and manage budgets, resource allocation, and performance goals for IT operation and maintenance.
2. Operation and Maintenance:Oversee the daily operation, maintenance, and performance monitoring of IT systems, networks, data centers, and other infrastructure components.
   Ensure the highest level of system availability and performance while minimizing downtime and disruptions.

   Maintain accurate inventories, ensure compliance with licensing agreements, and optimize asset utilization.
6. Security and Compliance:Establish and enforce IT security policies, procedures, and best practices to safeguard data and systems.
   Ensure compliance with relevant industry regulations and standards, and manage security audits and assessments.
7. Disaster Recovery and Business Continuity:Develop and maintain robust disaster recovery and business continuity plans to protect against data loss and ensure the continuity of critical operations.
   Regularly test and update these plans to accommodate changes in the IT environment.
8. Vendor and Supplier Management:Manage relationships with IT vendors, service providers, and suppliers.
   Negotiate contracts and service-level agreements (SLAs), ensuring adherence to agreed-upon terms and high service quality.
9. Performance Monitoring:Implement comprehensive performance monitoring and reporting tools to proactively detect and address performance issues.
   Analyze performance metrics and recommend improvements to enhance system and network performance.
10. Documentation and Knowledge Sharing:

• Maintain accurate and up-to-date documentation of IT systems, configurations, and procedures.
• Develop operational manuals and encourage knowledge sharing within the team to enhance operational efficiency.

Requirements:

1. Education: A bachelor's degree in computer science, information technology, or a related field is typically required. A master's degree or relevant certifications (e.g., ITIL, CISSP) may be preferred.
2. Experience: A minimum of 10-15 years of experience in IT operations and maintenance, with at least 5-7 years in a leadership or directorial role, is typically required.
3. Technical Knowledge: Proficiency in IT infrastructure, network administration, system management, and security best practices. Familiarity with the organization's specific technology stack is a significant advantage.

Manager / Assistant Director, Buildings & Facilities Management Projects (Development & Estate Department) [NIE]

Assist Head of the Development & Estate Department in the facility planning, facility development, renovation and upgrading of campus buildings and facilities and improvement/ addition & alteration (A&A) works. He/ she will also assist in operation, maintenance (facilities management) of campus buildings, infrastructures, and facilities.

Responsibilities:

· Responsible for overseeing project completion within the allocated budget and ensuring the realization of design intents.

· Conduct thorough assessment to determine the user's requirements for the project, encompassing their needs, preferences, desired timeline for completion, and the available funding sources.

· Appoint and oversee a team of consultants to guide the project design process, including architects, engineers, and other professionals as required.

· Engage consultants to develop cost estimates and prepare necessary documentation for tender procurement.

· Manage the procurement process by soliciting and evaluating contractor bids, ultimately providing a recommendation for the contract award.

· Manage and process any changes to the project's scope or budget that may arise during construction.

· Monitor the progress of construction work on a regular basis to ensure the project stays on schedule and proactively identify any potential issues that may arise.

· Ensure that all safety regulatory requirements and guidelines are adhered to and are in accordance with the proper governing authorities including the safety regulators and government laws in executing the projects.

· Conducting regular on-site supervision to ensure the work is carried out safely and maintains a high level of quality.

· Oversee the administration of the construction contract, which entails managing payments, change orders, and other contractual obligations between the project team and the contractor.

· Manages and supervises space planning matters.

· Plan, design, execute and supervise the required Renovation and Redecoration (R&R) works and A&A works.

· Assist in operation, maintenance (facilities management) of campus buildings, infrastructures, and facilities in Architectural and Building matters.

· Manage and execute other duties and responsibilities from time to time that are assigned by the Head and/ or the Institute.

Requirements:

· A University degree in architecture / building / civil and structural engineering / project management with at least 10 years of relevant working experience in construction management, project management, facilities management / real estate development or equivalent.

· Adequate knowledge in building construction and proficiency in reading construction drawings.

· Good project management skills, including expertise in project planning, budgeting, scheduling, risk management, and stakeholder engagement.

· Strong technical skills for checking and supervising professional consultants and various contractors. Seeks continuous improvement to design and processes through consistently challenging the status quo or value engineering the optimum solutions.

· Proficient in using AutoCAD / REVIT for design purposes.

· Adequate knowledge of procurement and construction contract administration.

· Self-motivated, with a positive working attitude, with ability to work with ambiguity and agility and a strong focus on customer satisfaction and stakeholder engagement.

· Strong team-player and demonstrate excellent interpersonal, communication, and leadership skills.
